HomeMy WebLinkAbout1982-03-25 Board of Public Works Minutes Board of Public Works Meeting of March 25, 1982 F'age 1 � A meeting of the Beard of Public Works convened in the Auditorium of the Community Center, 52 Sanborn Street. at 7, 45 P.M. Present were Chairman Wood, Board Members Cowell, Barker and Polychrones and Superintendent E. Roger I_euanis, Assistant Superintendent William R. Bergeron and Department Engineers William McCauley and William High. At 7:45 P.M. Mr. Cowell read Notice of Public Hearing regarding upcoming roadway reconstruction projects on the following streets: Location From To Forest Street Van Morden Rd. Colburn Road John Street Salem Street Pleasant Street Timberneck Drive Charles Street Tamarack Road Pearl Street Franklin Street Lucy Drive Wakefield Street Charles Street Haverhill Street County Road Wescroft Road End There were approximately fifty residents of the Town in attendance. Chairman Wood greeted the residents and introduced the Board and Mr. William Bergeron who would be doing the visual presentation of the actual reconstruction of the various streets. Slides of the deteriorated conditions of the streets were shown and plans for the proposed changes SII were available far inspection. The first roadway presented was Timherneck Drive. Timbernerk Drive was approved by the Board of Survey in 1951 and was accepted as a Public Way in 1951. There will be no widening and no taking of land. The Ipavement will be 24 feet. wide. The total construction process will take approximately seven weeks. There is no major change of grade proposed on II V Board of Public Works Meeting of March 25, 1982 Page 2 any areas of the existing roadway. The elevations will remain relatively what they are right now. Mr. Cowell asked that assuming Town Meeting approves the money, when will the construction begin? Mr. Bergeron stated this project is #1 on the list and the money was funded at the November Town Meeting. This project would probably begin in June. Mr. Tony Rickley of 95 Timberneck Drive was concerned with the approaches to driveways and how these would be affected by the reconstruction process. Mr. Bergeron explained that part of the reconstruction process involved construction of new driveway aprons. The next presentation given was Forest Street from Van Norden Road to Colburn Road. Mr. Bergeron stated the Town is proposing to maintain a uniform 24 foot roadway width along the area of the proposed reconstruction. Repairs will be made to the Stany Brook Culvert before II the reconstruction work begins. Forest street was originally laid out and accepted as a public way in 1925. There are some small corrections to be made to the drainage, a catch basin will be installed in front of house #66. The span of construction will be approximately eight weeks, the reclamation process takes approximately 8 days. This project would start III some time in June also, after Timberneck Drive. Mr. Lester Thompson of 134 Forest street, questioned the time frame of 8 weeks and 8 days. Mr. Bergeron explained the time frame and k � informed him that the Town will contact people who have old water services I I I Board of Public Works Meeting of March 2S, 1982 Page and inquire if they wish to have them renewed. The installation of sewer laterals may be installed at those residences that do not have them. Mr.. Karl Hemberger of 81 Forest Street questioned the repair of the culvert since he is an abutter of the property. Mr. Bergeron explained the culvert will be replaced with an equivalent size pipe. The present pipe is rotting away. The next presentation given was John Street from Salem Street to Pleasant Street. Mr. Bergeron explained the existing culvert will be replaced on both sides with a conventional catch basin. The Town is proposing to realign the high point of the road, so there will be a j I standard crass-section. John Street was accepted as a Public Way in 1869 and further modified in 1902 The granite curbing will be removed and reset. The driveways will be replaced and paved aprons will be placed on existing dirt driveways. Mr. George Fisher of 14 John Street stated he has an easement running through his property. The easement is directly where the drains are. Mr. Bergeron explained the stone portion of the culvert will be replaced under the street only and the pipe on his property would not be touched. The construction span for this project is approximately six weeks. Mr. Devine of 42 John Street questioned why the funding was not approved for John Street and whether the sidewa:Lks on either side of the road are going to be adjusted. He was informed there would not be any drastic changes. Board of Public Works Meeting of March 25, 1982 Page 4 ' The next roadway presented was Wakefield Street from Charles Street to Haverhill. Street. This street starts out 24 feet wide and narrows down near Tamarack Road. Additional drainage is proposed for this street. The trees on this street will be saved if at all possible. The proposed work will slightly change the grades for better drainage. The span of construction work on this project is approximately nine weeks including drainage and approximately six days for the actual reclamation process. Mr. Brogan of 8 Wakefield Street inquired as to when this project will be done. Mr. Bergeron stated if the funding is approved itwill start in July. i Mr. Velloway of 30 Wakefield Street inquired about the removal of other trees on Wakefield Street and Mr. Bergeron assured him the Town does not anticipate the taking of any other trees. Mr. 4:ennedy of E5 Wakefield Street asked if his granite wall would be moved and Mr. Bergeron assured him it would not. The next roadway presented was Pearl Street. from Franklin Street to Lucy Drive. Mr. Bergeron pointed out that the intersection of Pearl and Main Streets will have only one access route and the present access area will be filled in and landscaped. The majority of the roadway is 24 feet wide and at some points, 30 feet wide. The three trees to be removed are a 24" Oak in front of 5'0 Pearl, a 12" Oak between 525-529 Pearl and a 12" Maple in front of 501 Pearl Street. I II Board of Public Works Meeting of March 2S, 1992 F'age 5 There is no major grade change planned. The existing catch basins will be put in the proper places in the roadway. The major change Proposed is the work at the intersection at Main Street. The project will take approximately 12 weeks to complete. The actual construction work will take approximately two weeks. This street is third in line for Fiscal '83 funding requests. Mr. Sias of 532 Pearl Street stated that Pearl Street has more drains than any other street in Town. Mr. Bergeron stated that the drainage will be. improved. Eileen Dillon of 525 Pearl Street was concerned with the speed limit on this section of Pearl Street, and asked if there would be speed signs installed. She was informed that traffic control is under the jurisdiction of the Police Department. Mr. Savage of 591 Pearl Street was also concerned with the speeding problems - he suggested speed bumps he installed. Superintendent Louanis informed the citizens he felt they should express their concerns to the Police and the Board of Selectmen. The next road discussed was County Road from Wescroft Road to the end. County Road is a 40 foot wide roadway. The road was approved in 1434 by the Board of Survey and accepted as a Public Way in 1934.. The sewer main was installed in 1972. There will be a set of catch basins installed in front of No. 177. The Town will try to improve the site distances an the curves. The new pavement would widen out to the existing jtelephone pole line. The Town will be connecting all houses to the new 12" water main. The old b" line will be abandoned. Board of Public Works Meeting of March 2S, 1992 "ane 6 Mr. Pierce of 194 County Road questioned the funding priorities, the drainage, and when the work will begin. Mr. Bergeron explained that because of all the drainage work that needs to be done, the drainage work will be done early this Fiscal Year, then the reconstruction work would begin. It is planned to complete the work sometime prior to the end of September, assuming Town Meeting funding approval. Mr. DeLong of 134 County Road questioned the moving of his telephone pole. Mr. Bergeron stated the pole would be moved back approximately two feet. Mr. DeLong also questioned the water pressure. Mr. Bergeron stated he would be connected to the 12" water main and this should improve the situation. Mark Wetzel of 163 County Road questioned the access conditions while the road is under construction, since County Road is a dead-end. Mr. Bergeron stated that one car width will be kept open at all times. The time frame for the completion of County Road is 12 weeks, primarily because of the drainage work. Mr. Cowell advised the citizens who are not Town Meeting members that a plan was originally devised back in 1971 which was a 20 year project, projected at $260,000 each year, at which time the roads of the Town were categorized. The Department had projected to redo each road in the Town during this 20 year period. Now, one of the budgets most often cut back is the roadway reconstruction. We are now approximately 5 years behind our program. The total cost for the reconstruction of Sohn Street, I 1 Wakefield Street, County Road and Pearl Street is 8235,000.00, which is less than the °260,000 which is in the capital budget for this item.
