HomeMy WebLinkAbout1964-05-25 Board of Public Works Minutes 59 May 25, 1964 ' Meeting of the Board of Public Works opened at 7:50 P.M. in Room 16, Municipal Building. Present were Chairman Kenney, Board Member Watt and Superintendent Welch. The Board opened bids on One New Four-door Sedan as follows: - Gray's Ford Sales, Inc. $1,812.00 Newhouse Motor Sales 1,841.00 Hillcrest Motor Mart 1,874.00 Blais-Porter, Inc. 1,916.00 The bids were taken under advisement due to the absence of a ' quorum. Hearing was held at 8:00 P.M. regarding the construc- tion under the Betterment Act of a Bituminous Concrete sidewalk on the Southerly side of Hartshorn Street, from the Lowell Street School to John Carver Road. The sidewalk program as set up by the Board was explained to the abuttors. Eight persons attended the hearing. They were polled as follows: - In favor - 4; opposed - 2; non-committal - 0. In the absence of a quorum, the matter was taken under advisement. The Board adjourned temporarily at 8:30 P.M. to meet as the Board of Survey. Mr. Leonard joined the meeting as it was in progress. The Board reconvened at 9:15 P.M. Minutes of the previous meeting read and approved. Mr. Watt acted as Secretary. 60 Read new proposed Section 5 of the General Regula- tions of the Dumas submitted by the Superintendent. Mr. Leonard moved that the new Section 5 of the General Regula- tions, as follows, be approved: - 5. The Town reserves the right to refect any materials which it feels to be detrimental to the operation of the dump. Materials considered detrimental would include - but would not be limited to - the following: - Rubbish from the remodelling, repairing or demolition of buildings, rubbish of a large, bulky nature including tree stumps and tree trunks, rubbish which would occupy substantial space, rubbish of a highly inflammable nature but not including ordinary household rubbish, or rub- bish which would require special handling. Decisions under this section shall be made by the Superintendent of the Board of Public Yorks; and Item 5 under Fee Schedule be eliminated completely; Mr.Watt seconded and it was voted. Read note from the Superintendent regarding the gen- eral vacation period of two weeks for employees; namely, July 11 to July 26 inclusive. Mr. Watt moved that the schedule be accepted; Mr. Leonard seconded and it was voted. Read letter from Donald S. Swain, Co-ohairman, annual church fair, First Congregational Church, requesting permission to close Sanborn Street from Woburn Street to Lowell Street dur- ing the hours of 5:00 P.M. to 12M. , September 18, and 7:00 A.M. to 12M.,September 19, 1964. Mr. Watt moved that the request be approved; Mr. Leonard seconded and the motion carried. 61 Read letter from E. F. Frost, Frost's Business Service, ' regarding the mailing of notices in the form of a mailing card at a lessor figure than it costs the Board of Public Yorks to deliver them, with 100,% distribution guaranteed by the Post Office. The Board requested the Superintendent to invite Mr. Frost to attend the June 8 meeting at 8:45 P.M. and present a short, concise de- scription of his suggested program. Mr. Leonard requested that a meeting be set up with A. Lloyd David during the week of June 1. Mr. David will be con- tacted by Mr. Kenney. It was moved, seconded and voted that the purchase of One New Four-door Sedan be laid on the table until June 8, 1964. Read note from the Superintendent in regard to the pur- chase of a new transportation unit for the survey party; namely, a van-type sedezi without power assistance. Mr. Matt moved that the specifications include automatic transmission; Mr. Leonard seconded and it was voted. The Board signed the following: —Agreement for Release { which had been executed by United States Fidelity & Guaranty Com- pany and F. Reego & Sona, Inc. ; 1 Billroll dated May 22, 1964 Meeting adjourned at 9:45 P•M. REGUTATION3 1. .There shall be Conspicuously displayed on each vehicle a decal furnished at the time of the gran ting of the permit indicating that Duch permit has been granted. 2. Each permit shall be carried in the vehicle entering the dumping area and shall be exhibited upon request to any police Officer and to any employee of the Town supervising the dumping area. 3. No materials collected outside the territorial limits of the Town of Reading shell be deposited in the dumping area, except by speolal permit issued by the Board of Public Wortcs in each in- stance. 4. The deposit of garbage or offal of any Icind or nature is Prohibited. 5- The Town reserves the right to refect any materials which it feels to be detrimental to the operation of the dump. Decisions under this section shell be made for the Board of Public Works by the Superintendent. G. Failure to comply with these Regulations shall be cause for suspension or revocation of permit. 7. There shall be no dumping allowed on Mondays; other days, 7:00 A.M. - 7:00 P.M. 8. All salvaging is prohibited. FEE SCHEDULE 1. Residents of the Town of Reading depositing normal house- hold rubbish Fee - None 2. Commercial establishments depositing rubbish in their own truck Fee - $20 annually 3. Indopendent contractors depositing normal household rub- bish, rubbish from business establishments and for depositing brush, ileaves and limbs Fee - $50 annually �.. 4. Commercial or manufacturing establishments depositing other than normal rubbish or the end rubbish from commercial or manufacturing operations Fee - $100 annually 5. Depositing rubbish of a nature not hereinbefore designated Fee - $5 per load INSTRUCTIONS TO APPLICANT 1. Permits for the use of the Town Lump may be obtained at the Board of Public 4:orks, Town Hall. 2. Independent contractors shall exhibit at the Board of Public Works, a trucking license prior to the dumping permit being issued. 3. Commercial dumpers will be classified under the Fee Schedule by the Superintendent of the Board of Public Works. - 4. These regulations are adopted under Article 12, Section 16, of the General By-laws of the Town, and violations of these regu- lations are subject to Article 19, Section 1, of the General By-laws of the mown of Readirg.
