' Meeting of the Board of Public Works convened in Room 16,
Municipal Building at 7: 30 P. M.
Present were Chairman Cowell, Secretary Wood, Board Members
DeHart, Fallon , Barker , Superintendent Louanis, William Redford
of the Engineering Division and H . Theodore Cohen, Town Counsel .
Chairman Cowell requested the Board go into Executive Ses-
sion to discuss an impending legal matter with the intention of
reconvening in open session and polled the Board as follows:

Mrs. Wood - In favor
Mr. Cowell - In favor
The Board returned to open session at 9 : 10 P . M. and began
its review of the bids received on February 24, 1981 for ser-
vices and materials used by the Forestry Division.
Mrs. Wood moved , Mr . DeHart seconded and it was voted 5:0:0
to award the contract for Aerial Spraying to Bay Colony Helicop-
ters, Inc. , Plymouth Airport, Plymouth, Ma . 02361 in the amount
of $3, 280.00 or $8 .20 per acre .
Bids were received from three nurseries for trees and shrubs
and Mrs. Wood moved, Mr . DeHart seconded and it was voted 5:0:0
to award the contract to the low bidder in each instance, as
follows :

The Board reviewed the bids received on Pesticides and Herbi-
cides and following a brief discussion the contract was broken into
three parts and awarded as follows:
It was moved , seconded and voted 5:0:0 to award the first portion
of the contract as follows:

Pleasant Street 5 5 " drums Amizine 372.50
Norwood, Me. 02062 5 1 " drum Surfactant WK 82.50

It was moved, seconded and voted 4: 1:0 to award the second portion
of the contract as follows:

It was moved, seconded and voted 5 :0:0 to award the third and lest
portion of the contract to :
R. F . Morse and Son 10-5 gal . drums of Sevin
Rte. 28 4 flowable
W. Wareham, Ms. 02576 $ 759.00
The Board then reviewed the bids received on Fertilizer,
Grass Seed , etc . , on February 24 , 1981. Mrs . Wood moved , Mr.
DeHart seconded and it was voted 5:0:0 to award the bid for
4-55 gallon drums of Cuprinol to Baird and McGuire, Inc. in the
amount of $1 , 122 .00.
Mrs. Wood moved,' Mr. DeHart seconded to award the contract
for the following: 3,00011 of 22-3-6 Fertilizer with 24D Plus
MCPP Herbicide, 4-55 gallon drums of creosote to Johnson Farm
Supply , Inc. This was followed by a vote of 2:2 : 1 - the motion
did not carry.
Mr . Barker moved to table discussion on the remaining items
bid on February 24, 1981 for the Forestry Division until the sub-
ject was discussed with the Tree Warden . It was seconded and
voted 5:0:0.
The Board read letter from Helen Youd Mackie wherein she
requests permission to allow a curb out on the property at 494
Main Street in order to gain access to proposed on-site parking.
It was moved and seconded to grant permission for the curb cut
and the motion was defeated by a vote of 0:4: 1 . '
Meeting adjourned temporarily and following a meeting as
the Board of Survey reconvened at 10: 20 P. M.
' It was moved, seconded and voted 5:0:0 to sign letter commit-
ing the sum of $646.80 covering the cost of sewer laterals to the
Collector in compliance with the provisions of the General Laws,
Chapter Bo, as amended by Chapter 63 of the Acts of 1933.
Chairman Cowell stated that the Article to be presented at
Town Meeting in behalf of the supervisory personnel had been dis-
cussed recently with the Chairman of the Personnel Board and the
Superintendent . The Personnel Board was reluctant to support the
Article as written as it could lead to problems in other areas.
It was suggested that supervisory personnel be paid for all hours
in excess of forty-three at overtime rate . Mr . Fallon moved to
accept the change in the Article as a compromise in order to gain
the support of the Personnel Board. It was seconded. Mr . Barker
commented it was watering down the issue that other than snow
removal it is just going to end up being a piece of paper. Mr.
Cowell called for a vote - 3: 2:0 .
Mrs. Wood reported to the Board that the Recreation Committee
' was interested in receiving a letter from the Board of Public
Works outlining the Board ' s program for its Special Park Con-
struction for FY-82, and submitted a rough draft of a report that
could be sent to the Recreation Committee. After a short dis-
cussion regarding the difference between the Recreation Committee
priorities and the Board' s planned program it was agreed that the
Chairman would send a letter to the Recreation Committee outlining
the Special Park Construction Program and the reason for the
difference between the Recreation Committee priority list.
The Board signed the Payroll and the Billroll for the period
ending March 13, 1981.
