Meeting of the Board of Public Works opened at 7:30 P.M.
in Room 16, Municipal Building.
Present were Chairman Kenney, Secretary Cochrane, Board
Members Florence, Leonard and Watt, and Superintendent Welch.
Minutes of the previous meeting read and approved.
The Board conferred with David T. Brigham and Thomas F.
Galvin, Subcommittee of the Finance Committee, who will work with
the Board of Public Works for the coming year. It was agreed that
Messrs. Brigham and Galvin will receive copies of the Agenda for
each meeting.
Public hearing was held at 8:00 P.M. in Room 2 regarding
the construction under the Betterment Act of a Bituminous Concrete
sidewalk on the Easterly side of Pearl Street from Charles Street
to Wakefield Street. Twenty-four persons attended the hearing.
The sidewalk program as set up by the Department was ex-
plained to the abuttors; also method of payment. Numerous ques-
tions were asked regarding petitions, necessity £ori- a sidewalk,

removal of trees and poles, etc. The Board 0i I a petition
from Stanley I. Robinson and Erline M. Robinson requesting that
they be exempted from the construction of the sidewalk for certain
listed reasons. The abuttors were polled as follows: - In favor -
11; opposed - 6; non-committal - 0.
Public hearing was held at 8:30 P.M. regarding the con-
struction under the Betterment Act of a Bituminous Concrete side-
walk on the northerly side of Lowell Street from Grove Street to
Beverly Road. Twenty-four persons attended the hearing.
The sidewalk program as set up was explained to the

abuttors; also method of payment. William E. Nicholson of 333
Lowell Street presented a petition signed by twenty-five resi-
dents of the aforementioned area requesting that the sidewalk be
constructed wholly at the expense of the Town and not under the
Betterment Act. Various abuttors spoke in opposition to the
construction of the sidewalk. The abuttors were polled as fol-
lows: - In favor - 2; opposed - 13; non-committal - 1.
Meeting adjourned temporarily at 9:45 P.M. to meet as
the Board of Survey.
Meeting reconvened at 10:00 P.M.
Meeting scheduled for 9:00 P.M. with the Selectmen in
regard to the Town Dump was postponed. Mr. Watt moved, Mr.
Leonard seconded and the motion carried that the Chairman and
Secretary confer with the Selectmen at an appointed time.
The items of sidewalk construction on Pearl Street and
Lowell Street were discussed. Mr. Watt moved that the Board ap-
prove construction of a sidewalk in Pearl Street according to the
proposal presented at the hearing and place Pearl Street on the
list of sidewalk construction. Mr. Leonard moved to amend Mr.
Watt's motion to state that- the construction be started as soon
as possible; Mr. Florence seconded the amendment.
The amendment was passed and the original motion was
voted. Abuttors will be notified by letter.
Mr. Cochrane moved, Mr. Watt seconded and it was voted
that construction of the sidewalk on the northerly side of Lowell
Street from Grove Street to Beverly Road be postponed indefinitely.
Abuttors ',rill be notified.

It was moved, seconded and voted that a hearing be held
on the installation of sidewalks on the southerly side of Hartshorn
Street from Lowell Street to John Carver Road.
Read note from the Superintendent in regard to inclusion
of automatic transmission in the specifications for one new four-
door sedan. Mr. Matt moved that the Board rescind the amendment
to the motion of April 27, 1964 to include deletion of automatic
transmission in the specifications; Mr. Florence seconded and it
was voted. A discussion followed.
Mr. Cochrane moved that the specifications include auto-
matic transmission and power brakes, Mr. Watt seconded and it was
voted.
Read note from the Superintendent with reference to re-
quest from Domenic Zanni, owner of two lots on Shady Hill Lane to
install a storm drain from the rear of the lots to the public
drain in Shady Hill Lane. The expenses will be borne by Mr.Zanni.
Mr. Leonard moved, Mr. Watt seconded and it was voted to allow Mr.
Zanni to install the drain.
The Superintendent presented to the Board budget com-
parisons - 1964 actual - 1965 proposed estimated, which was taken
under advisement.
Read letter from the Board of Selectmen in regard to a
drainage brook between 78-88 Sturges Road; also copy of letter
to Editor of Reading Chronicle regarding same. The Superintendent
will visit the area and check the problem.
The Board signed the Billroll dated May 1, 1964.
