Present were Chairman Wood, Board Members Cowell, Barker and Polychrones and Superintendent E. Roger Louanis. It was moved, seconded and -voted 2: 0:2 (Mr. Cowell and Mr. Polychrones abstaining) to accept the minutes of the Board of Public Works Meeting of March 15, 1982 as written. It was moved, seconded and voted 4:0 to accept the minutes of the Board of Public Works meeting of March 23, 1982 as corrected. The Board reviewed the letter from C.F. Mistretta, District Highway Engineer, for the State's Department of Public Works. The State informed the Board that the Town of Reading will be reimbursed in the amount of $73,812.00 under Chapter 732 of the Acts of 1982 for roadway projects, such as resurfacing and related work. The Board concurred that they will now ask the Finance Committee for $73,812.00. This amount will not be on the tax levy, and definitely will he reimbursed by the State. The Board reviewed the letters to and from B.F.I. regarding the new contract prices for FY83. The total figure of $306,062.41 is actually $10,446.00 less than the submitted FY83 figure. The Board will inform the Finance Committee of this decrease. The letters were accepted as a point of information. The Board reviewed the letter from William P. Sinatra of the Reading Jaycees regarding the use of the field behind the High School between the tennis courts and the swimming pool for the celebration of Founders Day, May 15, 1982. Board of Public Works Meeting of March 29, 1982 Page 2 r Mr. Cowell moved that the Clerk of the Board write a letter to Mr. Sinatra expressing the willingness of the Board to cooperate and suggest that he go back to the School Department to request permission to use the High School Football. Field as they will not be refurbishing it. I until May 17, 1982. It was seconded and voted 410. The Board reviewed the letter from the First Congregational Church regarding their annual "Olde Redding Fair" for Friday evening, September 1' and Saturday, September 18, 1982 They are requesting the Boards' permission to close off and occupy the portion of Sanborn Street from Lowell Street to Woburn Street. on Saturday, September 18, from 7: 00 A.M. to 5: 00 P.M. It was moved, seconded and voted 4: 0 to grant 1 �'. permission for the event subject to the usual stipulations: 1. No alcoholic beverages may be served in the public way. Proper police protection and liability insurance must I be provided. I 3. The area must be broom clean at the conclusion of the event. I The Board reviewed the letter from the First Congregational Church requesting permission to erect a sign as follows an the Reading Common on April 3, 1982: CRAFT SHOW TODAY 10 to 4 P.M. It was moved, seconded and voted 4: 0 to grant permission to the First Congregational Church to erect the sign. I Board of Public works Meeting of March 29, 19B2 Page 3 The Board reviewed the letter from the Pearl Street School F.T.O. Executive Board requesting the use of Memorial Park on May 23, 1482 (Raindate May 30) from 2:00 - 5: 00 F'.M, for their Annual Field Day in the Park. It was moved, seconded and voted 410 to grant permission subject to the following stipulations: 1. No alcoholic beverages may be served in the public way. �. Proper police protection and liability insurance must be provided. 3. The area must be broom clean at the conclusion of the event. 4. Our contract with B.F. I. for rubbish collection includes a provision that the park barrels be emptied by them. We ask that you remove any trash generated 6y this group in , order to leave the barrels free for the normal weekly accumulation. It was moved, seconded and voted 4: 0 to table the review of Forestry and Park Bids until a later date when further information, is available. I The letter from Katina Belezos of the M.G.C. regarding the C.A.C. Meeting No. 3 - Reading Wastewater Pumping Station Facilities Plan to be held March 31, 1982 was accepted as a point of information. The letter from Sohn B. Pacino of the Recreation Committee 1 I regarding field assignments for 1982 was accepted as a point of information. i Board of Public Works Meeting of March 29, 1942 Page 4II II The Planning Board Hearing Notice regarding the Dooley property on Main Street was reviewed. The Dooley's are petitioning the Planning Board for permission to construct apartments an the site. The BPV s major interests would be water and sewer connections. The Notice was accepted as a point of information. The Board reviewed the results of the Roadway Reconstruction Hearing of 3/25/82 There were 45 votes in favor, 1 non-committal and 0 opposed to the reconstruction. Mr. Cowell stated that he felt the results indicated the very wellthought out presentation the Department made that evening. The Board concurred that this sheet should be presented to the Finance Committee on Thursday evening, April 1st. The sheet was accepted as a point of information. It was moved, seconded and voted 4:0 that Bill No. 4, Sheet No. 4 II dated 3/29/82 fir Kenneth E. and Carole R. Pratt, 28 Landers Road, for Plat 155, Lot 10 in the amount of 8323.40 and Bill No. 5, Sheet No. 4 dated 3/29/82 for Joseph S. & Frances D. Bevilacqua, 540 West Street, for Flat 96, Lot 19 in the amount of 2318.01 for a total of 8641.41 for 10% laterals be committed to the Tax Collector and betterments assessed accordingly. Under Old and New Business, Mr. Barker instructed the Clerk of the, Board to draft a proposal for an appropriate new section to the Anti-litter Law regarding residents drappinq household rubbish in park barrels. He suggested that perhaps this would be an appropriate November Town Meeting proposal. His proposal was moved, seconded and voted 4: 0. Board of Public Works Meeting of March 20. 19K Page 5 Mr. Barker suggested that water may he entering the conduits at the Water Treatment Plant. Mrs. Wood felt the Board should have a representative on the Computer Data Processing Committee. Mrs. Wood requested Mr. Polychrones attend the meetings held during business hours commencing with April 5th I at 3:30. Mr. Barker accepted the request for appointment to the evening I meetings. I Mr. Barker requested copies of the Educational Reimbursement Guidelines be given to all Board Members. I Superintendent Louanis stated that he is doing a re-evaluation of the policies of running of the Department. Many of our ,jobs are being contracted out. Superintendent Louanis felt he really needed the input of the Board as to the direction they feel the Town wants to go. Mr. Cowell felt the Doa rd has to get the support of the citizens to maintain our Town. Mr. Barker felt. the Assistant Superintendents should write a list of the organization of the Department with key word comments by category. Superintendent Louanis felt the drainage program and a good construction plan for parks needs attention. Mr. Cowell felt we should evaluate our programs and prioritise them. I Mrs. Wood feels we should inform Town Meeting of our problems I regarding parks, drainage, potholes, etc. IA Board of Public Works Meeting of March 29, 1982 Page b Mr. Polyrhrones felt that benches should be installed for senior citizens along_ the sidewalks of the Town. I Mr. Barker questioned whose responsibility it is to maintain the I plaque at Castine field that was vandalized. Superintendent Louanis informed the Board that the plaque was donated by Domenic Zanni, Jr. , and he thought the mold was on file and another could be obtained. The Board signed the Payroll for the period ending 3-25-82. The Board signed the Bill Roll for the period ending 3-25-82. The meeting adjourned at 9:00 P.M.
