HomeMy WebLinkAbout1981-09-28 Board of Public Works Minutes Board of Public Works Meeting of September 28, 1481 Page 1 A meeting of the Board of Public Works convened in Room IS, Municipal Building at 7: 30 P.M. Present were Chairman Cowell, Board Members De Hart, Fallon and Barker and Superintendent E. Roger Louanis and Assistant Superintendent William R. Bergeron. Mrs. Woad joined the meeting at 7:35 P.M. Article #2A - Relocation and alteration of Franklin Street was discussed. This article finalizes a small land-taking at the intersection of Franklin and Collins Avenue which has been negotiated with a homeowner at no cost to the Town. It was moved, seconded and voted 5; 0 that Article VA be placed an the Town Warrant. Article N2B - Relocation and alteration of Pearl Street was discussed. This article will secure the legal rights to a small parcel of land given to the Town by the developer of Gavin Circle. It was moved, ' seconded and voted 5: 0 that Article 2B be placed on the Town Warrant. Article N2C - Reconstruction of Town Public Ways was discussed. Filing of this Article now would put the Department in a position to contract the work early in the Spring getting a good start on the construction season. It was moved, seconded and voted 5: 0 that Article 2C be placed on the Town Warrant. Article N2D - Water Main Replacement was discussed. The Superintendent recommended that $150,000 be asked for at the November Town Meeting. It was moved, seconded and voted 5:0 that Article p2D be placed on the Town Warrant. It was moved, seconded and voted 5:0 that Article M2E - Park Construction be placed on the Town Warrant. It was moved, seconded and voted 3:2 that Article N2F - Drain Construction be placed on the Town Warrant. Board of Public Works Meeting of September 28, 1981 Page 2 It was moved, seconded and voted 4: 1 that Article N2G - N.E.S.W.C. be placed on the Town Warrant. It was moved, seconded and voted 5:0 that Article N2H - State Highway Funds be placed on the Town Warrant. Mrs. Woad opened the Public Hearing at 7: 55 P.M. regarding the Petition of the Reading Municipal Light Department to install a pole, as follows: WILLIAM ROAD: One (1) pole on the Westerly side of the street approximately 170' Northwesterly of Kieran Road. Mr. Jim Blomley of the Reading Municipal Light Department stated that the Light Department would like to install additional lighting in the area. It is a very dark area and there is a pathway in the area that leads to Meadowbrook Golf Club. Several residents of the area were in attendance and expressed their desire to have the pole installed. It was moved, seconded and voted 5: 0 to close the hearing at 8: 00 P.M. It was moved, seconded and voted 5: 0 to grant permission to the Reading Municipal Light Department to install one pole as follows: WILLIAM ROAD: One (1) pole on the Westerly side of the street approximately 170' Northwesterly of Kieran Road. Mrs. Wood read the notice of Public Hearing at 8:05 P.M. regarding the Horizon Homes Project an Bay State Road. The Chairman stated this was a final hearing on the plans submitted. The applicants have had a Hearing with the Board of Appeals and were granted a comprehensive permit subject to certain restrictions and particular requirements. The Chairman asked the petitioners to give the Board a brief overlay of the project. Representing the applicants were Mr. Herbert W. Converse, Ms. Margaret Brill, Esq., and Mr. Larry Bassick of Cameron Associates Engineers. There Board of Public Works Meeting of September 28, 1981 Page 3 were also several residents of the Bay State Road area in attendance. The applicants stated they were trying to clear up the last questions with the Board of Public Works regarding water lines and drainage. Mr. Bassick stated that the current plan is to install an B" water main in the street. The Superintendent stated that if an B" main is installed for the project, it will directly affect the flow and pressure of the homes in the area abutting this project. Presently, there is a 6" main in Bay State Road, however, the Town is planning to install a 12" loop main in Bay State Road in the future and would like the petitioner to install a 12" main in order that efforts would not be duplicated. Mr. Bassick felt that a 12" main would be cost prohibitive. An idea was discussed wherein Cameron Associates and the Town could share the costs of the 12" main installation, and Attorney Brill stated she would get in touch with Town Counsel Cohen to discuss the legalities. The variances in cover of the proposed catch basins was discussed. i Mrs. Wood would like to go on record to state that these variances were never voted by the Board of Public Works. She felt that Cameron Associates went over the Boards' head in taking these variances. Mrs. Wood asked if this project would continuously be responsible for maintaining its own drainage facilities. Mr. Converse answered yes, they would maintain this as part of their maintenance program. A resident of the area brought up his concerns regarding the 12" water main and the drainage problems of the area, existing and potential. It was moved, seconded and voted 5:0 to close the hearing at 9: 15 P.M. Mrs. Wood moved that Commitment Sheet No. 17, Bill No. 29, dated September 26, 1981 for 100% sewer lateral in the amount of $368.00 for Clara M. Sughrue, 27 Grove Street be committed to the Tax Collector. It was seconded and voted 5:0. Board of Public Works Meeting of September 28, 1981 Page 4 The Board met with Mr. & Mrs. Joseph Alpedo representing Reading Disposal, Inc., who were protesting their landfill usage bills for July and August. The Alpedo's were under the impression that they would be charged 912.00 per load to dump at the Town's sanitary landfill. However, Reading Disposal, Inc. is considered a commercial hauler not a commercial establishment. It was moved, seconded and voted 5:0 to notify Mr. & Mrs. Alpedo, S. Calaruso & Sons, Inc. and Mr. Alfred Roderick of a meeting to be held on October 5, 1981 wherein the Board will review the disposal rate structure and fees collected to date and to notify Mr. Alpedo of the time the subject will be discussed. Next discussed was a letter from Mr. Anthony R. Guarciariello of 84 Willow Street regarding a drainage ditch which runs alongside his property. Apparently, water seems to accumulate and stagnate on his side of the street. It was moved, seconded and voted 5:0 that the Board instruct the Department to meet with this property owner to explore what temporary low-cost alleviations they might be able to work out and advise them that the Board will consider this problem in the future in their new drainage plan. The Board temporarily adjourned at 10;25 F.M. to meet as the Board of Survey. The meeting reconvened at 10: 30 F.M. It was moved, seconded and voted 3:0:2 to accept the minutes of the Board of Public Works meeting of September 21, 1981 as amended. Board of Public Works Meeting of September 28, 1981 Page 5 Wnder Old and New Business, Superintendent Louanis read a letter from the Conservation Commission urging the Governor to sign the Bottle and Can Bill. The Conservation Commission would like the Board of Public Works to co-sign the letter to the Governor. It was moved, seconded and voted 3:2 that the Board support the Conservation Commission and sign the letter to the Governor expressing our desire to sign the Bottle Bill when it passes through the Legislature and arrives at his desk. Mr. DeHart informed the Board that a resident of Bay State Road informed him that there is a section of highway guardrail missing resulting from work being done in that area. The Superintendent informed the Board that the Department would check into this matter. It was moved, seconded and voted 5:0 to send a short memo to the Board of Appeals immediately to say that all items outlined below by Mr. Barker resulting from their meeting with Horizon Homes, Inc. will be voted on at the October 5 meeting and the Board should send a copy of this to Horizon Homes, Inc. : Page 9 - #10, and #11, Page 10 Item #13 A-E, Page 12 -Item #21 and #23, Page 13 - Item #26 and #29 and Page 15 - Item #37. The Superintendent informed the Board regarding field maintenance that Birchmeadow Field in back of the tennis courts and the infield at the Little League Park should be refurbished. The letter from Richard C. Hart to William J. Hughes, Jr. , of the Recreation Committee regarding Barrows School Playground Equipment was accepted as a point of information. The letter from the Ipswich River Watershed Association, Inc. regarding upcoming workshops was accepted as a point of information. The letter from the Superintendent to Barry J. Mitchel, Chairman of the Planning Board regarding Cluster Zoning was accepted as a point of Board of Public Works Meeting of September 28, 1981 Page b information. At 11: 15 P.M. Mr. Barker moved to go into Executive Session not to reconvene in open session and polled the Board as follows: Mrs. Wood - aye Mr. DeHart - aye Mr. Fallon - aye Mr. Barker - aye Mr. Cowell - nay The Board signed the Payroll for the Period Ending: 9-25-81.
