�. A meeting of the Board of Public Works convened in Room 16,
Municipal Building at 7:30 P.M. Present were Secretary Wood, Board
Members DeHart, Fallon and Barker and Superintendent E. Roger Louanis.
Mrs. Wood assumed the position of the Chairman in his absence.
It was moved, seconded and voted 4:0 to accept the minutes of the
Board of Public Works meeting of February 11, 1982 as written.
It was moved, seconded and voted 3:0: 1 (Mrs. Wood abstaining) to
accept the minutes of the Board of Public Works meeting of February 16,
1982 as written.
It was moved, seconded and voted 4:0 to accept the minutes of the
Board of Public Works meeting of March 8, 1982 as corrected.
It was moved, seconded and voted 4:0 that Bill No. 3, Sheet No. 3
dated March 15, 1982 for Kenneth A. & Joyce M. Holt, 201 Grove Street, for
Plat 134, Lots 75, 76 and 77 in the amount of $224.00 for a 70% lateral be
committed to the Tax Collector and betterments assessed accordingly.
The letter from Attorney Allan Drachman regarding bargaining
sessions for the Engineers and Public Works Units on Wednesday, March 24
was accepted as a point of information.
The memos from John W. Agnew regarding the Special Town Meeting
and the All Boards Meeting were accepted as points of information.
The Board met with the Industrial Development Committee (I.D.C. )
at 7:40 P.M. to discuss Reading's Sanitary Landfill. Mrs. Wood introduced
the Board and Superintendent Louanis' letter in response to Chairman
Nitzsches' letter of March 3 was distributed to the I.D.C. as well as the
Board. Mr. Nitzsche introduced the members of his Committee to the Board
as follows: Jim Weaver, Phil Wolcott, Charlie Hewitt, Don Stroeble, Rock
O'Connell and Dan Emsminger.

Mr. Nitzsche presented the Board with a report written by the
M.A.P.C. regarding refuse.
The I.D.C. is looking at the landfill as a way of lowering the
tax base in the Town of Reading. They feel the landfill is available and
suitable for development and is one of the last remaining sites available
for development along Route 128.
They feel assured there is methane present in the landfill, and
once they determine exactly what else is present they can make a decision
as to development.
The I.D.C. certainly wants to work closely with the Board of
Public Works on this project, and the Committee wanted to know the general
plans of the Board of Public Works regarding the closing of the landfill
site.
Mrs. Wood stated that the Boards' policy has not changed and an
early closing of the landfill would be cost-prohibitive.
Superintendent Louanis stated that even if the Board were to
cease dumping operations now, D.E.D.E. regulations would require a one
year wait until approval would be granted for any kind of development.
Chairman Nitzsche stated he was not aware of the filing
requirements of the D.E.D.E.
The I.D.C. asked Superintendent Louanis to elaborate on the two
test wells that have already been drilled at the site.
The Superintendent stated that indeed two test wells were drilled
at the request of the D.E.D.E., however, D.E.D.E. had funding problems and
were not able to complete the tests.

Chairman Nitzsche informed the Board that his Committee was
strongly considering asking the Annual Town Meeting in April for $20,000 -
$25,000 for testing at the landfill site. The purpose of the testing will
be to establish a benchmark level of possible contaminants and leachate
from the landfill which normally develop into a plume downstream of the
landfill to some extent in the water table. It is felt that this
information will be valuable for the Town in evaluating possible future
liability and would be valuable information for some potential developer
since this information might be valuable in determining what steps might
be required for the successful development of the site.
Other members of the I.D.C. elaborated on the purpose of the
tests showing the Board a preliminary plan of possible well locations.
Mr. Jim Weaver explained the plan and asked if the Board's Engineering
Department could be of assistance in providing additional plans and a
minor survey of a two or three day nature to locate and give elevations of
the proposed wells.
Chairman Nitzsche stated that he felt it would be very helpful to
his Committee if the Board of Public Works would support their effort on
the Town Meeting floor for the $20,000 - $25,000. Mr. Fallon stated that
he would support it as one Board member. Mrs. Wood stated she supported
the concept, but wasn't sure she could support the money at this time.
Mr. DeHart stated he could support the concept but he wasn't sure he could
support the funding at this time because of financial constraints placed
upon the Town at this time. Mr. Barker stated that he supported the

concept but felt the timing was not correct and consideration of the test
wells at a later date nearer to the time that the land might be sold
seemed to be a prudent consideration of this matter.
The meeting with the I.D.C. ended at 8:55 P.M.
The Board reviewed the letter from the President of Reading Pop
Warner Football requesting the use of the Castine field area for their
1982 season. The letter was accepted as a point of information.
The letter from Tyler & Reynolds regarding the Agreement with the
Massachusetts Commission Against Discrimination was accepted as a point of
information.
The Notice of Public Hearing for March 25, 1982 regarding roadway
reconstruction projects was accepted as a point of information.
Mr. Fallon asked that the letter from Superintendent Louanis to
Mrs. Gail Matthews of the Reading Cancer Chapter be tabled until Mr.
Fallon has had a chance to speak further with Mrs. Matthews.
Under Old and New Business - Mr. Coletta of the Reading Chronicle
inquired about the discoloration of Readings' water. Superintendent
Louanis explained that one-half of the Water Treatment Plant has been shut
down for repair, and the discoloration will be cleared up in a few weeks.
Mr. DeHart was presented with parting gifts from the Hoard.
The Board signed the Payroll for the period ending 3-12-82.
The Board signed the Bill Roll for the period ending 3-12-82.
The meeting adjourned at 9: 15 P.M.
