HomeMy WebLinkAbout1982-06-03 Board of Public Works Minutes Board of Public Works Meeting of June 3, 1982 Page 1 A meeting of the Board of Public Works convened in Room 127, Reading Memorial High School, Reading, Ma. at 7:30 P.M. Present were Chairman Wood, Secretary Fallon, Board Members Darker and Polychrones and Superintendent E. Roger Louanis and Senior Engineer William McCauley and Assistant Civil Engineer Alvin Opland. The Board reviewed a letter from Alan Drachman and Mr. Fallon moved that it be accepted as a point of information. It was seconded and voted 4:0. The Board reviewed a memo from John Agnew regarding merit increases for Department of Public Works Engineers. Mr. Fallon moved that ' it be accepted as a point of information. It was seconded and voted 4:0. Mrs. Wood informed the Board that she had received a request from the Departments Engineers regarding the proposed merit increases that they be notified of a scheduled meeting when the subject was to be discussed further and in the event that further discussion was to continue in Executive Session they be allowed to attend. Mrs. Wood also informed the Board that she had responded to their request stating the amount of each increase and the time of the proposed hearing, in letters individually to each person involved. Mr. Polychrones moved that the Board approve the merit increases as recommended by the Superintendent. It was seconded. Board of Public Works Meeting of June 3, 1982 Page 2 Mr. McCauley addressed the Board concerning the average percentage of increase for the Engineers relative to the average percentage of increase given to the other members of the Public Works Department as a merit increase. Mrs. Wood suggested it might be wise to consider the possibility of going into Executive Session at this point in time. Mr. Alvin Opland felt that Executive Session was not necessary as long as there was no ane there from the Press, but if someone came in we should go into Executive Session. Mr. Fallon felt very strongly that it had to be ane way or the ' other, either the Board goes into Executive Session or the Board will stay in open session. Mr. McCauley then requested the Board go into Executive Session to discuss the merit reviews and approve salary increases for the Engineers. Mr. Fallon moved that the Board go into Executive Session at 7:40 P.M. to discuss the merit reviews and salaries for the Departments Engineers with the intention of reconvening in open session. Mrs. Wood polled the Board as follows: Mr. Fallon - yea Mr. Barker - yea Mr. Polychrones - yea Mrs. Wood - yea Board of Public Works Meeting of June 3, 1982 Page 3 The meeting reconvened at 8:24 P.M. Mrs. Wood reported to the Board she met with the Finance Committee on Wednesday, June 2 and presented the Board with the vote of the Finance Committee regarding salaries for the Public Works Department. It was moved, seconded and voted 4; 0 to accept this as a point of information. The Superintendent informed the Board that he had heard from the Chairman of the Finance Committee at 4:30 F.M. this afternoon in which he informed the Superintendent that the insurance figure for the Water Department had been reduced by $4,578.00 and the insurance figure for the Sewer Department had been reduced by $2,051.00 as a result of the insurance company's re-evaluation of the Departments cost. It was moved, seconded and voted 4:0 to accept this as a point of information. The Superintendent gave the Board a report of Mr. Cowells' health and it was agreed that the Superintendent would act as the contact person on an every other day basis to keep the Board informed of Mr. Cowells' condition.
