HomeMy WebLinkAbout1981-03-02 Board of Public Works Minutes March 2, 1981 ' Meeting of the Board of Public Works convened in Room 16, Municipal Building at 7: 30 P . M. Present were Chairmen Cowell, Secretary Wood , Board Mem- bers DeHart , Fallon, Barker, Superintendent Louenis, William Redford of the Engineering Division and Michael Guenther of the Finance Committee. Mr . Fallon moved to accept and enthusiastically endorse the Article as written emending Section 4, Classification and Compensation Plans of Article XXIV of the By-Laws of the Town with respect to overtime compensation . Mr . Barker seconded. Superintendent Louanis stated he had discussed the Article with Mr . Morley who had spoken to the Chairman of the Personnel Board and it was felt the Article was in proper order. The Superintendent stated it will be necessary to have a hearing prior to Town Meeting and this will be arranged in accordance with the ' Personnel By-Laws. Chairmen Cowell called for a vote an the motion - 5:0:0. The motion carried . The Board reviewed the Superintendent ' s report and the Board of Public Works' report to the Town. A minor change was suggested concerning Road Reconstruction and a paragraph was eliminated un- der Sewer Division. It was then agreed to present the reports to the Selectmen' s Office for printing in the Annual Report. The Board reviewed letter from William H . Davis of 43 Prescott Street and copies of bills totalling $90.00 covering the cost of rodding his sewer house connection. Mr. Davis is aware that be- cause of budget constraint the department no longer rods sewer house connections. However, he states that a 30" elm tree we re- moved from the tree lawn area approximately a year ago and Roto Rooter found tree roots in the line between the sewer main and the property line : because of this, he feels the Town should share in the cost of the rodding. The Superintendent stated this par- ticular connection has been rodded several times in the past by ' Town forces and in view of the fact that the pipe was installed in 1921 it is possible a new service should be installed . Mrs. Wood moved , Mr . DeHart seconded and it was voted 5:0:0 that the Superin- tendent write and advise Mr. Davis the department has no funds to assist him and outline the Board ' s policy in this regard . Mrs . Wood read Notice of Public Hearing concerning the exten- sion of the common sewer in Barbara Lane at 8 :00 P. M. The Chair- man outlined the procedure of the hearing stating the Superinten- dent would present the plan and the Board would have an opportunity to ask questions and then it would be opened to the general public for questioning . Members of the Board asked questions regarding the estimated cost of construction and when it would be constructed and so forth if so voted . The Superintendent informed the Board the estimated cost was recently prepared by the Engineering Divi- sion and the work would be scheduled for early spring. The abutting property owners asked questions regarding the cost of construction the lateral cost , the interest rate to be charged and the time in which the cost could be spread over . All these questions were answered in the package handed out. Mr. Arsenault stated he repre- sented the Cummings family who were unable to attend the hearing and indicated they were in favor. Mr. Cowell requested that the Cummings should be given an opportunity to fill out the vote form to indicate their preference. It was moved , seconded and voted ' to close the hearing 5:0:0. Meeting adjourned temporarily and following a meeting as the Board of Survey reconvened at 9: 35 P .M. The Board reviewed and accepted as a point of information letter from Reading Senior Youth Baseball concerning maintenance and improvements for the baseball fields in Town . Chairman Cowell re- quested Mr. Michelini ' s letter be placed on file with the letters received previously on the same subject matter . Mr . Barker requested that the meeting with the different groups be held prior to election. It is anticipated that a letter will be forthcoming from Reading Youth Baseball and when that is in hand a decision as to when to meet with these groups will be made . The Board read letter dated January 30, 1981 from the D.E.Q,E, regarding the sodium content in Reading ' s Public Water Supply. The Superintendent advised the Board that proper notice would be for- warded to the residents in the next water billing. , Mr . Barker presented the Board with the results of hie research into the department ' s current supervisory phone policy. Mr. Barker Minutes - continued March 2, 1981 suggested that the Board consider adopting the policy to become effec- tive July 1, 1981, of converting the existing six Town paid phone sys- tem to a message unit service with one additional phone book listing each and stipulate that these phones would only be used for the Town' s business. Following discussion, Mr. DeHart moved, Mr. Barker seconded to remove all Town paid phones from the employee' s residences as of July 1, 1981. This motion lost on a vote of 2 in favor; 3 opposed . Mr . Barker moved , Mr . Fallon seconded to convert the six residen- tial phone services to dial phones, with message unit service , with four of the six to have one additional phone book listing, and to instruct the effected employees that these phones are only to be used for the Town ' s business. This motion lost on a vote of 2 in favor; 3 opposed . Mr. Fallon moved and it was seconded to reconsider the matter. This motion lost on a vote of one in favor ; three opposed. The Board signed the Payroll and the Billroll for the period end- ing February 27, 1981. Meeting adjourned at 10:57 P .M. Cemm"ae"a YD1y,W January 30, 1981 Board of Water Commissioners Reading, MA Re: READING - Public Water Supply Sodium in Drinking Water-1980 Analyses Gentlemen: Analyses of drinking water samples collected from your water supply during 1980 show that the sodium level is 125 mg/1. The sodium level was developed from the average of quarterly samples collected from a point on your water supply distribution system during 1980, and analyzed at the Lawrence Experiment Station. M First Quarter Second Quarter Third Quarter Fourth Quarter 139 mg/l 130 mg/1 120 mg/1 110 mg/l In accordance with the "Drinking Water Regulations of Massachusetts", if the sodium level in a drinking water supply exceeds 15 mg/l the supply shall be sampled quarterly, and further, if the level of sodium exceeds 20 mg/1 the consumers of the water must be notified. Pursuant to Section 16 of the Regulations, the consumer must be notified of the actual and recommended levels of sodium, the probable cause of the presence of sodium, and the possible ways of correcting the situation. Notification most be sent at least annually by inclusion with a water bill or by other form of direct mail. For those purveyors with supplies which have sodium levels greater than 20 ng/1, a sample public notice is enclosed that may be used in complying with these Regulations. Section 16(g) of the "Drinking Water Regulations of Massachusetts" requires that. "A copy of all notifications sent, issued or posted by the supplier of water in compliance with the requirements of this section shall be furnished to the Department no later than the time it is given to the user of the system". NOTE: Notices sent to consumers by suppliers must be dated and include the year of violation. General Laws, Chapter 111, Section 160, prescribes a fine of $500.00 and/or ayear in jail for each willful violation of a drinking water regulation promulgated by this Department. � r -2- If you have any questions regarding this matter, please contact Mr. John T.
