Meeting of the Board of Public Works opened at 7:30
P.M. in Room 16, Municipal Building.
Present were Secretary Kenney, Board Members Cochrane,
Florence and Leonard and Superintendent Welch. In the absence
of Mr. Watt, Mr. Itenney acted as Chairman.
Minutes of the previous meeting read and approved.
The Board adjourned temporarily at 7:40 P.M. to meet
as the Board of Survey.
The Board reconvened at 7:45 P.M.
The Board conferred with Harold Kilgore, Whitman &
Howard, who presented a progress report on the status of the
engineering studies on the main outfall sewer and interceptor
sewers between John Street, Salem Street and Charles Street. The
Board viewed three-dimensional photographs of the main outfall
sewer taken by Associated Services of Watertown. Mr. Kilgore
reported on the preliminary findings which included broken pipe
and leaking joints. It was recommended that hydraulic studies
be made in the latter part of March. Completion date has tenta-
tively been established as June 1, 1964.
The Board met with Frank Heaney and Murray Marks of
Camp, Dresser & McKee who presented a summary of the Rubbish
Disposal Study which was discussed in detail. Mr. Heaney answered
questions and discussed several methods of refuse disposal, such
as sanitary fill, composting and incineration, and their reference

to locations within Reading as well as outside Reading.
requested of Mr. Heaney that the land behind the Reading Rifle and

Revolver Club, off Haverhill Street, be investigated thoroughly
as a site for rubbish disposal. '
Mr. Florence moved, Mr. Leonard seconded and the motion
carried to approve the following pole locations requested by the
New England Telephone & Telegraph Company - Reading Municipal
Light Department (verification only):-
BATCHELDER ROAD - From Haverhill Street, seventy-two (72)

Read letter from the State Department of Public Works
enclosing application form for Chapter 822. It was moved,
seconded and voted to accept the data as a point of information.
Read note from the Superintendent regarding article
on the Warrant authorizing sale of land on Grove Street to Edward
Resnik by the Selectmen. This matter originated in the Office o£
the Board of Public Works and it was the Superintendent ' s sugges-

' tion that the Board of Selectmen be acquainted with the facts of
the proposed sale.
Mr. Florence moved, Mr. Leonard seconded and it was voted
that the Superintendent write the Selectmen a letter containing the
factual information.
Read letter from Charles Day, 76 Curtis Street, request-
ing abatement on water bills dated April 1963 and October 1963;
also a hearing before the Board. As the bills are less than
$100.00 each, Mr. Welch has authority to grant any abatement.
Mr. Leonard moved, Mr. Florence seconded and it was voted
that the request be referred to the Superintendent for his action.
It was moved, seconded and voted that Item #10 on the
' Agenda, letter from Meadow Brook Golf Club relating to Yater Main
Easement be tabled for one week; also Item #4 in regard to Sturges
Road Storm Drain.
Read note from the Superintendent in regard to various
services (including utilities and maintenance) which may be re-
quested by the Swimming pool Committee free of charge. Mr. Coch-
rane was instructed to advise Mr. Donley to present the complete
story to the Finance Committee and that the Board of Public Works
as of now would not use any of .its present funds for the maintenance
of the pool or for the installation of utilities.

Conferred with the Finance Committee in relation to
Sewer Construction Appropriation and Road Machinery Operating
Account.
The Board agreed to reduce Sewer Construction request
from $12$,000.00 to $100,000.00 at February 17, 1964 Special
Town Meeting providing (1) an additional $2$,000.00 will be
added at Regular Town Meeting in March, if possible, and (2) the
out, if effective, will be for 1964 only.
Also agreed to reduce requests for new equipment in
Road Machinery Operating Account by $4,500.00. It will pur-
chase one sidewalk tractor instead of two, but will purchase
one light-weight wheel-type tractor as recommended in the budget.
It was moved, seconded and voted to continue the meeting
in Executive Session toconsider proposed 1964 salary increases.
Action was postponed to February 10, 1964.
Meeting adjourned at 11:15 P.M.
