December 7, 1964
Regular meeting of the Board of Public Works opened
at 7:30 P.M. in Room 16, Municipal Building.
Present were Chairman Kenney, Secretary Cochrane,
Board Members Florence and Watt and Superintendent Welch.
Minutes of the previous meeting read and approved.
The Board adjourned temporarily at 7:40 P.M. to meet
as the Board of Survey.
The Board reconvened at 7:$0 P.M.
Read letter from the Board of Selectmen regarding
bid received for Tax Title #46, Lot 31, at the corner of Wilson
1 and Pleasant Streets.
The Superintendent stated that abutting this lot on
the westerly side is a proposed development with one street -
Osborne Avenue - owned by Edward Small. In 1963-64 the Depart-
ment relocated, widened and deepened a ditch abutting the
westerly side of the lot. A culvert under Pleasant Street and
the pipes and headwall lie partly in the lot.
Mr. Florence moved that the Board of Selectmen be re-
quested to retain the lot until the Osborne Avenue development
is completed, Mr. Cochrane seconded and it was voted.
Read letter from Edward A. Carlson, Chairman, Board
of Public Works, North Reading, requesting that a joint meeting
be arranged to study the possibility of public rubbish collec-
tion and possible disposal of rubbish in an incinerator.

The Board agreed that it would confer with the Board
of Public Works from North Reading on December 21 after the
meeting on incineration is held in Wakefield.
Mr. Kenney suggested to the Board that a decision
be made in regard to rubbish disposal in the Town of Reading.
Mr. Florence moved that this Board declare itself
as opposed to the continuance of open dumping in Reading
wherever located and however operated and that it proceed at
once with a full discussion of rubbish disposal methods other
than an open dump; Mr. Cochrane seconded and it was voted.
The Chairman wished his vote to be recorded as in favor.
Mr. Florence moved that this Board declare itself
as in favor of some type of incinerator for the Town of
Reading and it be so announced at the meeting in Wakefield on
December 9, 1964; Mr. Cochrane seconded and it was voted. The
Chairman wished his vote to be recorded as in favor.
The Board considered the remainder of the 1965 Bud-
get, as follows: -
