- October 13, 1964
Meeting of the Board of Public Works opened at 7:30
P.M. in Room 16, Municipal Building.
Present were Chairman Kenney, Secretary Cochrane,
Board Members Leonard and Superintendent Welch.
Minutes of the previous meeting read and approved.
Read letter from C. F. Donahoe, Plant Engineer,
Goodall Vinyl Fabrics, requesting temporary postponement of
taking of easement for drainage and sewerage purposes southerly
of Bolton Street through land of Goodall-Sanford, Inc. Public
hearing was held on September 34 but no action was taken due to
the sudden death of Thomas Sullivan, Vice President in charge
' of engineering.
Mr. Cochrane moved that the item be laid on the table
until such time as the Board hears from Mr. Donahoe, Mr. Leonard
seconded and the motion carried.
Read note from the Superintendent in regard to pro-
posal submitted by Weather Services, Inc, for the year 1965.
Mr. Cochrane moved, Mr. Leonard seconded and it was voted that
the proposal be accepted at a cost of $31}5.00.
Read letter from Clyde W. Record, 14 Summer Avenue,
commending the Board on the good work being done by Frank Reego
& Sons, Inc., Sewer Contractor, on Summer Avenue.
Read letter written in behalf of the First Congrega-
tional Church and the Olde Redding Fair Committee expressing
their appreciation for the Board 's cooperation which added so
much to the success of the Fair on September 18 and 19.
Mr. Watt joined the meeting.
Read note from the Superintendent in regard to bids
received on October 5, 1964 for a new snow loader. Mr.
Leonard questioned the feasibility of retaining the old Nelson
Snow Loader which is included in the bid as a turn-in at
$3,100.00. It will be recorded as active stock. A discussion
followed.
Mr. Leonard moved that the Superintendent ascertain
whether or not, in the long run, it would be feasible to retain
the machine, Mr. Watt seconded and the motion carried.
Mr. Watt was of the opinion that the Finance Commit-
tee should be advised of the change in the Boardts original
thinking. The practical factors should come from the Superin-
tendent. The Superintendent concurred with Mr. Watts opinion.
Read letter from the Board of Selectmen regarding
Tax Title #518 which is 32,340 square feet of land at the end
of Dunbar Road, Lots 198 through 204 on plan of Reading Acres
on file at the Assessors ' Office, and Mr. Welch's comments.
Because of the possible development of the area,
engineering factors involved and the probable lot value in-
crease, Mr. Leonard moved, it was seconded and voted that the
Board of Selectmen be advised that the Board of Public Works
do not deem it wise to sell the lots in this area except as
part of a larger development and then only with due thought
to all Town problems.
Meeting adjourned temporarily at 8:30 P.M. to meet
as the Board of Survey.

Meeting reconvened at 8:55 P.M.
The Board discussed consideration of the Refuse Dis-
posal Study as prepared by Camp, Dresser & McKee. It was agreed
that the Board would devote one hour each week (for five or six
weeks) starting November 2 to the study of the report. One phase
will be discussed each evening from a proposed agenda to be pre-
pared by the Superintendent and approved by the Board.
