HomeMy WebLinkAbout1982-07-12 Board of Public Works Minutes Board of Public Works Meeting of July 12, 1982 Page I I A meeting of the Board of Public Works convened in Room 16, Municipal Building at 7;35 P.M. Present were Chairman Wood, Secretary Fallon, Board Members Barker and Polychrones and Superintendent E. Roger Louanis. The Board reviewed the letter from William L. Hancock requesting permission to use Memorial Park for a picnic sponsored by the Reading Dukakis Committee on Saturday, July 31. It was moved, seconded and voted 4:0 that the request from Mr. Hancock be taken off the table. Mr. Hancock was present at the meeting to answer questions from the Board. Mr. Hancock stated the picnic would be strictly a social gathering, and he did not expect the candidate to be there. He stated the reason for the picnic is to promote interest in the group and to thank those people who have worked on the campaign thus far. The Board advised Mr. Hancock of the usual stipulations. It was moved, seconded and voted 4:0 that Mr. William L. Hancock be granted permission to use Memorial Park for a picnic on Saturday, July 31, 1982 from 1:00 P.M. to 5:00 P.M., with a rain date of Sunday, August 1, 1982 subject to the usual stipulations: 1. No alcoholic beverages may be served in the public way. 2. Proper police and insurance protection must be procured. Board of Public Works Meeting of July 12, 1902 Page 2 3. The area must be broom clean at the conclusion of the event. 4. Our contract with B.F.I. for rubbish collection includes a provision that the park barrels be emptied by them. We ask that you remove any trash generated by this group in order to leave the barrels free for the normal weekly accumulation. 5. Please notify the Reading Fire Department on the day of the event and apprise them of the fact that you will be barbequing. It was moved, seconded and voted 4:0 that Sheet No. 13, Bill No. 17 for Thomas Carey Jr., 11 Breton Circle, Plat 7 Lot 15, for a 70% lateral in the amount of $336.00 be committed to the Tax Collector and betterments assessed accordingly. The Board interviewed potential candidates for the vacancy existing on the Board. Mr. Robert P. Griffin of 29 Knollwood Road and Mr. Barry Hampson of 37 Joseph Way were both present and interested in filling the vacancy. Mr. Hampson has been a resident of Reading for three years, is not a Town Meeting Member, nor has he served on any Town Committees or fraternal organizations. He is employed as an Engineer at Metcalf & Eddy in Boston. He indicated his reason for seeking the position was a willingness to serve the Town and submitted a two page resume. I Board of Public Works Meeting of July 12, 1982 Page 3 Mr. Griffin has been a resident of Reading for fifteen years, is presently a Town Meeting member, and has served on several Town committees (e.g. Citizens Advisory Council, Declining Enrollment and School Reorganization Committee, Fire Station Study Committee, etc. ). He is employed as a Professor of English at the University of Lowell. The Board asked several questions of Messrs. Hampson and Griffin including their feelings on the closing of the sanitary landfill and its potential future uses, the sale of the land at the incinerator site, and their long-range goals as members of the Board. Both Mr. Hampson and Mr. Griffin stated they would run for a three year term next March. Mrs. Wood asked Mr. Griffin if he would be willing to resign from his other committees if required, if he were appointed to the Board. Mr. Griffin stated he would be willing. The Board took a secret ballot which resulted in the appointment of Robert P. Griffin. Mrs. Wood thanked Mr. Hampson for his interest and invited him to attend any future B.P.W. meeting, and suggested his services could he useful on other Boards and Committees in the Town. The Board adjourned temporarily at 8:55 P.M. to meet as the Board of Survey. The Board reconvened at 9; 10 P.M. The Board reviewed the memo from the Personnel Board stating that I Mr. Bayard R. Lincoln relinquished his seat as Chairman and Mr. Sohn J. Castellano was elected as the new Chairman. The memo was accepted as a point of information. Board of Public Works Meeting of July 12, 1982 Page 4 The Board reviewed the Groundwater Exploration Proposals from D,L, Maher Co., Camp Dresser 9 McKee Inc. and Geoscience. It was moved, seconded and voted 5:0 that the Board award D.L. Maher Company of North Reading, Ma. the Contract for Groundwater Exploration in the sum of $29,255.00. Mrs. Wood questioned the Superintendent as to why there is such a large discrepancy in the costs of the proposals. Superintendent Louanis stated if you look at the items of work, you would realize the big difference is in the engineering fees and Geoscience puts all their money in that area, CDM has to hire consultants to do the testing and they usually get a profit on top of that work, so if we go with D.L. Maher, they do all of the work themselves and we deal directly with them. D.L. Maher has done work for the Town in the past and they are a reputable company. It was moved, seconded and voted 5:0 that the Clerk of the Board be the designated contract signer for this Contract. Under Old and New Business Mr. Fallon asked the Superintendent if he had the opportunity to review the supplier of cold patch and hot top. Superintendent Louanis stated the low bidder was Heffron Asphalt. Mr. Fallon inquired if only one employee had used the training funds for last year and Superintendent Louanis stated yes. Mr. Fallon inquired about the grant from DEOE for the Water Treatment Plant improvements and Superintendent Louanis stated he had ' contacted DEOE today, but was unable to get a satisfactory answer. The Board signed the Payroll for the period ending July 9, 1982. The Board signed the Bill Roll for the period ending July 9, 1982. It was moved, seconded and voted 5;4 to adjourn at 9:45 P.M. As the scope of your efforts entails the location and protection of groundwater sources on those lands which could be developed as a public water supply, we feel that our company offers a unique combination of services to assist you. The D.L. Maher Company is a geologic consulting and groundwater development firm, with over forty years experience in the development of groundwater sources for municipal, in- dustrial and irrigation water systems throughout New England. Our capabilities range from undertaking of a total turnkey package to the tailoring of our assistance for specific geohy- drologic research. We are not biased to groundwater development within one type of aquifer, as our company can evaluate the potential in both bedrock and water bearing sediments equally. The merits and problems associated with either source can then ' be addressed impartially. However, in the case of the Town of Reading, where there are saturated unconsolidated sediments, we shall concentrate first upon the potential of sand and gravel aquifers. .' -2- Since your project focuses on locating and protecting groundwater sources, we feel this service requires a geohy- ' drologic evaluation. Therefore, by utilizing a company with the complete in-house geologic, well installation and pump testing equipment and capabilities, the number of parties in- volved is reduced and the overall cost of the project is less. We therefore recommend a program of groundwater explora- tion, segmented as follows: Our first task would consist of aquifer identification to evaluate those areas which will have potential for municipal groundwater supplies within the bounds of the properties out- lined during our meeting. Only unconsolidated sediment aquifers will be delineated. The following work would consist of in- depth test exploration, test pumping, and final report as to the findings and recommendations. UNCONSOLIDATED AQUIFERS Phase I: Evaluation of the geohydrology and potential sources of pollution within selected designated areas, for those ground- water supplies capable of serving the Town with a water quality which will meet the requirements of the Safe Drinking Water Act with the new Water Treatment Plant. 2. Perform a field investigation of the glacial geomorphology to select those sites, within the specified properties, having the highest groundwater yielding potential and stake the locations in the field. 3. Enlarge the field reconnaisance within the selected aquifers, identified above for present and future hazardous land use opera- tions. These areas will be evaluated for their potentially harm- ful effects as a groundwater contaminant to the existing and future well sites. -3- 4. Map the potential areas and discuss recommended drilling equip- ment, procedures and water quality analysis with the Department's representatives. The cost of this program is determined by the depth of the aquifer as determined in Item A. After completing our evaluation of the Phase I and Phase II work and submitting our report, Phase III would commence and be completed within a month or so.
