A meeting of the Board of Public Works convened in Room 16, Municipal Ili
Building at 7: 35 P.M. Present were Chairman Cowell, Secretary Wood and
Board Member Barker and Superintendent E. Roger Louanis.
Mrs. Wood moved that the minutes of the Board of Public Works
meeting of October 5, 1981 be accepted as amended, it was seconded and
voted 3:0.
A discussion ensued regarding the eight articles to be submitted
by the Board of Public Works at the November 9, 1981 Town Meeting. Each
Article was discussed separately and assigned to a Board Member.
Article 417 - Collins Avenue and Franklin Street Land Taking -
There is a Hearing scheduled for November 2, 1981 to determine eminent
domain - this Article was assigned to Chairman Cowell.
Article #18 - Pearl Street Land Taking - There is a Hearing
scheduled for November 2, 1981 to determine eminent domain - this Article
was assigned to Chairman Cowell.
Article #19 - Roadway Reconstruction Projects - The Board felt
they should ask for appropriations for Timberneck Drive, Forest Street and
Wakefield Street, for a total of 8191,000. Chairman Cowell was assigned
this Article.
Article #20 - Water Main Construction and Appurtenances - The
Board has already applied for 825,000 in Phase I - Leak Detection
Program. Later this month the Board will file for the other aspects of
this project. It was agreed that the Board would approve a 8500,000 Water
Main Construction Project with 8250,000 to be provided by the Town in
hopes of receiving 8250,000 from the State of Massachusetts.
Chairman Cowell was assigned this Article.

Mr. Barker stated that the Board should give verbal direction to
the Superintendent to negotiate with Horizon Homes regarding the
installation of a 12" main and the entranceway to the property.
Article N21 - Park and Playground Construction - It was moved,
seconded and voted 3:0 to indefinitely postpone this Article. This
Article was assigned to Mr. Fallon.
Article #22 - Drain Construction - It was moved, seconded and
.voted 310 to ask Town Meeting for $135,000 for Drain Construction along ".
the Eaton Street Brook from Eaton Street to Salem Street. Gail Wood was
assigned this Article.
Article N23 - N.E.S.W.C. Contract was moved, seconded and voted
3:0 to be indefinitely postponed. This Article was assigned to Mr.
DeHart.
Article #24 - It was moved, seconded and voted to ask the Town
Meeting for $61,176 for improving, constructing and reconstructing Town
Public Ways in accordance with Chapter 351 of the Acts of 1981. These
funds will be used to complete the overlays on Lowell Street from Grove
Street to the Railroad Bridge, Mr. Barker was assigned this article.
Mrs. Wood moved that Sheet 19, Bill No. 31 dated October 13, 1981
for Betty Ann Boughton, 6 D Street, Flat 94 Lot 80, assessment for 70%
sewer lateral in the amount of $213.85 be committed to the Tax Collector
and betterments assessed accordingly, it was seconded and voted 3: 0.
Under Old and New Business, Mr. Barker asked the Superintendent
if we have gotten the results of the Summer Avenue Skid Test. The
Superintendent replied we have not.
Mr. Barker felt the Board should modify the Rules and Regulations
for Trash Collection in light of BFI's letter.
The Board signed the Payroll for the period ending 10-9-81.

The Board signed the Billroll for the period ending 10-5-81. '
The meeting adjourned at 10: 10 P.M.
