HomeMy WebLinkAbout1982-11-01 Board of Public Works Minutes Board of Public Works Meeting of November 1, 1982 Page 1 A meeting of the Board of Public Works convened in Room 16, 3 Municipal Building at 7:30 P.M. Present were Secretary Fallon, Board Members Barker, Polychrones and Griffin and Superintendent E. Roger Louanis and Assistant Superintendent William R. Bergeron. It was moved, seconded and voted 4:0 to accept the minutes of the Board of Public Works meeting of October 25, 1982 as corrected. Chairman Wood joined the meeting at 7:43 P.M. It was moved, seconded and voted 5:0 that the Board sign Sheet No. l9, Bill No. 24 for a 70X lateral for Thomas P. and Joanne T. Fitzqerald, 101 Beacon Street, Plat 114, Lot 18, in the amount of $280.00 and that this be committed to the Tax Collector and betterments assessed accordinqly. It was moved, seconded and voted 5:0 that the letter from D.E.O.E. in reqards to the Announcement of Application Period for the Leak Detection and System Rehabilitation Grants be accepted as a point of information and the Department act accordingly. Superintendent Louanis reported that this is an opportunity for the Town to avail itself of funds from the State of Massachusetts. There is a meeting being held on November 15 and December 8, which the Department will attend to find out what the requirements Will be for this portion of Chapter 805. This is both for leak detection and rehabilitation of the system. This is probably a matching-type grant. Mrs. Wood felt the Board should be aware of the fact that this would probably necessitate a bond issue, and would have an effect on future water rates. Under New Business; Chairman Wood reported to the Board that two of the Departments' employees. Louis DeBrigard and Thomas Ward, have offered free labor to the Town on Saturday, November 6, and Saturday, Board of Public Works Meeting of November 1, 1982 Page 2 November 13, for leaf collection at the landfill site on John Street. Mr. DeBrigard was present at the meeting and stated there would be nothinq qained by either himself or Mr. Ward, just recognition from the Townspeople, and the Town would gain a compost pile. He also stated there would have to be time charged to the front-end loader, but that would be the only expense incurred by the Town. Superintendent Louanis stated the employees would be serving as aqents of the Town, and would therefore be covered by insurance. The Superintendent also stated this offer can be accepted and it is a generous offer, but the Board has taken action to provide this service through the rubbish collection contract with OFI. Mr. Fallon stated he opposed the offer because the Board in effect, would be reopening the landfill to the public. It was moved, seconded and defeated 2:3 (Mr. Fallon, Mr. Barker ' and Mr. Polychrones opposed) to accept the offer. The Board adjourned temporarily at 8:00 P.M. to meet as the Board of Survey. The meeting reconvened at 10:23 F.M. The Board reviewed the Cooperative Salt Bids, received in Wakefield. Ma. on October 25, 1982. I It was moved, seconded and voted 5:0 that the bid for rack salt and solar salt be awarded to Eastern Minerals, 130 Plain Street, Lowell, Na. in the amount of $24.39 per ton, as per their bid dated October 21, 1982. It was moved, seconded and voted 5:0 to approve the Mass. Dept. of Public Works form certifyinq the amount of $1,918,312.00 is expected to ' be incurred durinq the fiscal year for constructing, maintaining and policina of the Town's streets in accordance with Chapter 81, Section 31 of the General Laws. Mr. Barker requested the Department contact New England Telephone Co. and inquire about an in-state WATS rate for the Garage and Treatment Plant. Mr. Barker stated that if the Board is to continue the Recycling Center. we will have to add some material to the figure to maintain the area adequately. It was moved, seconded and voted 5:0 to accept the Budget information as a point of information. The Board reviewed the memo from the Personnel Board regarding the Personnel Boards functions. There was a qeneral discussion, and Mr. Fallon felt that there should be some effort made by a subcommittee to address the needs of non-union personnel. i Mrs. Wood stated she would take this suggestion under advisement. It was moved, seconded and voted 5:0 to accept this memo as a point of information. The Board reviewed the memo from the Finance Committee regarding FY84 Budqet Preparation as a point of information. Under Old and New Business; Mr. Griffin inquired about the safety meeting between the labor force and Mr. Fenton, the safety consultant. Superintendent Louanis reported the meeting Went very Well. He expects a report from Mr. Fenton this week and he felt the meeting was well received by the men. +. Board of Public Works Meeting of November 1, 1982 Page 4 Mr. Fallon moved that the Board go into I,ecutive Session to discuss labor negotiations, not to reconvene in open session, and Mrs. Wood polled the Board as follows: Mr. Griffin - yea Mr. Polychrones - yea Mr. Barker - nay Mr. Fallon - yea Mrs. Wood - yea The Board signed the Payroll and Billroll for the period ending October 29, 1982.
