A meeting of the Board of Public Works convened in Room 16,
Municipal Building at 7:30 P.M. Present were Chairman Cowell, Secretary
Wood, Board Members DeHart, Fallon and Barker, Superintendent E. Roger
Louanis and Assistant Superintendents Bergeron and McIntire and Finance
Committee Member Norman Black.
It was moved, seconded and voted 5:0 to accept the minutes of the
Board of Public Works meeting of January 18, 1982 as corrected.
It was moved, seconded and voted 5:0 that Bill No. 2, Sheet No. 2
dated January 25, 1982 for Charles Wm. &. Phyllis A. Heinstrom, 9 F Street
for Plat 107, Lot 294 in the amount of $182.00 for a 70% lateral be
committed to the Tax Collector and betterments assessed accordingly.
The Board reviewed Sheet 31 - DRAIN CONSTRUCTION - Mr. Bergeron
gave a visual presentation to the Board outlining the drain construction
proposed by the Department far FY83. It was moved, seconded and voted 5:0
to table Sheet 31 until the Board reviewed Sheet 32 - Roadway
Reconstruction.
The Board reviewed Sheet 32 - ROADWAY RECONSTRUCTION - It was
moved and seconded that $235,260.00 be approved for Roadway Reconstruction
total.
Mr. Barker amended the motion to delete $36,000 for John Street
far a total of $199,260. The amendment was seconded.
Mr. Fallon amended the motion to delete $58,320 for County Road
for a total of $176,940. The amendment was seconded and approved 3:2.

Mrs. Wood amended the motion to delete $88,200 for Pearl Street
for a total of $147,060. The amendment was seconded and defeated 1:4.
It was moved, seconded and voted 5:0 to appropriate $176,940 for
Roadway Reconstruction.
The Board reviewed Sheet 31 - DRAIN CONSTRUCTION - Mr. Barker
moved that $83,000 be approved for Drain Construction total, it was
seconded and defeated 0:4: 1.
Mrs. Wood amended the motion that $126,000 be approved for Drain
Construction total it was seconded and defeated 2:3.
Mr. Fallon amended the motion that $109,000 be approved for Drain
Construction total, it was seconded and defeated 2:3.
Mrs. Wood amended the motion that $72,000 be approved for Drain
Construction total, it was seconded and defeated 1:4.
It was moved, seconded and voted 5:0 to reconsider Sheet 31 -
Drain Construction.
It was moved, seconded and voted 5:0 to approve the sum of
$126,000 for total Drain Construction.
Mrs. Wood amended the motion that $109,000 be approved for Drain
Construction, it was seconded and defeated 1:4.
Mr. Fallon moved to reconsider Sheet 32 - Roadway Reconstruction
it was seconded and voted 5:0.
It was moved, seconded and voted 4: 1 to approve the sum of
$235,260 for total Roadway Reconstruction.

Mrs. Wood amended the motion that 6176,940 be approved for III
Roadway Reconstruction, it was seconded and defeated 1:4.
The Board reviewed Sheet 33 - NEW EQUIPMENT - Mr. McIntire gave
a presentation to the Board with back-up sheets, and the Board tabled
Sheet 33 until Thursday evening, January 28, 1982 at 7;00 P.M.
The Board reviewed Sheet 35 - STREET ACCEPTANCE - The work
proposed is for the acceptance of D Street East and D Street West. It was
moved and seconded that $46,300 be approved for Street Acceptance.
Mr. Barker amended the motion to approve a total of $17,300, it
was seconded and voted 4: 1.
Mrs. Wood amended the motion to approve a total of $29,000, it
was seconded and defeated 1: 4.
The Board reviewed Sheet 36 - SIDEWALK CONSTRUCTION - It was
moved, seconded and voted 4: 1 to approve a total of $8,000 for sidewalk
construction. The work proposed to be done in FY83 is for the
construction of a new sidewalk on the east side of Charles Street from
Wakefield Street to the Killam School.
The Board reviewed the letter from the Commonwealth of
Massachusetts, Office of the Commissioner, Department of Public Works,
advising that we are entitled to $36,906.00 for fiscal years 1982 and 1983
under Chapter 732 of the Acts of 1981.

' It was moved, seconded and voted 5:0 the amount of $36,906 under
Chapter 732 Acts of 1981 , Transportation and Development Improvement
Program for the Commonwealth. There was a general discussion, and the
Superintendent stated that West Street from County Road area the Woburn
line would probably be worked on. The Superintendent requested the Board
let the Department know if there are any other items they would like to
bring up.
Under Old and New Business - Mr. Barker complimented the
Department on the plowing done an the downtown area and the Churches on
Sunday, January 24, 1982.
The Board signed the payroll for the period ending 1-22-82.
The Board signed the Bill Roll for the period ending 1-22-82.
The meeting adjourned at 10: 45 F.M.
