HomeMy WebLinkAbout1980-12-01 Board of Public Works Minutes December 1 , 1980 Meeting of the Board of Public Works convened in Room 16, Municipal Building at 7: 30 P . M. Present were Chairman Cowell, Secretary Wood , Board Members DeHart, Barker , Assistant Superintendent McIntire and Superinten- dent Louanis. It was moved , seconded and voted 4:0 to accept the minutes of the meeting of November 24th as corrected. Reed letter from Rev. Edward T . Malone, written in behalf of the Reading Clergy Association, requesting that a platform be set in front of the library facing out onto Lowell Street on December 20th and that Lowell Street between Salem and Woburn Streets be closed on December 21st from 3:00 to 5:30 P.M. , in order that the Association could observe the annual program of "Christmas on the Common" . It was moved, seconded and voted 4:0 to grant permission to the Reading Clergy Association and the Superintendent was directed to inform Rev . Malone of the vote of the Board . Read letter from John Zorebedian , Jr . , Chairman of the Planning Board re: Proposed zoning change of Russell Farms in Woburn. The Planning Board expressed concern because of the possible impact on traffic, safety and land values to neighboring Reading residents, etc. Following a discussion the Board directed the Superintendent to write Mr. Zorebedian referring him to the 11I-93 Joint Transporta- tion Study , Department of Public Works, Bureau of Transportation and Planning and Development" and to wish him well . Read letter from Mr . and Mrs. James Acquaviva requesting that the sewer main be extended in Barbara Lane in order that a connection can be made from their proposed home to the main in May of 1981. It will be necessary to hold a hearing in April or May and a vote by the abutters at that time would be a determining factor as to whether the Board would elect to extend the sewer. Following a discussion Chairman Cowell requested the Superintendent acknowledge the letter from the property owner advising them there is no way we can accomplish the work requested within the time frame they have set. In response to a memorandum from W. J. Hughes, Jr. , Chairman of the Recreation Committee the Board agreed to meet with the Recreation Committee on December 15th at 8: 30 P .M. for the purpose of discussing the Public Works ' Park and Playground Maintenance Bud- get and proposed capital improvements to be considered for construc- tion during FY-82. I Meeting adjourned temporarily at 8 :07 P.M. and following a it meeting of the Board of Survey reconvened at 8 : 19 P .M. Mrs. Wood assumed the Chair at Mr. Covell ' s request as it became necessary for Mr. Cowell to join the meeting in the Select- men' s Office. The Commonwealth of Massachusetts ' representative delivered a supply of bimper stickers "Making it in Massachusetts" to the Office of Public Works requesting they be placed on the Department' s vehicles. Following a discussion it was moved and seconded to place them on the trucks and cars. The motion lost 3:0. It was then moved , seconded and voted 3:0 to give the bumper stickers to the Town Clerk and anyone wishing to place one on his/her vehicle may do so. The Board signed the Payroll and the Billroll for the period ending November 28 , 1980, The Board reviewed bids for new equipment and after consider- able discussion the following action was taken: - Re : 4 pickup trucks - .postpone action until further information concerning tirea and batteries is made available. Re : Backhoe - Mr. DeHart moved, it was seconded and voted to table act—as requested by the Department until a later date, Re : Catch Basin Cleaner - It was moved, seconded and voted 3:0 to award the contractto the low bidder Stedt Hydraulic Crane Corp. of Westboro at a net delivered price of $12,250. Re : Front End Loader : It was moved , seconded and voted 3:0 to award the coact to Bob Cat of Boston, Inc, in the amount of $8 ,979.90. Re: Sale of Packer Trucks (Mr. Cowell rejoined the meeting) It was moved, seconded and voted 4:0 to sell this equipment to Ace Disposal of Woburn, Ms. for the sum of $10,830.00.
