Present were Board Members DeHart, Fallon • • and Barker, Superintendent E. Roger Louanis and Assistant Superintendent . William R. Bergeron. The Board reviewed the bid on Gravel Well N2 Equipment Purchase and Installation, Contract 82-1. ' • • Mrs. Mood joined the meeting at 7:35 P.M. and assumed the Chairman's position in his absence. Mr. Fallon moved the Board accept the bid of D.L. Maher Co. , • Concord Street, North Reading, Ma, in the amount of $13,59.1.10 for Contract 82-1 Gravel Well p2 Equipment Purchase and Installation, subject A to their ability to provide the proper performance bonds. It was seconded _ and approved 4:0. Superintendent Louanis informed the Board that 420,000 was budgeted for this item and approximately $6,000 has already been spent. The Board reviewed the petitions of New England Telephone Company to legally validate existing joint owned pole locations on various streets which have been accepted as public ways. Mr. DeHart moved that the request be granted for the permission to maintain poles, wires, cables and fixtures, including the necessary anchors, guys and other such sustaining and protecting fixtures, as stated on Plan No. 4-3522 dated February 3, 1982 as follows: • Apple Gate Lane: Five (5) Poles Covey Hill Road: Two (2) Poles • PW Deborah Drive: Eight (8) Poles Marla Lane: One (l) Pole It was seconded and approved 4:0. Board of Public Works Meeting of February 22, 1982 Page 2 • Mr. DeHart moved that the request be granted for the permission AN to maintain poles, wires, cables and fixtures, including the necessary anchors, guys and other such sustaining and protecting fixtures, as stated 4% on Plan No. 4-3523 dated February 3, 1982 as follows: ' Baldwin Lane: Three (3) Pales Bartlett Circle: Two (2) Poles Marla Lane: Eleven (11) Poles db Spruce Road: Eighteen (18) Poles It was seconded and approved 4:0. w Mr. DeHart moved that the request be granted for the permission to maintain poles, wires, cables and fixtures, including the necessary • anchors, guys and other such sustaining and protecting fixtures, as stated , on Plan No. 4-3513 dated January 14, 1982 as follows: Sturges Road: Sixteen (16) Poles It was seconded and approved 4:0. Mr. DeHart moved that the request be granted for the permission to maintain poles, wires, cables and fixtures, including the necessary anchors, guys and other such sustaining and protecting fixtures, as stated on Plan No. 4-3514 dated January 14, 1982 as follows: Balsam Road: Four (4) Poles Maple Ridge Road: Fourteen (14) Poles It was seconded and approved 4:0. ' 45 t Board of Public Works Meeting of February 22, 1982 Page 3 w 44 Mr. DeHart moved that the request be granted for the permission f to maintain poles, wires, cables and fixtures, including the necessary anchors, guys and other such sustaining and protecting fixtures, as stated f on Plan No. 4-3515 dated January 14, 1982 as follows: Barbara Lane: Three (3) Poles It was seconded and approved 4:0. Mr. DeHart moved that the request be granted for the permission to maintain poles, wires, cables and fixtures, including the necessary anchors, guys and other such sustaining and protecting fixtures, as stated • on Plan No. 4-3516 dated January 14, 1982 as follows: Pine Ridge Road; Six (6) Poles It was seconded and approved 4:0. A The Board reviewed Item 5 - Educational Reimbursement and discussed the guidelines presented by the Superintendent. Mr. DeHart requested a dollar limit be set per person contingent upon available 4% funds. Mr. Fallon requested that the Department check into the legality ( , 6 At of enforcing employees to remain employed by the Town for three years. The Superintendent stated he would check with Town Counsel on this point. '* Mr. Barker felt that it should be clarified if the Town is paying for all costs involved with the course, i.e., materials, textbooks, lab fees, etc. It was moved and seconded to accept the guidelines as written. 4h Board of Public Works Meeting of February 22, 1982 Page 4 Mr. Barker suggested all other fees such as hooks, lab fees and similar expenses will he borne by the employees. It was moved, seconded and voted 3:0: 1 to table acceptance of the guidelines pending a decision from Town Counsel regarding the last paragraph. The Board adjourned temporarily at 7: 55 P.M. to meet as the Board of Survey. The Board reconvened at 9:05 P.M. The Board discussed the Horizon Homes Project on Bay State Road. Mr. Bergeron stated that the drainage problem as stated by the residents does not exist on Bay State Road. There was no evidence ut a flowing brook. On the south side of the street the water problem isr � caused by a lack of grading. House 043 has a catch basin that is tied into • the 128 ramp drainage system. If all the backyards were graded, there would not be a problem. There is pocketing of water that is obvious because of poor grading. It was moved, seconded and voted 4: 0 to approve the Plans and Profiles of Horizon Homes and accept the Covenant Agreement. Under New Business, Mr. Barker stated he felt the chimney being installed at the Water Treatment Plant would be unsightly. A general discussion ensued. The Board signed the Payroll for the period ending 2-19-82. The Board signed the Bill Roll for the period ending 2-19-82. The meeting adjourned at 9: 22 P.M. Respectfully submitted, Secretary Am
