HomeMy WebLinkAbout1981-04-06 Board of Public Works Minutes April 6, 1981 Meeting of the Board of Public Works convened in Room 16, Muni- cipal Building at 7:30 P . M. Present were Chairman Cowell, Secretary Wood , Board Members DeHart, Fallon, Barker , Superintendent Louanis, Assistant Superin- tendent Bergeron and Assistant Superintendent McIntire . It was moved , seconded and voted 5:0:0 to accept the minutes of the meeting of March 24th as written. It was moved , seconded and voted 5:0:0 to accept the minutes of the meeting of March 30th as corrected . Meeting adjourned temporarily and following a meeting as the Board of Survey reconvened at 8 :00 P.M. The Board met with John Willis of Camp , Dresser and McKee, to discuss Contract 79-23 - Improvements to the Water Treatment Plant. Mr . Willis informed the Board that it is now anticipated the pro- posed addition and improvements to the Water Treatment Plant as presently designed will cost the Town of Reading 2.8 million or . 5 million more than was voted by Town Meeting. He indicatdd that the Board had alternatives to pursue: it was possible to go back to Town Meeting and request additional funds, or to delete items and redesign with a possible reduction of $300,000 thereby making it possible to proceed . Chairman Cowell stated that he would be guided by the Board but would be reluctant to go to Town Meeting for addi- tional funds; rather, he would prefer to take a hard look at the project and see what could be done to accomplish the desired end , stay within the appropriation. When questioned by the Board, Mr. Willis stated lower coats had been assumed in the construction area and this caused the cost of the project to rise from 2. 3 to 2.8 million dollars. The Department and the Board Members had prepared a list of questions for discussion but it was determined this should be set aside until Camp Dresser and McKee and the Engineering Divi- sion reviewed the design and arrived at a more acceptable cost. It was agreed that the Superintendent, the Engineering Division and repre- sentatives from Camp Dresser and McKee would meet on April 8 , 1981 at 8 :00 A.M. and that the Board would meet with Camp Dresser and McKee at 7: 30 P .M. on April 14, 1981 . Following a ten minute recess , the meeting reconvened at 9:40 P.M. The Board reviewed bids received on April 2d an Contract 81-5 - Street Sweeping. A single bid was received from J. K. ' Municipal Services, Inc. 161-2 South Main Street, Middleton, Massa- chusetts 01949 in the amount of $17,417.00. Assistant Superinten- dent McIntire stated Mr . MacBrien called Power Sweeping and was in- formed they did not bid as they did not care to send six sweepers to a single location at one timeas was required by the specifications. J . K. Municipal Services, Inc. proposed that the Town supply the dump trucks thereby reducing the contract payment by $1, 583.00. However, this would add $1,800.00 of Town labor to the total cost (not including fuel and maintenance for the trucks) . Mr. McIntire stated this would also greatly affect the Highway Division programs scheduled for the remainder of FY-81 . In answer to the Board' s question, Mr . McIntire stated that J . K . Municipal Services, Inc. could start the work on April 21st and would continue to work for two weeks. It was then moved, seconded and voted 5:0:0 to award Con- tract 81-5 for Street Sweeping to J. K. Municipal Services, Inc. in the amount of $17,417.00. The Board read and accepted as a point of information letter ' from the Board of Health expressing appreciation for the coopera- tion received from the Department of Public Warks in the past. Mr . Barker moved that effective July 1, 1981 the Board of Pub- lic Works no longer subsidize home telephones for supervisors and other personnel of the Department. It was seconded and voted 3:2:0. Chairman Cowell indicated that Superintendent Louanis, Assis- tant Superintendent McIntire and Assistant Superintendent Bergeron would assist the Board Members with back-up information for their presentation of motions at Town Meeting. The Board signed the Payroll and the Billroll for the period ending April 3, 1981. Meeting adjourned at 9:45 P .M. ResRectfully submitted, ecretary
