Meeting of the Board of Public Works opened at 7:30
P.M. in Room 16, Municipal Building.
Present were Chairman Kenney, Secretary Cochrane,
Board Member Watt and Superintendent Welch.
Minutes of the previous meeting read and approved as
amended.
Board opened bids on One New Dump Truck - Chassis and
Cab only, as follows: -
Newhouse Motor Sales $4,607.83
Mack Trucks, Inc. 6,000.00
White Motor Co. 7,150.00
' It was moved, seconded and voted to take the bids under advise-
ment.
Public hearing was held at 7:45 P.M. regarding the pe-
tition of the New England Telephone & Telegraph Company to in-
stall underground conduit and one manhole, as follows: -
Washington Street: North side northerly then easterly
from existing manhole 74/10, approximately 43 feet of
underground conduit; also one manhole. Conduit and
manhole will be in the space usually reserved for such
utilities.
Mr. George H. Cooley, representing New England Telephone & Tele-
graph Company, attended the meeting.
Mr. Cochrane moved that the petition be approved, Mr.
Watt seconded and the motion carried.
The Board discussed the placing of restrictions on the
use of water. Mr. Cochrane moved that the Superintendent be
authorized to place the restrictions on the use of water when
and if he deems it necessary, Mr. Watt seconded and it was voted. r
The Board adjourned temporarily at 8:00 P.M. to meet as
the Board of Survey.
The Board reconvened at 10:05 P.M.
Read list of bidders for One Wheel-type Tractor with
Front-end Loader and Sickle Bar. Mr. Watt moved, Mr. Cochrane
seconded and it was voted that the Wheel-type Tractor as de-
scribed be purchased from Sandberg Equipment (Case), low bidder,
in the amount of $1},026.75.
Read list of bidders for One New Pick-up Truck -
Chassis, Cab and Body. Mr. Watt moved, Mr. Cochrane seconded and
it was voted that the bid be awarded to Blais-Porter (Chevrolet),
second bidder, in the amount of $1,725.22.

Read list of bidders for One New Van-type Truck. Mr.
Cochrane moved, Mr. Watt seconded and it was voted that the Van-
type truck be purchased from Blais-Porter (Chevrolet), low bidder,
in the amount of $1,864.71.
Read letter signed by Lester J. Hart, 6 Wentworth Road,
and George Theophanis, 86 West Street, requesting that a granite
curb be installed on the north side of West Street between Went-
worth Road and County Road, an area which abuts their properties.
The request is made with the thought in mind of a future request
for sidewalks in the same area; also for the purpose of reducing
accidents in this location. The request also was made that an
estimate for installation of the curb be sent to the petitioners.

A discussion followed. Mr. Watt moved that the requested esti-
mate be sent, Mr. Cochrane seconded and the motion carried.
Read letter from the Massachusetts State Department of
Public Works stating that the Northgate Construction Company,
Inc. had written requesting permission to sublet certain items
of work under the Chapter 90 Contract with the Town of Reading,
dated December 24, 1963, covering work on Haverhill Street, to
Warren Bros. Roads Company, Saugus. It was moved, seconded and
voted that the request be approved.
Read letter from the Board of Selectmen in regard to
reimbursing police officers for performing traffic work on a
Board of Public Works Departmental project, and the Superintend-
ent's comments in relation thereto.
Mr. Watt moved, Mr. Cochrane seconded and it was voted
that the Board of Selectmen be advised that it is the same pur-
pose under which the Selectmen asked for $1,200.00 for policing
snow and ice removal and they should request additional money to
police other town projects.
Read copy of letter to the Board of Selectmen regarding
hearing to be held Tuesday, August 4, 1964 at 10:45 A.M. in the
County Commissioners ' Office, Superior Court House, Cambridge, on
the petition filed with the County Commissioners in anticipation
of construction on Haverhill Street.
Mr. Watt moved that the Superintendent be authorized
to represent the Board of Public Works and take whatever action
is necessary; Mr. Cochrane seconded and it was voted.
Read report from the Superintendent on conference held
with Walter Fowler on the insurance costs. The Board Members

agreed that the item required further study and copies be sent
to Messrs. Florence and Leonard.
Read copy of letter directed to the Board of Select-
men by John J. Meehan, 75 Grove Street, with reference to road
and traffic conditions on Grove Street and possible corrections
to alleviate such conditions. The letter was accompanied by the
signatures of 20 abuttors to the area.
It was moved, seconded and voted that a letter be writ-
ten to Mr. Meehan acknowledging receipt of the copy of the letter
and stating that the Board of Public Works would be willing to
cooperate in any way possible.
