Meeting of the Board of Public Works opened at 7:30 P.M.
in Room 16, Municipal Building.
Present were Chairman Kenney, Secretary Cochrane, Board
Members Leonard and Watt, and Superintendent Welch.
Minutes of the previous meeting read and approved.
Read note from the Superintendent in regard to the un-
encumbered balance in the Snow and Ice Account of about $1,400.00
and $2,000.00 in the Highway Maintenance Salary Account, total
$3,400.00. The Superintendent suggested that a request be made
for transfer of $10,000.00 from the Reserve Fund to the Snow and
Ice Account. This amount is sufficient to cover present costs
plus a fair-sized storm of four to eight inches.
Mr. Watt moved that the transfer as outlined be re-
quested, Mr. Cochrane seconded and it was voted.
The adjourned public hearing held on Monday Evening,
November 23, 1964 in Room 16, Municipal Building, Reading, re-
convened at 7:40 P.M. regarding the petition of the New England
Telephone & Telegraph Company to install underground conduit and
one manhole as follows: -
WOBURN STREET% Westerly from existing manhole 74/54, located
LINDEN STREET Woburn Street at the northeasterly intersection
of Linden Street, extending northerly into and
along the westerly side of Linden Street to pro-
posed manhole 74/71, approximately five hundred
fifty two (552) feet of underground conduit and
one (1) manhole.
' LINDEN STREET% Northerly from proposed manhole 74/71, located
LOWELL STREETwesterly side of Linden Street, extending to the
northerly side of Lowell Street to existing
manhole 74/19, approximately four hundred fifty
eight (456) feet of underground conduit.
Preston F. Nichols, 68 Linden Street, and George H.
Cooley, New England Telephone & Telegraph Company, attended the
meeting.
Mr. Cooley stated that the proposed conduit and man-
hole would be installed in the street area of Linden Street in-
stead of the sidewalk as shown on a previously presented plan.
Mr. Cochrane moved, Mr. Watt seconded and it was
voted to approve the petition of the New England Telephone &
Telegraph Company to install conduit and one manhole in Linden
Street.
The adjourned public hearing held on Monday Evening,
November 23, 1964 in Room 16, Municipal Building, Reading, re-
convened at 7:40 P.M. regarding the petition of the New England
Telephone & Telegraph Company to install underground conduit and
one manhole as follows: -
LOWELL STREET: Northerly side, westerly from manhole 74/39, aP-
proximately four hundred seventy (470) feet of
underground conduit. Also, northerly side,
easterly from proposed manhole 74/39A approxi-
mately fifty (50) feet of underground conduit
and one (1) manhole .
Mr. Cooley had requested that approval be withheld
pending decision by the Board of Public Works on the Linden
Street project.
It was moved, seconded and voted to approve the Lowell
Street petition of the New England Telephone & Telegraph Company
presented at the previous meeting.

Mr. Leonard spoke of his dissatisfaction with the re-
cent plowing operations. Mr. Kenney assured him that the Super-
intendent had been informed and would check the situation.
Read note from the Superintendent with reference to
closing the dump at 12 otclock noon on Christmas Day. Mr. Watt
moved, Mr. Cochrane seconded and it was voted that the Super-
intendent's suggestion be followed.
Read note from the Superintendent suggesting that the
Department be closed at 12 o 'clock noon, December 24, 1964, the
day before Christmas. Mr. Leonard expressed his opposition.
Mr. Cochrane moved, Mr. Watt seconded and the motion
carried to close the office at noon, December 24. Mr. Leonard
was opposed.
The Superintendent presented to the Board copy of the
Budget Totalizing Sheet. The Boarddiscussedthe house connec-
tion survey being made by the Department and questioned the ad-
visability of demanding connection to the sewer of those houses
where it has been available over a period of ten years.
The Board conferred with Edward Carlson, Chairman,
and Dixon Allen, Member, Board of Public Works of North Reading,
in regard to incineration. Messrs. Carlson and Allen described
the problems confronting North Reading in regard to rubbish
disposal. Discussed were possible size and operation of incin-
erator, disposal of residue, and the suggestion that the North
' Reading Board of Public Works contact Mr. McCluskey, Chairman
of the Wakefield Incinerator Study Committee and Board of Se-
lectmen; also that Mr. Carlson contact the City of Lowell with
reference to the use of their incinerator.
The Board conferred with Richard Dugan, Frank
Dalrymple, Roger D'Entremont and William Miller, representing
the labor force, who presented a petition requesting the fol-
lowing: -
(1) A flat $10 per week raise across the Board for all
Public Works employees.
(2) We also request vacations the same as enjoyed by
the Police and Fire Departments, two weeks after
- one year, threeweeksafter five years, four weeks
after ten years of service.
(3) We also request that all supervisory salaried em-
ployees be paid straight time for overtime after
forty hours, for emergency work, such as snow and
ice, water breaks , etc.
The petition was signed by sixty employees. _ ^�
The representatives were informed that Item #1 per- J
tained to the Merit System, and #2 and_ 3 would necessitate change
in the By-laws and action by the Town Meeting members.
The petition was taken under advisement. The Super-
intendent will assemble data to be used in considering the re-
quests. The committee was informed that the Board will confer
with the Personnel Board, after which It will meet again with
the representatives of the labor force.
