4 A meeting of the Board of Public Works convened in Room 127,
Reading Memorial High School at 7:25 F.M. Present were Chairman Cowell,
Secretary Wood, Board Members DeHart, Fallon and Barker and Superintendent
E. Roger Louanis.
The Board tabled the minutes of November 2, 1981 and signed the
Payroll and Billroll for the period ending November 6, 1981.
Under Old Business, Mr. Barker asked the Chairman to clarify the
Boards position relative to Article 19 and explain the Boards' position in
light of the Finance Committee's action of approving $138,000.
Mr. Cowell felt that the Board should accept the recommendation
of the Finance Committee on the grounds that this increase in the Roadway
Reconstruction Program was a substantial improvement over the funds
obtained at the Annual Town Meeting. However, if other members of the
Board felt otherwise, this was an opportunity to make their opinion known.
After considerable discussion, it was agreed to present a motion for
$138,000 under Article i9.
Under New Business, Mr. Barker asked the Board if they wished to
take a position relative to Article 9 in a Subsequent Town Meeting
Warrant. Article 9 has to do with the establishment of a Committee,
including a member of the Board of Public Works, relative to producing
plans and cost estimates for converting the Highland School to a library.
It was agreed that no formal position be taken by the Board.
The meeting adjourned at 7: 45 P.M.
