Board of Public works Meeting of April 26, 1982 Page 1 A meeting of the Board of Public Works convened in Room 16, Municipal Building at 7:30 P.M. Present were Chairman Wood, Secretary Fallon, Board Members Cowell, Barker and Polychrones, Superintendent E. Roger Louanis and Assistant Superintendent William R. Bergeron. It was moved, seconded and voted 5:0 to accept the minutes of the Board of Public Works meeting of April 20, 1982 as corrected. The Board reviewed the letter from Robert H. Joubert, Conference Co-Chairman of the Twelfth Annual New England Asphalt Paving Conference held March 16, 1982, thanking the Board for William Bergerons' participation. The letter was accepted as a point of information. It was ' moved, seconded and voted 5:0 that congratulations be extended to Mr. Bergeron and the matter be made part of his permanent record. The Board met with Mr. Robert J. Racca Jr. of 13 Track Road regarding his letter to the Board of April 17, 1982. Mr. Racca would like to purchase the Town-owned lot adjacent to his property in order to build an addition on his property. Mr. Racca met with the Board of Appeals on April 14, 1982. The Board of Appeals felt that a denial without predjudice would be in the best interest of the petitioner in order to allow him to come before the Board within two years for a Special Permit. Accordingly, the Board of Appeals unanimously denied the petition without predjudice. ' Board of Public Works Meeting of April 26, 1482 Page 2 Chairman Wood stated that the previous owner of 13 Track Road had petitioned the Board for the same request. The Board of Public Works, at that time, approved, and the Board of Selectmen chose not to sell the land. Mr. Cowell asked if the new construction would infringe on the Towns' easement. Superintendent Louanis stated it would not, the construction would be on the existing lot. Mr. Ben Nichols asked who owned the land outright and Mr. Louanis stated he believed it is a tax possession lot. � Mr. Racca stated he would like to purchase only a portion of the land if possible, and that he has decided to build a 12 foot addition instead of the 15 foot addition originally stated. It was moved, seconded and voted 5:0 that the Board of Public Works express to the Selectmen the availability of this lot of land, with the desire of a 30 foot easement, and that any trees on the easement be taken down if the Town needs to and the installation of permanent fencing and paving shall not be allowed on the easement. Mr. Racca had no objections to this. Mrs. Wood suggested to Mr. Racca that if the Selectmen do not sell the land to him, perhaps he should go in front of Town Meeting. i i ti 1 i - i { 1 Board of Public Works Meeting of April 26, 1982 Page 3 The Board reviewed the letter from Carol Pottle of 30 Gleason 1 ( Road thanking the Department for retrieving her car keys from a catch 1 basin on Monday, April 12. Mr. Fallon moved that the letter from Mrs. I Pottle be accepted as a point of information and that the Superintendent I pass this information along to the individuals responsible for this ! effort. (Charles Laetsch and William Hitchcock). The Board adjourned temporarily at 8:00 P.M. to meet as the Board of Survey. The meeting reconvened at 9:40 P.M. The Board reviewed the memo from the Board of Appeals regarding i the Comprehensive Permit meeting scheduled for April 28, 1982 for Horizon Homes. It was moved, seconded and voted 5; 0 that the memo be accepted as ! a point of information and the Clerk of the Board inform the Board of 1 Appeals that our position was stated to them in our letter of April 24, 1982. The Board signed the Payroll for the period ending 4/23/82. The Board signed the Bill Roll for the period ending 4/23/82. I ,I The meeting adjourned at 9:45 P.M. Respectfully submitted Mary��
