Meeting of the Board of Public Works convened in Room 16,
Municipal Building at 8:30 P. M.
Present were Chairman Cowell , Secretary Wood, Board Members
Fallon , Barker , Superintendent Louanis and William Redford of the
Engineering Division .
The Board discussed the proposed article for the annual Town
Meeting relative to overtime compensation for exempt employees
that would amend the Personnel By-Law to allow payment for over-
time at a rate of one and one-half times the normal rate of pay.
The first proposed article would remove certain classifications
from the exempt position to the non-exempt position. This idea
was rejected because Mr . Fallon strongly urged the Board to con-
sider a proposal that would spell out the requirement for an
emergency work only be considered at the overtime rate of one
and one-half times the regular rate . After considerable discussion
Mr . Fallon moved , Mr. Barker seconded to approve the following
article to amend the Town of Reading Personnel By-Laws and it was voted .

ARTICLE To see if the Town will amend "Section 4 Classi-
fication and Compensation Plane" of Article XXIV
of the By-Laws of the Town or take any other action with respect
thereto: "Overtime compensation"
Umbr conditions which shall be defined by the
Board of Public Works as an emergency , and
administered by the Superintendent of Public Works, the follow-
ing exempt employees: Supervisors of highway, water and sewer,
pumping station , forestry and parks; also senior civil engineer ,
pumping station engineer and assistant civil engineer , may be
paid overtime if hours actually worked in any regular work week
exceeds forty (40) . They shall be paid for all hours worked in
excess of forty (40) in any work week at an hourly rate which
shall be computed at their weekly salary divided by forty times,
one and one-half.
The Board discussed the Superintendent ' s report andthe
Board' s Report to the Town. Mr. Barker and Mr. Fallon made ,
several suggestions to improve the scope of the report and the
Superintendent was directed to redraft the report and submit
it to the Board on March 2 , 1981 .
It was moved, seconded and voted to adjourn at 10: 30 P .M.
