Present were Chairman Cowell, Secretary Wood, Board Members DeHart, Fallon and Barker and Superintendent E. Roger Louanis. It was moved, seconded and voted 5;0 to table acceptance of the Executive Session minutes of January 14 and 18, 1982 until the Board met in Executive Session later in the evening. It was moved, seconded and voted 4:0: 1 to accept the minutes of the Board of Public Works meeting of January 21, 1982 as written. It was moved, seconded and voted 5:0 to accept the minutes of the Board of Public Works meeting of January 25, 1982 as written. It was moved, seconded and voted 5:0 that the Board abate to the Tax Collector the following: $20,067.00 in water and $8, 155.20 in sewer for the commitment dated 1-1-81; $17, 16.28 in water and $7,461.24 in sewer for the commitment dated 4-1-81; $28,569.54 in water and $12,728.46 in sewer for the commitment dated 7-1-81; for a total through 9-30-81 of $65,802.82 in water and $28,344.90 in sewer. It was moved, seconded and voted 5:0 that the sewer bill for Mr. Jeremiah J. Donovan, 15 Maple Ridge . Road, Reading, Me. be abated in the amount of $21.18, for the installation of a swimming pool. It was moved, seconded and voted 5:0 that the sewer bill for Mr. & Mrs. John P. Sullivan Jr. , 556 Haverhill Street, Reading, Me. be abated in the amount of $10.91, for the installation of a swimming pool. Board of Public Works Meeting of February 1, 1.982 Page 2 It was moved, seconded and voted 5:0 that the sewer bill for Mr. Anthony Evangelista, IS Field Pond Drive, Reading, Ma, be abated in the amount of $22.46, for the installation of a swimming pool. It was moved, seconded and voted 5:0 that the sewer bill for Marcel Boisvert, D.M.D. , 43 Sherwood Road, Reading, Ma. be abated in the amount of $26.01 for the installation of a swimming pool. The Board discussed the memorandum from Mr. Bergeron regarding the request for waiver or reduction of the sewer frontage assessment for the property at 40 Ellis Avenue. A general discussion ensued regarding the extension of the sewer on Ellis Avenue in future years. It was moved, seconded and voted 5:0 that the request be tabled until next week when further information can be obtained. Mr. Fallon requested information on � . prices for sewer installation on South Street and Barbara Lane. The Board reviewed the letter from Gail T. Matthews, Chairman, Reading Cancer Chapter of the American Cancer Society regarding test results of Readings' water supply. The Board requested that the Superintendent speak with Mrs. Matthews at a convenient time and respond to her letter in a manner that will be satisfactory to her. Under New Business - Mr. Fallon questioned the overtime on Scotland Road and inquired about the frozen water services on Meadowbrook Lane. Board of Public Works Meeting of February 1, 1982 Page 3 Regarding the FY83 Budget, Mr. Barker expressed concern that the Board should prioriti4p the Capital Budget items. The Superintendent stated that perhaps the Board should inquire of the Finance Committee how they arrived at the 5% figure. Mrs. Wood moved to reconsider the subtotal for the capital budgets projects, for a total of 4428,616, it was seconded and defeated 2:3. It was moved, seconded and voted 4: 1 to proceed with the Budget as revised on 1-29-82. It was moved and seconded to go into Executive Session to discuss personnel matters, not to reconvene in open session, and the Chairman polled the Board as follows: Mr. Barker - aye Mr. Fallon - aye Mr. DeHart - aye Mrs. Wood - aye Mr. Cowell - aye The Board signed the Payroll for the period ending 1-29-82.
