A meeting of the Board of Public Works convened in Room 16,
Municipal Building at 7:30 P.M. Present were Chairman Wood, Secretary
Fallon, Board Members Barker and Polychrones and Superintendent E. Roger
Louanis.
It was moved, seconded and voted 4:0 to accept the minutes of the
Board of Public Works meeting of April 12, 1982 as corrected.
It was moved, seconded and voted 4:0 that Sheet No. 5, Bili No.
6, dated April 20, 1982 in the amount of $268.80 for Walter R. & Claire M.
Franklin of 26 Beacon Street, for Plat 114, Lot 24, for a 70% sewer
lateral be submitted to the Tax Collector and betterments assessed
accordingly.
The Board reviewed the letter from the State Department of
Environmental Quality Engineering Division of Water Supply regarding the
Offer and Acceptance Form for a Leak Detection Grant under Chapter 805 as
amended.
It was moved, seconded and voted 4:0 to authorize the
Superintendent to sign the Offer and Acceptance Form for the Board for the
Chapter 805 Funds.
It was moved, seconded and voted 4:0 that the Board accept the
Monthly Construction Progress Report No. 7 from Camp Dresser & McKee Inc. ,
as a point of information and a general discussion ensued.
The Board reviewed the letter from the Conservation Commission
regarding the Proposed Gift of Land, Portion of Lot 9C - Warren Avenue
IExtension (2.5 acres).

Mr. Cowell joined the meeting at 8;05 P.M.
Mr. Fallon felt the Board should suggest to the Board of
Selectmen that a chain link fence be installed around the proposed
"walkway" connecting the northern end of Warren Avenue to Washington Park.
Mr. Cowell stated he was reluctant to erect a fence that would
probably be vandalized and cost the Town money.
It was moved, seconded and voted 4: 1 (Mr. Fallon opposed) that
the Clerk of the Board write a letter to the Board of Selectmen with a
copy to the Conservation Commission acknowledging that we are in support
of the Conservation Commission's accepting this parcel of land as a gift,
and would further suggest in order to solve any further problems, that
appropriate deliniation of the proposed walkway area be handled by the
Conservation Commission.
Mr. Fallon amended the motion, and it was seconded that the
walkway be permanently deliniated prior to the acceptance of the gift.
The amendment was defeated 2:3 (Mrs. Wood, Mr. Barker and Mr. Polychrones
opposed).
The Board reviewed the memorandum from the Commonwealth of
Massachusetts Executive Office of Transportation and Construction
regarding the Public Works Economic Development Program, Chapter 732,
Section 17(c), Acts of 19819 in which $10,000,000 will be made available
and distributed among eligible cities and towns for the design,
construction and/or reconstruction of eligible projects.

This particular grant to the Town would not require any matching
funds prior to receiving these funds. We would compete with other
communities for these funds. We could possibly get as much as $1,000,000.
The funds we would apply for would be for the following projects:
1. Improvements to Depot Parking Area.
2. Reconstruction of the existing Parking Area H1
(Behind CVS Store).
3. Major Improvements to Main Street
4. Improvements to Sidewalk Sections (square area)
S. Mr. Fallon requested the construction of the
parking lot on the other side of the square
(rear of Haroden St. ) be added to the list.
b. Mrs. Wood requested the study of the Sanitary
Landfill Area project be added to the list.
Mr. Barker stated he would like to see all proposals submitted separately
to the State.
It was moved, seconded and voted 5:0 that the Board accept and
proceed to participate in the Economic Development Program and instruct
the Clerk of the Board to prepare the necessary papers to comply.
The Board reviewed the memorandum from the Governor's Highway
Safety Bureau regarding available funding to cities and towns in the
Commonwealth for eligible projects.
Under this program, reimbursement is available. If we get a

program approved, we would appropriate the money up front and we would be
reimbursed for whatever is eligible by 100%. Projects under this program
include:
I. A. Summer Avenue
B. West Street - near County Road
C. Charles Street - Wakefield St. to School (School Area)
II. A. Work Zone Protection Kits
B. Sign Fabricating
C. Vandal Resistant Sign Fasteners
D. Engineer Training
III. Traffic Counters
It was moved, seconded and voted 5:0 to request the Board of
Selectmen to designate the Board of Public Works as the Town's "lead
agency" in applying for grants under the Public Works Economic Development
Program.
The Board adjourned temporarily at 8:55 P.M. to meet as the Board
of Survey.
The meeting reconvened at 9:30 P.M.
Under Old and New Business, Mr. Fallon presented a report to the
Board on the Recreation Committee. Mr. Fallon is the Boards'
representative on the Recreation Committee. The Recreation Committee met
on Wednesday, April 14. Mrs. Susan Cavicchi was elected Chairman of the
Recreation Committee. Mr. William Hughes resigned as a member and he was
thanked for his fine contributions to the Recreation Committee. Summer
help was hired by the Recreation Committee.

The Finance Committee decided to cut f8,500 from our request for
the bleachers. Mr. Fallon informed the Recreation Committee that the
Board of Public Works would go before Town Meeting requesting the original
figure.
Mr. Fallon commended the Superintendent on the outstanding job
being done by the Parks and Playgrounds Division.
The Board signed the Payroll for the period ending 4-16-82.
The Board signed the Bill Roll for the period ending 4-16-82.
The meeting adjourned at 10;00 P.M.
