HomeMy WebLinkAbout1964-11-16 Board of Public Works Minutes 11 '7 ' November 16, 1964 Meeting of the Board of Public Works opened at 7:45 P.M. in Room 16, Municipal Building. Present were Chairman Kenney, Board Members Florence and Watt and Superintendent Welch. Minutes of the previous meeting read and approved. Read note from the Superintendent with reference to Section 22D of Chapter 40 in regard to vehicles parked in viola- tion of law - removal. It has been determined that the Section was accepted by the Town in 1962. The Board adjourned temporarily at 7:55 P.M. to meet ■■ as the Board of Survey. The Board reconvened at 8:05 P.M. Read list of proposed future Street Acceptances. Mr. Watt moved that the program for 1965 as prepared by the Super- intendent be accepted; Mr. Florence seconded and it was voted. The Superintendent presented to the Board appropria- tion comparisons - 1964 actual and 1965 proposed. Mr. Florence moved that the data be accepted as a point of information and full discussion take place at the November 23 meeting when de- tailed sheets for each account are expected to be ready; Mr. Watt seconded and it was voted. Read note from the Superintendent in regard to request from the employees that they be permitted to work on Saturday, November 21, and not work on Friday, November 27, the day after ft. Thanksgiving. 1. 18 Mr. Florence moved that the request be approved, Mr. Watt seconded and it was voted. Read letter from Worthen H. Taylor, Director, Di- vision of Sanitary Engineering of the State of Massachusetts in regard to the public water supply effect on wells of peat exca- vation near Ipswich River in North Reading and Wilmington. The Department is of the opinion that the above- described operation will not adversely affect the public water supply of the Town of Reading. Mr. Florence reviewed briefly his work previously on the Incinerator Committee for the Town of Reading. Mr. Florence was of the opinion that the Town should eliminate open dumping. The only alternative is to go to Incineration. He stated that unless it can be shown there is a substantial money saving, he saw no reason to prolong the discussions. There are many pro- blems to be discussed; some of the facets follow: - 1. Shall Reading have its own Incinerator? 2. Join with three or four other Towns in a Joint venture? 3. Where should the Incinerator be located? I}. Who should build it - one of the Towns - a joint venture - private capital, etc.? 5. Who should operate it - one of the Towns, pri- vate lessee, etc.? It was Mr. Florence's opinion that if Reading decides to move in the direction of Incineration and decides to build and operate it themselves, it would be no problem. Mr. Kenney J concurred with Mr. Florence and felt the discussions with other 1. 19 Towns would lead the Board to some answers which it does not know now. Mr. Florence does not believe in private operation. The Board discussed in detail meeting with other Towns and the inclusion of Board-: other than Public Works. The new cemetery, land back of the garage, and acreage in the rear of the Dump were mentioned as Town owned land where Incinerator residue could be used as fill. Mr. Florence questioned if the Board felt at this time it was too soon to contact other Towns. Mr. Kenney was of the opinion that the entire Board should be present, or at least four members. An article will be included in the Agenda for the November 23 meeting for discussion of rubbish disposal and possi- bility of a joint meeting with several nearby Towns. The Board signed the following: - Billroll dated November 13, 1964 Contract for Cleaning and Painting 530,000 Gallon Auburn Street Standpipe - George Burgess & Co.
