HomeMy WebLinkAbout1980-11-24 Board of Public Works Minutes November 24, 1980 Meeting of the Board of Public Works convened in Room 16, Municipal Building at 7:30 P. M. Present were Chairman Cowell , Board Members DeHart, Barker and Superintendent Louanis . It was moved, seconded and voted 3:0 to accept the minutes of the meeting of November 17th as written. Mrs. Wood joined the meeting at 7: 36 P . M. The Board read letter from Robert L. Judge of 544 Summer Avenue describing the situation with which he is confronted as a result of ineffective drainage . Mr. Judge' s property is located opposite Beer Hill Road and during heavy rains water cascades down this steep grade and a portion of it bypasses the catch basins and ponds in the area in front of Mr. Judge ' s home. Chairman Cowell suggested the Superintendent write Mr. Judge and advise him the Board will take the matter into consideration when the Budget for FY-62 is discussed . Mr. Fallon joined the meeting at 7: 52 P . M. The meeting adjourned at 7:52 P .M. and following a meeting of the Board of Survey reconvened at 8 : 36 P . M. Chairman Cowell stated that on November 16th, a Sunday morn- ing he received a telephone call from Raymond R. Kennedy of 98 Scotland Road requesting assistance. The sewer system at this location was not functioning properly, in fact sewage had backed into the basement area, and since Mr. Kennedy found it impossible to locate a plumber to assist him he turned to the Town. Chair- man Cowell contacted the Superintendent and the necessary work crew was dispatched to the Kennedy home . The cost to the Town for labor, etc. , totalled $67.04 and Chairman Cowell asked the Board if a bill should be sent to the homeowner since the depart- ment has discontinued this service for reasons of economics. It was moved, seconded and voted 5:0 to submit a bill for services rendered and for the Superintendent to send a letter with the invoice outlining some of the reasons that could contribute to the problem. The Board discussed the problem of rubbish disposal at Birch Meadow and other areas in Town. Vehicles are entering these areas and the driver is depositing leaves and other debris making it necessary for the Department to dispatch equipment to the area to remove it. Following discussion, it was concluded boulders shouldbe placed across the area where debris has been deposited opposite David Castine Memorial Field. The easterly side of Birch Meadow Drive at the intersection of John Carver Road has become ade- pository for large amounts of debris and it was suggested similar action be considered for this area after discussing it with the Police Department . The Superintendent suggested this be done dur- ing the winter months as experience has proven this to be the most effective point in time to accomplish the task. Mrs. Wood moved, it was seconded and voted to sign letter committing $247.94 for sewer house connection lateral in compliance with the provisions of the General Laws, Chapter 80 as amended by Chapter 63 of the Acts of 1933. The Board reviewed letter from Secretary of Environmental Affairs informing them that the proposed improvements to the ONe Hundred Acre Treatment Plant did not require an environmental re- port . It was moved , seconded and voted 5:0 to accept it as a point of information. The Board reviewed the suggested modifications to the Rubbish Collection Contract which should be bid early in January. The area of concern centered around the following items: 1) Whether or not to break the bid up to cover alternatives for residential rubbish collection , school collection, Fire Department collection, Police Department collection, library, Municipal Building, square area and parks and whether or not to have an unlimited collection for residential: 2) What escalator should be used in the next contract : 3) Whether or not the contract should be renegotiated for bid . It was generally agreed that the contract should be bid and that the Department and Board should do more work on other items before making a decision. Mrs. Wood proposed to the Board that a letter be sent to the different groups using the parks and playgrounds for athletic , activities requesting or suggesting that the Board would be willing to cooperate with any responsible group that wished to provide volunteer assistance in the maintenance of the fields directly related Minutes continued November 24, 1980 to their particular use. After considerable discussion , it was agreed that the Chairman and the Superintendent would draft a letter and Mrs. Wood and Mr. Fallon would provide a list of groups to whom it should be sent.
