HomeMy WebLinkAbout1964-07-13 Board of Public Works Minutes U July 13, 1964 Meeting of the Board of Public Works was held in Room 16, Municipal Building. Present were Chairman Kenney, Secretary Cochrane, Board Members Florence and Watt, and Superintendent Welch. Minutes of the previous meeting read and approved. Public hearing was held at 7:30 P.M. regarding taking of an easement through private property southerly to Shady Hill Lane for drainage and sewerage purposes. Nobody attended the meeting. Release from Damages had been signed previously by the abuttors; therefore, the Board signed the Order of Taking (See Plan 500-S-125). Public hearing was held at 7:35 P.M. regarding the ex- tension of the Main Trunk Sanitary Sewer in Waverly Road from Ridge Road to No. 2 Waverly Road. Henry C. and Nancy B. Druid, 2 Waverly Road, attended the hearing. Mr. Cochrane moved, Mr. Florence seconded and it was voted to install the sewer in the location as described. William Richmond, 115 Franklin Street, appeared be- fore the Board in regard to the resurfacing of Franklin Street, between Haverhill and Main Streets (Route 28). Mr. Welch in- formed the Board that the condition would be remedied shortly. The Board agreed that water restrictions would be lifted and notification in the form of a flyer, which will include self- L imposed restrictions if any hot, dry spell occurs, be sent to the townspeople. 14 The Board adjourned temporarily at 8:00 P.M. to meet as the Board of Survey. The Board reconvened at 8:50 P.M. David Brigham, member of the Subcommittee of the Fi- nance Committee, joined the meeting and discussed various items with the Board. Head letter from the Superintendent with reference to a lot of land owned by Louis Devlin of Roxbury abutting Town- owned land, known as Hunt Park, which is the Little League Field at the corner of Pleasant and Eaton Streets. It contains 1.9 acres and is assessed for $375.00. Mr. Devlin intimated to Mr. Davis recently that he would be willing to sell the land at a very nominal figure. The data was accepted as a point of informa- tion. Mr. Cochrane moved, Mr. Florence seconded and it was voted that a letter be written to Mr. Devlin in regard to acquiring the land for future expansion of Hunt Park. Read resume' of bids for a 5-Ton truck and the Super- intendent' s comments. Mr. Florence moved that the Board of Public Works purchase a 5-Ton Mack truck from Mack Trucks, Inc. at the net price of $6,000.00; Mr. Watt seconded and the motion carried. Read report from the Superintendent on conference held with Walter M. Fowler in regard to insurance costs. A discussion ensued. It was moved, seconded and voted that it be suggested to the Insurance Committee that the funds allotted in the Board of Public Works 1964 budget be transferred to the Insurance Fund to cover all insurance obligations of the Board of Public Works for 1964. 7J Read note from the Superintendent with reference to celebrating holidays on Friday if they fall on Saturday, and his suggestion that the Personnel Board be requested to sponsor an article at the Town Meeting, amending Section 11 in the By-laws by adding the following: - "or the day prior thereto whenever any of the above listed ten holidays fall on a Saturday". Mr. Florence moved, Mr. Cochrane seconded and the mo- tion carried to request the Personnel Board to present the afore- mentioned article. Read note from the Superintendent in regard to the so- called "Read Out", a remote registering device for reading water meters from the outside of a house. It was suggested that the Department purchase 20 units to be installed ( 1) where people de- sire the unit and are willing to pay $18.00 to eliminate the meter reader entering the house, and (2) forced installation in cases where the meter reader cannot gain entrance time after time. It was moved, seconded and voted that the Department purchase 20 units to be used as recommended. Read letter from the Board of Selectmen referring to the Board of Public Works a letter relative to a cesspool problem in the yard of Mrs. Denis Benard of 33 John Street and the possible extension of the sewer to service her property. It was moved, seconded and voted that the matter be taken under advisement pending the availability of funds after the completion of the sewer contract. The Board Members were advised that Chairman Kenney has arranged for a conference with the Government Study Commit- tee on Monday, July 20, 1964 at 8:00 P.M. The Board signed the following: - Order of Taking - Drain Easement - Pleasant Street (See Plan 500-M-126) Order of Taking - Main Pipe Easement - Meadow Brook Golf Club (See Plan 500-L-034) Agreement for Release which has been executed by United States Fidelity & Guaranty Company and Frank Reego & Sons, Inc.
