June 1, 1981
Meeting of the Board of Public Works convened in Room 127,
Reading Memorial High School at 7:15 P. M.
Present were Chairman Cowell, Board Members Fallon, Barker
and Superintendent Louanis.
Secretary Wood joined the meeting at 7: 21 P.M. Mr. DeHart
joined the meeting at 7: 23 P. M.
It was moved, seconded and voted 3:0:2 to accept the minutes
of the meeting of May 26, 1981 as amended .
Meeting adjourned temporarily at 7:25 P .M. and following a
meeting as the Board of Survey reconvened at 7:31 P .M.
Following discussion it was moved, seconded and voted 5:0
to approve the department' s request to purchase a Word Processing
Software (programming) Package for use an the Wang MVP mini computer
at a cost not to exceed $1,805.00.
Following discussion it was moved, seconded and voted 5:0:0
to approve the Petition to Install, Construct a Permanent Type
Sidewalk at 98 Lowell Street with the provision that the construe-
tion must be completed in full within fourteen calendar days from
the date of commencement of said construction and with the pro-
vision that the approval of the Petition will expire six months
from the date of said Petition .
It was moved, seconded and voted 5:0:0 to award Contract
81-13 Hourly Rates an Equipment with Operator(s) as recommended by
the Department (copy appended hereto) .
Following discussion, it was moved, seconded and voted 5:0:0
to approve payment to Mr. Joseph J. Licciardello, 47 Maple Ridge
Road, Reading in the amount of $350.00 as reimbursement for installa-
tion of a sewer chimney connection .
The Board agreed to schedule a meeting on June 4, 1981 at
7: 15 P .M.
Meeting adjourned at 8 :00 P . M.

On May 21, 1981 we bid the hired equipment for the remainder
of FY-81 and all of FY-82. The bid results are enclosed on sepa-
rate sheets. The work to be done is specialized in nature and is
that which the Town is not equipped to accomplish. The following
main accounts are sued by the Contract Work.

BOARD OF PUBLIC WORKS
RULES AND REGULATIONS
FOR THE USE OF THE
SANITARY LANDFILL AREA
1 . Until subsequent change, and for the purpose of these rules and
regulations, the Sanitary Landfill area located on John Street
is limited to Solid Waste generated within the Town of Reading.
2. Commercial rubbish disposal haulers and commercial , establishments
may purchase a permit from the Office of the Board of Public
Works and will show said permit upon request to any Police Officer,
Town Official or any employee of the Town supervising the area.
Vehicles using the facility must be registered from Reading except
as waived by the Superintendent.
3• No permit will be issued to commercial establishments or indepen-
dent contractors having their place of business outside the
limits of the Town of Reading.
4. Materials which will be received from commercial rubbish disposal
haulers and commercial establishments are limited to solid waste
generated within the Town of Reading in the normal operation of
their business except for items in Section 5 of these rules and
-� regulations.
5. The Town of Reading reserves the right to reject any materials
which it feels to be detrimental to the operation of the sanitary
landfill . Materials considered detrimental would include, but
would not be limited to the following: rubbish of a large bulky
nature including tree stumps, rubbish which would occupy substan-
tial space, rubbish of a highly inflammable nature, rubbish of a
specialized industrial nature, a chemical waste such as toxic,
radioactive or otherwise hazardous material , pathological waste,
chemicals, and other materials which cannot legally be disposed
of in properly operated sanitary landfill , liquid waste, sewage,
sludge, septic tank pumpings, or rubbish which would require
special handling.
Decisions under this section shall be made for the Board of Public
Works by the Superintendent.
6. Wood from trees and brush shall meet the following requirements:
a) Any stems or limbs two (2) inches in diameter or smaller
shall be considered brush and shall be chipped before
depositing in the landfill .
b) Any stems or limbs larger than two (2) inches in diameter
and not greater than twenty (20) inches in diameter shall
be considered logs and must be cut into lengths no longer
than forty-eight (48) inches or chipped suitable for
mulching purposes.
c) Any stems or limbs larger than twenty (20) inches in
diameter shall be cut into lengths no longer than (24)
twenty-four inches.
d) All diseased elm wood shall be placed in a special
area in the sanitary landfill .
7. The Sanitary Landfill area will be open to commercial rubbish
disposal haulers and commercial establishments Monday,
Wednesday and Friday 8:00 A.M. to 12:00 P.M. and 1 :00 P.M. to
4:00 P.M. or at other times as determined by the Board except
for legal holidays. The landfill area will be open on
Tuesday if a holiday falls on a Monday.
8. All metals brought to the sanitary landfill for disposal will
be deposited as directed in the metal recycling pile.
9. Fee Schedule
A. Commercial establishments will be required to obtain a
dumping permit for an annual fee of $50.00 plus the
following:

5• The above fees are based on average capacities
of the vehicles mentioned, modified bodies will
have the rated capacities as determined by the
Superintendent of Public Works or his authorized
agent at the rate of $1 .50 per cubic yard times
the determined capacity of the vehicle. All
charges are based on full loads in all cases.
B. Commercial Rubbish Disposal haulers depositing acceptable
material will be required to obtain a dumping permit for
an annual fee of $200.00 per vehicle plus the following
charge:
1 . A fee based upon the actual measured capacity as
determined by the Superintendent of Public Works
or his authorized agent of each vehicle in cubic
yards times $1 .50 per cubic yard for loose rubbish.
The above-calculated fee to be charged for each
dumping. All charges are based on full loads in
all cases.
2. A fee based upon the rated capacity as determined
by the Superintendent of Public Works or his
authorized agent of a packer type rubbish truck in
cubic yards times $4.90 per cubic yard of compacted
rubbish. The above-calculated fee to be charged for
each dumping. All charges are based on full loads
in all cases.
10. All users of the sanitary landfill must log in at the Highway
Garage prior to entering the landfill . Failure to do so may
result in suspension of the user ' s permit.
11 . These Rules and Regulations are adopted under Article 7, Section
4 of the General By-Laws of the Town, and violations of these
Rules and Regulations are subject to Article 27, Section 1 of
the General By-Laws of the Town of Reading.
These Rules and Regulations become effective July 1 , 1981 .

RUBBISH COLLECTION
RULES AND REGULATIONS
Until subsequent change, and for the purpose of these Rules and Regu-
lations rubbish collection shall be considered to mean normal house-
hold rubbish and bulk items as defined below.
DEFINITIONS
1. Refuse shall be considered to mean all household rubbish, cold
ashes, paper , garbage and other waste material.
2. Bulk Item Collection Bulk items are defined as any item not
con-sidered as household rubbish, and of such
size or weight that one man can not readily handle and over 80
pounds or falls into the following categories:
a. Auto parts, such as generators, starters , air cleaners, auto
seats, wheel rima, tires, small pieces of body metal, etc.
If, in the opinion of the Board of Public Works , the quantity
of these parts at any one household is unusually great, they
will not be collected.
b. Christmas trees, refrigerators, stoves, couches, chairs,
television sets, swing sets (dismantled) with concrete foot-
ings removed, bicycles and other similar items are considered
bulk items and will be picked up.
C. Auto parts such as large pieces of body metal, or engine
blocks; or building material such as wood greater than 6-feat
long and greater than 60 pounds will not be collected.
d. Earth, stones, tree trunks or large tree limbs will not be
collected.
3. Exceptions and Restrictions
A. Hazardous materiels
All hazardous materials as herein defined shall not be
collected .
a. Gasoline
b. Explosives
c. Compressed gasses
d. Explosive chemicals
3. A. e. Corrosive chemicals
f . Other materialsasthe Superintendent may deem hazardous
g. All hazardous waste as defined by D.E .q.E. and E.P .R.
B. If stoves or refrigerators are to be put out for collection .
as a bulk item, the doors must be removed completely.
4. Materials other than those listed above will not be collected
and it becomes the individual ' s responsibility to dispose of
same.
COLLECTION SCHEDULE
1. Items will be collected once each week on days as indicated on
a map to be published.
2. Collections will be made from residences only. Multi-family
residences exceeding three units will be considered businesses
and collection from them will not be made .
3. No collections will be made from stores, business houses, manu-
facturing plants , professional buildings, or other commercial
enterprises.
4. Items will be collected when set at the edge of the travelled way
in approved containers by 6:30 A.M. on regular collection days.
Workers are forbidden to enter into or trespass on any private
property during their collections. If rubbish is not placed on
the edge of the travelled way by 6:30 A.M. on regular collection
days and the contractor has already driven by the residence the
rubbish will not be picked up and the homeowner will be responsible
for removing the rubbish from the roadway. -
5 . No collections will be made on the following legal holidays:
New Year' s Day Washington' s Birthday Patriot' s Day
Memorial Day Independence Day Labor Day
Columbus Day Veteran ' s Day . Thanksgiving Day
Christmas Day
Collections will be one day late during the balance of the week
in which the holidays fall. (e .g. If a holiday falls on a week
day , the fifth day of collection will be Saturday. As an example,
if a holiday falls on a Monday, Monday ' s collection will be made
on .Tuesday; Tuesday' s on Wednesday , etc. )
CONTAINERS
1. Approved containers are "wet strength" two ply 50 lb kraft paper
sacks of 30 gallon capacity, 1.5 mil thickness plastic bags of 30
gallon capacity or plastic , steel, aluminum or galvanized barrels
of 30 gallon capacity and cardboard boxes of a similar capacity .
People using barrels are cautioned that sub-zero temperatures and
icing will result in the barrel having to be banged on the steel
hopper of the truck which will probably result in split or dented
barrels.
2. The Town discourages the use of cardboard barrels and cardboard
boxes since once they become wet, they lose much of their
strength. If these barrels, boxes or plastic bags are used and
"fall apart" during collection then any rubbish left need not be
picked up by the contractor .
3. The Town of Reading and the Contractor will not be responsible
for any damage to barrels. People using barrels are doing so
knowing that the above-damage will probably occur.
4. Size and Quantity Limitations Rubbish collection will consist
of paper or plastic bags, cardboard boxes or barrel pickup. How-
ever, only one (1) bulk item will be allowed per week, per
residence . Any bag, barrel or box that is of such design or
shape, or size that can not be handled by one man and weighs
over 80 pounds will not be collected.
5 . Any brush cuttings or branches tied securely and bundled under
3 feet long and 18 inches in diameter and under 80 pounds will
be collected and considered as one of the unlimited bags, barrels
or boxes to be picked up at each residence. Leaf and lawn
clippings are also considered as household rubbish and are con-
sidered as one of the unlimited bags, barrels or boxes to be
picked up at each residence .
These Rules and Regulations were approved on May 26, 1981 and
will be effective July 1, 1981.
