Present were Chairman Wood, Secretary Fallon, Board Members Barker and Polychrones and Superintendent E. Roger Louanis and Assistant Superintendent of Engineering, William R. Bergeron. It was moved, seconded and voted 4:0 to reject the Bids received for Contract 82-6 Bituminous Concrete Application, due to an mmmission of a quantity on the bid page. It was moved, seconded and voted 4:0 to award the Roadway Reconstruction Contract 82-4 to the low bidder with Alternate I - Bell & Flynn, Inc., Stratham, N.H. in the amount of $46,059.00. It was moved, seconded and voted 4:0 to award the Adjustment of Structures and Appurtenances Contract 82-9 to the low bidder, D&R General Contracting Inc., Wakefield, Ma. in the amount of $57,200.00 subject to Town Meeting approval. It was moved, seconded and voted 4:0 to award the Thermoplastic Striping Contract 82-5 to the second bidder, Markings, Inc. Hingham, Ma. in the amount of $4,352.85. The Board rejected the low bidder, T.S.M. Inc., Foxboro, Ma. per the prov .sion of Article 13 of the General Conditions of the Contract Document which states "Article 13. Competency of Bidder. The Contract will be awarded only to a responsible bidder who is capable of performing and experienced at the type of work entailed. Only reputable established Board of Public Works Meeting of June 14, 1982 Page 2 companies will be accepted as responsible bidders. The low bidder will be required to show proof that he has sufficient equipment, equipment operators, and a sufficient number of qualified and experienced employees to properly and efficiently accomplish the proposed work. He shall also furnish proof of his financial ability to start, operate and complete the work". A review of the qualifications indicated that T.S.M. Inc. has no real experience and has only been in business less than one year. It was moved, seconded and voted 4:0 to award the Crack Sealing Bituminous Concrete Surfaces Contract 82-11 to the low bidder, Seal-Best, Canton, Ma. subject to Town Meeting approval in the amount of 810,362.00. It was moved, seconded and voted 4:0 to award the bid received May 26, 1982 for One Wheel-Type Tractor - Front End Loader to the low bidder, Fisk-Alden Ford Tractor, Dedham, Ma, for a Ford Model 445 in the amount of $16,989.32 including the trade of the existing Case Tractor Model G430. Mr. Fallon wished to commend the Department for the good work in obtaining the $282,874.00 from the System Rehabilitation Grant under Chapter 805. It was accepted as a point of information 4:0. The Board reviewed the letter from John Agnew Jr, regarding the Affirmative Action Agreement with the Mass. Commission Against Discrimination and the grant for the Water Treatment Plant. The Board accepted it as a point of information 4:0. It was moved, seconded and voted 4:0 to accept the minutes of the Board of Public Works meeting of June 8, 1982 as written. Mr. Fallon wanted to express appreciation of a resident of the Highland School area for the cutting of the grass. Board of Public Works Meeting of June 14, 1982 Page 3 Mr. Barker requested to have a review of the FY82 Budget prior to the close of the fiscal year. Mr. Fallon moved to go into Executive Session at 8:00 P.M., not to reconvene in open session. Mr. Polychrones seconded, and the Chairman polled the Board as follows: Mr. Polychrones - yea Mr. Barker - abstained Mr. Fallon - yea Mrs. Wood - yea The Board signed the Payroll for the period ending 6-11-82.
