HomeMy WebLinkAbout1964-11-09 Board of Public Works Minutes November 9, 19614 Meeting of the Board of Public Works opened at 7:50 P.M. in Room 16, Municipal Building. Present were Chairman Kenney, Secretary Cochrane, Board Members Leonard and Watt and Superintendent Welch. Chairman Kenney and Secretary Cochrane reported to the Board on conference held with the Board of Selectmen and Chief of Police in regard to drive against the parking of cars during snowstorms, cruising of streets by police to ascer- tain the location of these cars, and the acceptance by the Town of the Provisions of Chapter 322 of the Acts of 1961. The Superintendent will send the Chief of Police copies of the sidewalk plowing routes. The Board of Selectmen moved, seconded and voted to take under advisement the placing of the Provisions of Chapter 322 of the Acts of 1961 before the Town Meeting. Minutes of the previous meeting read and approved as amended. Read note from the Superintendent with reference to Federal assistance for sewer work. The data was accepted as a point of information and will be filed with the Sewer Study Report. Read note from the Superintendent regarding rough estimates on Park Development. It was suggested that the pro- gram as outlined be released to the press for publication. It was the general opinion of the Board that as a matter of lI4 courtesy, the information should be withheld from the press until it has been transmitted to the Recreation Committee. The Board discussed all facets of the program which included needs of the School Department, requests by the Recreation Committee, possible future requests and the Birch Meadow Program. It was agreed that a joint meeting of the Boards be held to discuss a program which can be presented to the Town for action. A field trip to view different projects will be held Sunday, November 22, at 2:00 P.M. Read note from the Superintendent stating that the Town of Wakefield has received an offer of $47,000.00 as a loan from the Federal Government for studies, plans, specifi- cations, etc, for an incinerator, which will have to be returned when the incinerator is constructed. A possible meeting with _ Wakefield officials in regard to an incinerator was discussed. Mr. Leonard felt it was important that the Board should visit the area of Cedar Swamp and that the Board should consider every facet before the Town is committed. Mr. Cochrane was of the opinion that incineration was inevitable. A discussion ensued. Mr. Kenney stated that any contacts with Wakefield would be merely exploratory - obtain a line on the Town's thinking. Mr. Cochrane moved that for the purposes of studying this report and discussion, the Board agree that the Town will have to handle its rubbish by some method other than an open dump. r Y _L5 Mr. Leonard amended the motion that the possibility exists that the Town of Reading will have to find other means of disposal; Mr. Kenney seconded Mr. Cochrane's motion. Mr. Leonard was of the opinion that Mr. Kenney, as Chairman, could not second Mr. Cochrane's motion. Mr. Kenney stated that he felt Mr. Cochrane's motion was realistic and that he would second it. Messrs. Kenney and Cochrane voted in favor; Watt and Leonard were opposed. Mr. Watt stated that the Board was not in a position to close the doors on any possibili- ties and he did not want to prolong the situation. He felt it desirable but a little premature. The Board signed the Billroll dated November 6 and Payroll for the period October 31 through November 6, 1964. Meeting adjourned at 9:40 P.M. Respectfully submitted, Secretary
