A meeting of the Board of Public Works convened in Room id,
Municipal Building at 7:30 P.M. Present were Chairman Cowell, Secretary
Wood, Board Members DeHart and Fallon and Superintendent E. Roger Louanis.
It was moved, seconded and voted 4:0 to accept the minutes of the
Board of Public Works meeting of November 30 as corrected.

Next discussed was the letter from E.B. Kaufman of Boston Stove
Company to the Board. He stated he would appreciate an opportunity to
meet with the Board to review their plans and discuss the possibility of
purchasing the unused Town land near their plant. The Chairman suggested
the Superintendent acknowledge Mr. K,aufman's letter and inform him the
Board will schedule a meeting with him„ at an early date in January and
remind him that we are awaiting the plans from his architect. It was also
suggested to send a copy of this letter to the Planning Board, the
Selectmen and the Industrial Board.
Next discussed was the letter from Camp, Dresser & McKee
regarding the Water Treatment Plant concrete testing report results. The
Superintendent stated he was satisfied with Camp, Dresser & Mc Kee's
response. He also stated that we are still hoping to have pouring of the
concrete on the 18th or the 19th of this month. It will require heating
for approximately 7 days if we have very cold weather. The Superintendent

met with Dob Koopman of R.H. White who informed him that their
Superintendent is leaving the company. Mr. Koopman will put a great deal
of effort into training the new Superintendent. Mr. Y.00pman also offered
to meet with the Board at their convenience concerning any questions or
problems the Board might have. It was suggested a meeting in January
would be convenient for the Board.
The next item discussed was the letter from the State Department
of Public Works regarding highway pavement markings. Due to constraints
of Proposition 2 1/2, the State can no longer do pavement markings for the
Town. Salem and Lowell Streets will be affected by this cut. It was
suggested that the Board ask the Finance Committee if they would like
copies of correspondence such as this.
Next discussed was the Mineral Street Bridge. Assistant
Superintendents McIntire and Bergeron submitted reports regarding the
bridge. Mr. McIntire basically outlined what the Department has done to
maintain the bridge and that it will be plowed for pedestrian traffic.
Mr. Bergeron outlined the "red tape" involved between the Federal and
State governments, the M.B.T.A., the B&M Railroad, the consultant, and the
insurance companies in getting all the form straightened out. Doth
reports were accepted as points of information.
Chairman Cowell informed the Board that he received a letter from
Executive Secretary Agnew asking the Board to be present at a meeting on
Thursday, December 17th to discuss labor strategy.

It was moved, seconded and voted 4:0 that the Board approve Sheet
No. 20, Bill No. 32, dated December 7, 1981 of Max E. & Ruth M. Vaeglin of
244 Haverhill Street for a 707 sewer lateral for a total of $323.40 to be
committed to the Tax Collector and betterments assessed accordingly.
Next discussed was the letter to Sohn Price, Chairman of the
Board of Selectmen regarding Reading's compliance with E.O.E.A.. The
Selectmen have been aware of this, as far as the Chairman understood. The
Town is supposed to have an Affirmative Action Plan filed with the
M.C.A.D. every year and apparently they have not done so.
Under New Business, Mr. Fallon stated the snow plowing in his
area of Town was very well handled. Secondly, the trash removal was also
done very well.
The Board also discussed the break-in at the DPW Garage on Sohn
Street. The Superintendent stated the Department lost about $1500 worth of
equipment and we have a $1000 deductible on our insurance policy.
The Board received a preliminary budget package for FY83. Mrs.
Wood requested a Chart of Accounts outlining expenditures to date.
Mrs. Wood roved that the Board go into Executive Session, not to
reconvene in open session, to discuss personnel matters and the Chairman
polled the Board as follows:

The Board signed the Payroll for the period ending 12-4-81.
