A meeting of the Board of Public Works convened in Roam 16,
Municipal Building at 8:20 P.M. Present were Chairman Wood, Secretary
Fallon, Board Members Barker and Polychrones and Superintendent E. Roger
Louanis.
Also present were the following members of the Engineering
Department: William McCauley, Alvin Dpland, Donald Waters, William High,
and William Redford.
As first order of business, Mrs. Wood read a dedication to Mr.
Douglas A. Cowell:

Douglas Cowell is a man who will no longer be with us, but is
a man who we remember as patient, honest and forthright with a dedication
to serving his fellow man.
Doug was a man whose love and concern for his family showed
through as he showed us his obvious delight at the birth of his grandson.
He was a man who took his civic responsibilities seriously,
serving the Town Meeting, the Finance Committee and the Board of Public
Works with commitment, a sense of purpose, and a sense of humor that never
failed him. Those that worked with him knew Doug as a stable,
understanding man and respected him for being a leader who was able to
listen to both sides and cooperate with the majority, even if he
occassionally found himself on the other side.
Many of us feel a loss at Doug's passing, but for those that
he touched there is more of a gain at his coming, for Douglas A. Cowell
was truly a gentleman.
Mr. Fallon moved that these words be spread on the pages of
these minutes and this page dedicated to the memory of Douglas A. Cowell.
It was seconded and voted 4:0.
A moment of silence was then observed in dedication to Mr.
Douglas A. Cowell.

It was moved, seconded and voted 4:0 that the minutes of the
Board of Public Works meeting of May 27, 1982 be accepted as corrected.
It was moved, seconded and voted 3:0: 1 (Mr. Fallon abstaining)
that the minutes of the Board of Public Works meeting of June 1, 1982 be
accepted as written.
It was moved, seconded and voted 4:0 that the minutes of the
Board of Public Works meeting of June 3, 1982 be accepted as written.
It was moved, seconded and voted 4:0 that the minutes of the
Board of Public Works Executive Session meeting of May 27, 1982 be
accepted as written and they remain in private privy.
It was moved, seconded and voted 4:0 that the minutes of the
Board of Public Works Executive Session Meeting of June 3, 1982 be
accepted as written and they remain in private privy.
It was moved, seconded and voted 4:0 that Sheet No. 10, Bill
No. 14 dated June 8, 1982 for a 70% sewer lateral for Lynda C. Palladino,
47 Border Road, Plat 7 Lot 5, in the amount of 8252.00 be committed to the
Tax Collector and betterments assessed accordingly.
The Board reviewed the salary increases for the Engineers.
Engineer William Redford requested that the discussions be
held in Executive Session.
Mr. Barker moved that the Board go into Executive Session at
8:30 P.M. to reconvene in open session, and the Chairman polled the Board
as follows:

The meeting resumed at 10:20 P.M.
Mr. Redford requested a copy of the Executive Session minutes
of this meeting.
Mrs. Wood stated the Board would consider his request.
The Board reviewed the letter from Jean W. Tammaro requesting
the use of Memorial Park on Monday, June 21, 1982 at 5:30 P.M. for the
Tacoma Little League Team barbeque.
' It was moved, seconded and voted 4:0 to allow the Tacoma
Little League to use Memorial Park subject to the usual stipulations:
1. No alcoholic beverages may be served in the public
way.
2. Proper police and insurance protection must be
procured.
3. The area must be broom clean at the conclusion of
the event.
4. Our contract with B.F. I. for rubbish collection includes
a provision that the park barrels be emptied by them. We
ask that you remove any trash generated by this group in
order to leave the barrels free for the normal weekly
' accumulation.

S. Please notify the Reading Fire Department on the day
of the event and apprise them of the fact that you
will be barbecuing.
The Board reviewed the bid for Stone Chip Seal Contract No.
82-7. It was moved, seconded and voted 4:0 that the Board award the Stone
Chip Seal Contract No. 82-7 to Bell & Flynn, Inc. with an upset limit of
$35,914.73.
The Board reviewed the request for a sewer abatement on a
swimming pool from Mr. Robert T. Strandberg, 70 Haverhill Street. It was
moved, seconded and voted 4:0 to award a sewer abatement to Mr. Strandberg
in the amount of $25.67.
_ Mr. Barker moved to direct the Superintendent to henceforth,
when a request for a sewer abatement for the initial filling of a swimming
pool is presented in the proper form that the Department act on that
abatement with the Boards' approval. The motion was seconded.
Mr. Polychrones amended the motion that the Board be notified
of the abatements. The amendment was seconded and voted 4: 0.
The main motion as amended was voted 4:0.
The Board reviewed the letter from Mr. Pacino of the
Recreation Committee informing the Board that the Recreation Committee

will open their summer season on Monday, June 28, 1982.

There was general discussion regarding the letter and Mr.
Fallon felt the Recreation Committee should be notified that the
' Department had taken care of most of their concerns even before the date

of their letter (May 2B).
t Superintendent Louanis stated he did not want to create an
antagonistic attitude.
It was moved, seconded and voted 4:0 that the letter be
accepted as a point of information.
Under Old and New Business, Superintendent Louanis stated as a
point of information, he has received Change Order No. 2 from Camp Dresser
& McKee regarding the Water Treatment Plant. He has not reviewed it as
yet, when he does he will have it before the Board as soon as possible.
Mr. Barker asked about the status of the Highland School
Playground.
Superintendent Louanis stated the swings have not been found
as yet, and the Selectmen have requested Public Works to now the lawn at
the Highland School at the Selectmens' expense.
Mr. Barker requested the Superintendent follow up an this
subject and report the status to the Board.
There was a general discussion regarding the motions to be
presented at Town Meeting.
The meeting adjourned at 11:00 P.M.
