IA meeting of the ['card of Public Works convened in Room 16,
Municipal Building at 7:30 P.M. Present were Chairman Cowell, Secretary
Wood, Board Members DeHart, Fallon and Barker and Superintendent E. Roger
Louanis.
It was moved, seconded and voted 5:0 to accept the minutes of the
Board of Public Works meeting of September 28, 1981 as corrected.
The Board adjourned temporarily at 7: 45 P.M. to meet as the Board
of Survey.
The meeting reconvened at 8:40 P.M.
It was moved, seconded and voted 5:0 that Commitment Sheet No.
18, Bill No. 30 dated October 5, 1981 for 100% sewer lateral in the amount
of 9320.00 for Lennart E. & Ruth J. Turnquist, 88 Hancock Street be
committed to the Tax Collector.
Next discussed was the Sanitary Landfill Fee Schedule. Alfred
Roderick, Joseph Calareso and Mr. & Mrs. Joseph Alpedo of Reading Disposal
were in attendance. These businesspeople in Reading were present because
they are protesting the fees charged to commercial establishments and
commercial haulers. There was much discussion regarding fees and what
constitutes a modified body on a truck. Mrs. Wood read the minutes of the
B.P.W. meeting of May 26, 1981 to the Board and the businesspeople
pointing out that the fee schedule was established at this meeting and
also pointing out that these fees were published in local newspapers.
Mrs. Wood moved that in the Fee Schedule under Section 9.A.5.
which now reads "modified bodies will have the rated capacities as
determined by the Superintendent of Public Works or his representative",
should be changed to, after the words "modified bodies", "are any change
in the original body which substantially increases the capacity able to be
dumped".

It was seconded and defeated 2: 3. Mr. DeHart moved to amend this motion
for modified bodies under Fee Schedule 9.A.5. to change the fee to $1.00
per cubic yard times the determined capacity of the vehicle, this was
seconded and voted 4: 1.
Mr. Barker moved that Section 9A Fee Schedule, Items 1-4 be
changed as follows:
1. Fee for one axle vehicle - $1.50
2. Fee for two axle vehicle - $5.00
3. Fee for three vehicle axle to be $15.00, plus 81.00
per cubic yard based on the rated capacity an all of
the above.
Mr. Fallon moved to amend the motion and eliminate the 1-3 axle
stipulation, to have the motion read " for the charge of $1.00 per cubic
yard of rated capacity for all vehicles". The main motion was defeated
2:3. Mr. Fallon's amendment was voted 3:2.
Mr. Barker moved that the discussion of the Fee Schedule for the
Sanitary Landfill Fees be postponed until October 26, 1981 and that a
Public. Hearing be posted. It was seconded and voted 3: 2.
The Board adjourned temporarily at 10: 15 P.M. to meet as the
Board of Survey.
The meeting reconvened at ..:00 P.M.
The letter from Barry Mitchell of the planning Board regarding
the public Hearing on the application of Horizon Homes on October 14 was
accepted as a point of information.
The letter farm the M.D.C. regarding the schedule of ratios of
contribution for apportionment of debt service and maintenance cast for
member cities and towns of the M.D.C. was accepted as a point of
information.

Mrs. Wood moved that the Board grant permission to the Reading
Royal Riders 4-H Group to use the Batchelder Field Horse Area an October
18, 19Bi from 7:00 A.M. to 6:30 P.M. for the purpose of holding a Benefit
Horse Show, subject to the following conditions:
1. No alcoholic beverages may be served in the public
way.
2. Proper police protection and liability insurance
must be provided.
3. The area must be broom clean at the conclusion of
the event,
as well as proper policing of the traffic in the area on that day.
It was seconded and voted 4:0.
Mrs. Wood moved to award the contract for Caustic Sada to E.&F.
King & Company of Norwood, Ma. for $16.38 per 100 lbs. dry as per their
bid dated 9-28-81 in an amount not to exceed $36,564. It was seconded and
voted 4:0.
The letter from BFI regarding changes in their schedule of trash
pickup was discussed. The Superintendent informed the Board that it is
BFI's responsibility to notify the residents of any such changes and that
BFI is preparing a notification to be published in the Chronicle.
Reading Youth Baseball sent the Board a letter stating they
estimated $450.00 to install an automatic sprinkler at Little League
Field. Mr. Fallon presented that letter to the Board. Mr. Fallon moved
the Board accept the contribution of the installation of the sprinkler by
Reading Youth Baseball and thank them for their support in maintaining the
fields and instruct the Superintendent to implement the repairs needed at
Hunt Memorial. It was seconded and voted 3;0: 1.

Mr. Fallon moved the Board go into Executive Session not to

reconvene in open session, for discussion of personnel matters, and
Chairman Cowell polled the Board as follows:

Mr. DeHart - aye
Mrs. Wood - aye
Mr. Cowell - aye
The Board signed the Payroll for the period ending Otober 2,
1981.
The Board signed the Billroll for the period ending October 2,
1961.
The meeting adjourned at 11: 10 P.M.
