HomeMy WebLinkAbout1964-04-27 Board of Public Works Minutes 43 April 27, 1901 Meeting of the Board of Public Works opened at 7:30 P.M. in Room 16, Municipal Building. Present were Chairman Kenney, Secretary Cochrane, Board Members Leonard and Watt and Superintendent Welch. Minutes of the previous meeting read and approved as amended. Bids were opened on One ( 1) New 4-Door Sedan as follows: - Newhouse Motor Sales $2,075.00 Hillcrest Motor Mart 2,097.00 Gray's Ford Sales, Inc. 1,857.00 Blais-Porter, Inc. 2,053.00 It was moved, seconded and voted to take the bids under advise- ment. Public hearing was held at 8:00 P.M. in regard to the taking of easements through private property Westerly of Franklin Street and Northerly of Colburn Road to Van Norden Road, for water main purposes. Mr. and Mrs. E. B. Smith, Mr. and Mrs. A.W. McMahon, Mr. and Mrs. Peter M. Cunningham, Joseph Cahill repre- senting Mr. and Mrs. Cunningham, Mrs. Elinor A. Butt, and George Larson and Philip Buzzell representing the Meadow Brook Golf Club attended the hearing. A general discussion ensued on the proposed water main construction in relation to the individual property owner's pro- blems. The Superintendent and Board Members answered questions pertaining to the restoration of the properties. The Board agreed 44 to write a letter stating what it would guarantee to repair and/or replace damaged trees, walls, fences, etc. on the re- spective properties. The interested parties adjourned to Room 19 to view layouts and sign Waiver of Claims from Damages. Owners of the Selfridge, Butt and Cunningham properties signed easements; others did not. The Board adjourned temporarily at 9:00 P.M. to meet as the Board of Survey. The Board reconvened at 9:50 P.M. Read note from the Superintendent regarding the pump- ing of water onto the Street by the owner of property at 394 Pearl Street (Carl Schloth) and his suggestion that Mr. Schloth be requested to connect his outlet to the storm drain. Mr. Watt moved, Mr. Leonard seconded and it was voted that the Superintendent advise Mr. Schloth that since it is a violation to pump water into the street, the Board suggests he connect to the storm drain installed in the street in front of his property immediately, according to Town specifications. Read note from the Superintendent regarding bills for insurance for the Board of Public Works as follows: - Sewer Maintenance $2,866.04 Water Maintenance 5,707.1 $8,573.19 as compared with the 1964 budget of Sewer Maintenance $2,200.00 No Yater Maintenance 2,600.00 $4,800.00 A discussion ensued in regard to the writing of the policies and r payment of same. It was agreed that a meeting be set up with the Insurance Committee to discuss the matter. Read note from the Superintendent stating that the estimated cost of installing an 18-inch storm drain in private land between 62/66 Sturges Road is $1,300.00. A discussion fol- lowed. Mr. Leonard moved that letters be written to Messrs. Ercoline and Harte advising them of the cost of the installation and the Board 's opinion that any improvement in conditions due to changing the pipe would not warrant the expense; Mr. Watt seconded and it was voted. ' The Board was informed by Mr. Kenney that Woodbury C. Titcomb, Chairman of the Finance Committee, had requested that the Department submit to them an estimated budget for 1965 prior to May 15, 1964. The Chairman informed the Board that David Brigham and Thomas Galvin, Subcommittee of the Finance Committee, had requested a conference with the Board of Public Yorks. The Sub- committee desires to work along with the Board during the year. A meeting will be arranged for May 4. Read note from the Superintendent in regard to the em- ployment of twelve college boys in 1964 as compared with twenty- three in 1963. Employment was based on the merit ratings given by the foremen. It was agreed to accept the data as a point of information. 4G It was moved, seconded and voted to remove the item 1 of bids on One New 4-Door Sedan from the table. J Mr. Watt moved that the car be rebid and the following items deleted from the specifications: AM-FM radio, two-tone color, and power brakes, and undercoating will be added; Mr. Leonard seconded. Mr. Cochrane amended the motion to include deletion of automatic transmission; Mr. Leonard seconded and the motion carried. Mr. Kenney was opposed to the deletion of the automatic transmission. The Board signed the Billroll dated April 24, 1964. Meeting adjourned at 10:55 P.M. Respectfully subpXtAecd, eta' J
