Meeting of the Board of Public Works convened in Room 16,
Municipal Building at 7:30 P . M.
Present were Chairman Cowell, Secretary Wood , Board Mem-
bers DeHart, Fallon , Barker , Superintendent Louanis, Assistant
Superintendent Bergeron and Assistant Superintendent McIntire.
It was moved, seconded and voted to table the minutes of
the meeting of December let .
Assistant Superintendent McIntire reviewed the equipment
bids indicating that Stoneham Motor would provide the heavy duty
batteries and 8 .75 x 16.5 tires as opposed to the 8 .00 x 16. 5
tires requested in the specifications at no extra charge.
Mrs. Wood moved to award the contract for three pick-up
trucks to Stoneham Motor Company of Stoneham, Massachusetts for
the sum of $21 ,994.00 plus a trade-in allowance of $4,509.00 for
pick-up trucks #2, #5 and #11. It was seconded. Mr . Barker
1 requested that in the future the specifications indicate rustproof-
ing must be for the life of the vehicle. Chairman Cowell called
for a vote: 5:0 - the motion carried.
Mrs. Wood moved that the contract for one (1) 4-wheel drive
truck be awarded to Automotive Truck Center, Inc. of Arlington,
Massachusetts in the amount of $9, 100.00 plus a trade-in allow-
ance for our present 4-wheel drive pick-up #10. Mr. DeHart
seconded and it was voted 5:0.
Assistant Superintendent McIntire reviewed the bids for e
one (1) wheel-type backhoe loader stating that State Equipment
bid $8 , 156. on a 1980 International Model 260A which will be man-
ufactured for the next three (3) years and parts will be available
for 15 years. However , the brakes an the unit are not easily
accessible for maintenance, the cooling system has a 14 qt. rather
than a 20 qt. capacity as specified, there will be an extra charge
of $200.00 for the tire ply requested , the lifting capacity does
' not meet the minimum of 4700#, the bidder is unable to supply a
hydraulic oil temperature gauge and it should be noted that de-
livery time would be increased from 30 days to 60-75 days if the
change in tires was made . Colcord and Son, Inc. , of Haverhill Street,
Rowley, Massachusetts bid $12, 799.00 on a 1980 Case 580-C and
will supply the 16.9 x 24 tires on the rear as requested at no
extra cost to the Town . Colcord maintains an inventory of parts
for all equipment sold and in the event the supply is exhausted ,
it can be replenished in a maximum of three days. Assistant Super-
intendent McIntire recommended the purchase of the Case 580-C to
the Board. Mrs. Wood moved , Mr . DeHart seconded and it was voted
5:0 to award the contract to Colcord and Son, Inc. of Rowley, Ms.
for one Case 580-C (1980) to be equipped with the 16.9 x 24 tires
on the rear at the bid price of $12,799.00.
Bids were received on December 4, 1980 for the sale of Scrap
Metal as follows:

It was moved , seconded and voted 5:0 to award the contract for the
Sale of Scrap Metal to E. Martel Plant Dismantling and Recycling, ,
Inc. the high bidder for the period January 1, 1981 through and
including June 30, 1981 .
The Board read letter from the law office of William J. Lee ,
13 Chestnut Street , Wakefield, Massachusetts to Mrs. Evelyn M.
Muise of 13 D Street in Reading concerning the assessment of
betterments an Lots 227/230 C Street. Following a brief discussion
it was moved , seconded and voted 5:0 to direct the Superintendent
to write Mrs. Muise stating that the Board can not consider the
request for an abatement until such time as she presents evidence
to the Board that the lots in question are not buildable lots.
The Board reviewed bill for the month of October from Town
Counsel and approved the following:

R . Parnell at al v. Reading .80 hours
for a total of 11. 1 hours at forty-five dollars per hour or the
sum of four hundred and ninety-nine dollars and fifty cents . ,
($499.50) .
Minutes - continued December 6 , 1980
Meeting adjourned at 8 :32 P . M. and following a meeting as
the Board of Survey reconvened at 8: 56 P. M. to discuss the Bud-
get for FY-82.
Chairman Cowell asked the Superintendent to make his opening
remarks for the FY-82 Budget walk through. The Superintendent
outlined for the Board the following schedule for the FY-82 Bud-
get review:

January 5, 1981 Water and Sewer Division
January 12, 1981 Rubbish Collection and Landfill
January 19, 1981 Capital Items
February 3, 1981 Meet with Finance Committee

The Superintendent pointed out the budget is being presented
in the following categories: the General Maintenance Budget,for
the Department , the Water and Sewer Division are income generating
divisions, the Rubbish Collection and Landfill are a separate
sanitary problem and Capital Items including Road Reconstruction ,
Drain Construction, Equipment Replacement, Park Construction and
State Road Construction. The Superintendent poinedout to the
Board that the budget should be prepared as soon as possible and
at the same level of effort as the 1981 budget and suggested that
the Board make the initial walk through as if Proposition 2'h had
not been voted . Hopefully , by the time the budget review has been
complete many of the questions surrounding the impact of 2'h will
be resolved and the Board should be in a better position to make
more intelligent decision concerningthe budget. The Board reviewed
the following portion of the budget : Administration, Engineering,
Highway Maintenance , Sidewalk Maintenance , Parking Areas, and
Drain Maintenance.
The Board signed the Payroll for the period ending December
5, and the Bill Roll for December 5, 1980.
