HomeMy WebLinkAbout1982-07-06 Board of Public Works Minutes Board of Public Works Meeting of July 6, 1982 Page 1 A meeting of the Board of Public Works convened in Room 16, Municipal Building at 7:42 P.M. Present were Chairman Wood, Secretary Fallon, Board Members Barker and Polychrones and Superintendent E. Roger Louanis. It was moved, seconded and voted 4:0 that the minutes of the Board of Public Works meeting of June 28, 1982 be accepted as corrected. The Board reviewed the memo from Norbert D. Rhinerson, Manager of the Municipal Light Department requesting the Board not to take action on the petitions for the following streets: Blueberry Lane Boyce Street Tennyson Circle Arthur S. Lord Dr. Brande Court Birch Meadow Drive Brentwood Drive Beverly Road Browning Terrace and suggesting that the petitions be returned to the telephone company asking them to resubmit them on the old form that would not restrict the use of the municipal space. Mr. Fallon moved that the matter be tabled and the Superintendent be instructed to notify the telephone company as outlined in the memo from the Municipal Light Company. Mr. Polychrones seconded the motion and it was voted 4:0. The Board met with John Willis and Ed Dilorio of Camp Dresser d McKee to discuss Change Order No. 2, regarding the water treatment plant improvements. Board of Public Works Meeting of July 6, 1982 Page 2 Mr. Willis reported to the Board that the lighting engineer had checked the lighting requirement for the locker room and found that the lights proposed in the Change Order were not necessary and that only two (2) lights would be required that were already installed. Mr. Fallon requested clarification from Mr. Willis regarding his understanding that three lights had already been installed in the locker room and not two. Mr. Willis responded that this was basically correct, two lights were in the locker room and one in the corridor, making a total of three. Mr. Willis reviewed with the Board Ed Dilorio's letter of July 1, t1982 answering the questions that the Board had raised at its meeting held on June 2B, 1982. (letter appended to these minutes) Mr. Fallon was concerned that future Change Orders would be coming down the road and asked Mr. DiIorio what additional Change Orders might be anticipated at this time. Mr. DiIorio felt that the majority of the shop drawing procedure had been completed and at this point in time did not see any major Change Order that would add cost to the project and, in fact, that the next Change Order will be a credit to the Town in a range of $8,000 - $12,000. After considerable discussion and the Boards reiterating to CDM that they are very displeased with cost overruns, although they are generally satisfied that CDM is doing a good job, Mr. Fallon moved that ' the Change Order for the new Motor Control Center be approved in the amount of $8,722.25. It was seconded by Mr. Barker and voted 3: 1 (Mrs. Wood opposed). T Board of Public Works Meeting of July b, 1982 Page 3 Mr. Fallon moved that Change Order No. 2 be approved in the amount of $10,554.07 and the Superintendent be authorized to sign on behalf of the Board. It was seconded and voted 4:0. The Board read a letter from Mr. William Hancock regarding permission to use Memorial Park for a picnic on Saturday July 31 from 1:00 - 5:00 P.M. After a discussion of the matter, it was moved, seconded and voted 4:0 to table action on Mr. Hancock 's request and invite him to the Board Meeting of July 12. It was moved, seconded and voted 3:0: 1 (Mr. Fallon abstaining) that the Chairman and/or the Secretary be authorized to sign the Payroll 1 and Bill Roll for the months of July and August if no other Board Members are available. The Board signed the Payroll for the period ending July 2, 1982. The Board signed the Bill Roll for the period ending July 2, 1982. The meeting adjourned at 9:00 P.M. The Engineer's Estimate that was established in March, 1981 is attached and addresses the estimated cost of the MCC on Page 3 of 3 on the fourth line. The material cost is shown as $74,800. 2. The electrical subcontractor's breakdown of their lump sum bid price is attached. The four (4) items on the breakdown, which correspond to the $46,120 Square-D price mentioned at the meeting are listed below: ITEM DESCRIPTION COST 4 Switchboard $17,250 5 Motor Control Center 32,200 6 Panelboards 2,300 7 Xfmrs (transformers)* 11150- $52,900 52,900 *These transformers are lighting transformers ' located in the plant building and are not the outside transformers that were discussed Mon, day evening.- CAMP DRESSER & McKEE INC. Mr. Roger Louanis — ' July 1982 T Page Two 2. (Continued) The difference between the two numbers is the contractor's markup of 15%±. ($46,120 x 1.15± = $52,900) Items 4 & 5 above are the components of the motor control center. Items 6 & 7 are not. The sum of Items 4 & 5 is _ $49,450, which when compared to our estimate of $74,800 is significantly less. However, the range in prices that the electrical contractor received during the bidding stage went from $46,120 to $67,685. The GE ($62,300) , the Westinghouse ($65,000) and the Federal Pacific ($67,685) would be more comparable to our estimate when the 15% margin is added. Therefore, the Square-D cost is a very beneficial price.. Also after our discussion regarding the lighting requirements of the men's locker room, we have reevaluated our past additional work item to add two fixtures there, which was Item 3 of Change Order No. 2, and find that the original two fixtures are adequate.
