June 8, 1964
Meeting of the Board of Public Works opened at 7:00
P.M. in Room 16, Municipal Building.
Present were Secretary Cochrane, Board Members Florence
and Watt and Superintendent Welch.
The Board conferred with the Subcommittee of the Finance
Committee and discussed the estimated 1965 budget.
Chairman Kenney ,joined the meeting.
The Board opened the following bids: -
7:30 P.M. - One (1) New Pickup Truck - Chassis, Cab and Body
Newhouse Motor Sales $1,703.30
Blais-Porter, Inc. 1,725.32
7:35 P.M. - One (1) New Van Type Truck
' Blais-Porter, Inc. 1,864.71
Gray's Ford Sales 1,949.00
Newhouse Motor Sales 2,077.22
It was moved, seconded and voted to take the bids under advise-
ment.
Minutes were read and approved as amended.
The Board opened bids at 7:45 P.M. on One (1) New
Wheel-type Tractor with Front End Loader and Side Sickle Bar -
all complete to operate - as follows: -

It was moved, seconded and voted to take the bids under advise-
ment.
Read letter fromWilliam N. Lanigan, Jr. , President
of the Tennyson Club, requesting permission to have Tennyson
Road blocked off on June 20, '1964 from 2:00 P.M. until 11:00
P.M. in order to hold a dance; in the event of inclement weather,
June 27, 1964.
Mr. Watt moved that the request be granted; Mr. Coch-
rane seconded and it was voted.
Public hearing was held at 8:00 P.M. regarding the ex-
tension of the Main Trunk Sanitary Sewer in Forest Street from
Wadsworth Road to #33 Forest Street. Donald H. Bray attended the
hearing. Mr. Watt moved that the extension be approved; Mr.
Cochrane seconded and it was voted.
The Board reviewed the bids for One (1) New Four-door
Sedan. Mr. Florence moved, Mr. Cochrane seconded and it was
voted that a Dodge 330 be purchased from Newhouse Sales, second
low bidder, at a price of $1,841.00; Mr. Cochrane seconded and
the motion carried.
Read letter from Jack E. Philo, Employee Activities
Coordinator, Avco Corporation, requesting permission for the
Employees ' Tennis League to use the Birch Meadow Tennis Courts
Monday through Friday from $:00 P.M. to 6:45 P.M. , starting June
1 until mid-August, fine to the local interest in tennis, Mr.
Cochrane moved, Mr. Watt seconded and it was voted that the re-
quest be denied.
Read letter from Ralph T. Horn, Chairman, Board of

Assessors, thanking the Board of Public Works for its assistance

in resolving the problem of unnumbered and incorrectly numbered
houses in Reading. The letter was accepted as a point of infor-
mation.
Public hearing was held at 8:15 P.M. regarding the con-
struction under the Betterment Act of a Bituminous Concrete side-
walk on the Westerly side of West Street, from Arcadia Avenue to
#472 West Street. Thirteen persons attended the meeting.
The sidewalk program was explained to the abuttors.
Various questions regarding construction were asked of and
answered by the Board and Superintendent Welch. The abuttors
were polled as follows: - In favor - 1; opposed - 4; non-committal -
1.
' Mr. and Mrs. John H. Russell and Mr. and Mrs. Laurance
W. Robbins of Selfridge Road attended the meeting and requested
that they be recorded as in favor of the construction.
Mr. Watt moved that West Street from Selfridge Road to
472 West Street be placed on the list of streets for installation
of sidewalks and that the sidewalk be constructed as soon as funds
are available; Mr. Florence seconded and the motion carried.
Public hearing was held at 8:45 P.M. in regard to the
taking of an easement through private property Northeasterly of
Hunt Street for drainage and sewerage purposes. The hearing was
held to relocate a sewer easement previously voted through pro-
perty of James F. Orpin, Jr. , 21 Hunt Street, to a new location
on the Easterly and Northerly sides of his property.
Mr. Watt moved that the relocation be approved, Mr.

Florence seconded and it was voted. Mr. Orpin had signed pre-
viously the Release from Damages and the Board signed the Order
of Taking (see Plan #500-S-124).

The Board conferred with E. Leroy Frost of Frost
Business Service to discuss the proposed program of mailing
water shortage notices. Mr. Florence moved that the information
be filed for future study; Mr. Cochrane seconded and the motion
carried.
The Board adjourned temporarily at 9:15 P.M. to meet
as the Board of Survey.
The Board reconvened at 9:35 P.M.
Read note from the Superintendent in regard to list
of estimates for sidewalk construction as follows:
1. Pearl Street $8,000.00
2. Hartshorn Street 3,000.00
3. West Street 000.00
$15,000.00
Mr. Watt moved, Mr. Florence seconded and it was voted that the
data be accepted as a point of information and brought before
the Board upon completion of Pearl Street.
Read note from the Superintendent with reference to
the newly-established regulation changes for the Dump. Mr.
Florence moved that the last sentence in Section 5 of the Gen-
eral Regulations be amended to read as follows and copy sent to
the Board of Selectmen: - "Decisions under this Section shall ^^��
be made for the Board of Public Works by the Superintendent. "
Mr. Watt seconded the motion and it was voted.

Read note from the Superintendent in regard to the
street recovering program as follows: -
1. Mineral Street - Sumner to Prospect 1$0 tons
2. Prescott Street - Summer to West 470 tons
3. Main Street - Washington to Railroad 2140 tons
860 tons
Mr. Florence moved, Mr. Watt seconded and it was voted to accept
the Superintendent's recommendation to recover the streets as
listed.
The Board signed the following: -

Town of Reading, in compliance with the provisions of
General Laws, Chapter 80, as amended by Chapter 63 of
the Acts of 1933, hereby certify that the list herewith
contains the names of ;persons against whom we have made
betterment assessments, together with the location of
the land benefited by the improvement and the nature and
amount of such betterment assessment.
And such list is certified to you for the pur-
pose of committing the same to the Tax Collector, as
provided by law.
