HomeMy WebLinkAbout1964-01-20 Board of Public Works Minutes i1 January 20, 1964 Meeting of the Board of Public Works opened at 7:30 P.M. In the Auditorium of the Community Center, 52 Sanborn Street. Present were Chairman Watt, Secretary Kenney, Board Mem- ber Leonard and Superintendent Welch. Public hearing was held on the laying out as Public Ways under the Betterment Act of the following: - ARNOLD (Private] AVENUE which runs in a Westerly direction, a distance oft§5 .00 est to a dead end; GARRETT (Private ) ROAD which runs in a Westerly direction from Shelby Road, a distance of 385.00 feet to Monroe Avenue; MONROE (Private) AVENUE which runs in a Southerly direc- tion rom Arcadia Avenue, a distance of 875.00 feet to a dead end; SHELBY (Private ) ROAD which runs in a Southerly direction from Arcadia Avenue, a distance of 625.00 feet to Garrett Road; STEWART (Private) ROAD which runs in a Y6sb3rly direction TrOm EdgemOF Avenue, a distance of 620.00 feet to Shelby Road. Fourteen persons attended the hearing. A general discus- sion was held and questions were asked of and answered by Board Members and the Superintendent. A record of the vote follows: - In Favor Opposed Non-Committal Arnold Avenue 1 0 1 Garrett Road 3 0 0 Monroe Avenue 5 0 0 Shelby Road 3 0 1 Stewart Road 3 0 0 Those attending the hearing were invited to view the plans and ask Ltechnical questions of the Engineering Staff. The Board convened in Room 16, Municipal Building. t� It was moved, seconded and voted that the Board meet in Executive Session to confer with the Personnel Board to disdi i - cuss matters pertaining to personnel. The meeting continued in open session. Minutes of the previous meeting read and approved. The Board considered the bill submitted by Weston & Sampson in the amount of $6,053.14 for engineering services in ex- cess of the lump sum agreement between the Board and Mr. Bogren in May of 1961. After reviewing and discussing previous letters and Minutes, the Board concluded that the letter dated May 19, 1961 from Weston & Sampson confirming acceptance of the negotiated fee of $32,950.00 consummated the agreement and no further remuneration is due Weston & Sampson for engineering services relating to the design and construction of the Water Treatment Plant. It was moved, seconded and voted that the Superintendent �1 draft a letter to Mr. Sampson to be signed by the Chairman stating the Board of Public Work's decision. Read petition signed by 52 employees requesting deduction statements with weekly pay checks. Mr. Leonard moved that a notice be posted advising the employees that it is a reasonable request, and as soon as practical, the information will be available to them; Mr. Kenney seconded and the motion carried. The Board took up the Acceptance of Streets: - ARNOLD AVENUE - Mr. Kenney moved that the Board recommend Accept Arnold (Private) Avenue as a Public Way under the Betterment Act at the Annual Town Meeting; Mr. Leonard seconded and it was voted. we GARRETT ROAD - Mr. Kenney moved that the Board recommend ccep�f Garrett (Private ) Road as a Public Way under ow the Betterment Act at the Annual Town Meeting; Mr. Leonard seconded and it was voted. MONROE AVENUE - Mr. Kenney moved that the Board recommend ccepS tante ori Monroe (Private) Avenue as a Public Way under the Betterment Act at the Annual Town Meeting; Mr. Leonard seconded and it was voted. SHELBY ROAD - Mr. Kenney moved that the Board recommend cce�ce of Shelby (Private) Road as a Public Way under the Betterment Act at the Annual Town Meeting; Mr. Leonard seconded and it was voted. STEWART ROAD - Mr. Kenney moved that the Board recommend Acceptance of Stewart (Private) Road as a Public Way under the Betterment Act at the Annual Town Meeting; Mr. Leonard seconded and it was voted. Read note from the Superintendent stating that when the Consultant on the Rubbish Disposal Study - Frank Heaney of Camp, L Dresser & McKee - conducted a six-day check of materials coming into the dump, he found that the amount being deposited was about double the average for this kind of dump. Mr. Heaney felt that one possible reason is outsiders using the dump. Mr. Leonard moved that unscheduled checks of the dump be made by deputized employees of the Board of Public Works and all outsiders turned away; Mr. Kenney seconded and it was voted. It was moved, seconded and voted to remove from the table the revoking of assessments for the laying of water main on Charles Street on the properties of West and Fitt. Mr. Kenney moved, Mr. Leonard seconded and it was voted that the Order of Assessment dated October 23, 1963, for the lay- ing of water main in Charles Street is hereby revoked as to those properties listed in the schedule attached to the recorded Order of Assessment, Middlesex South District Deeds Book 10366, Page 528, with the exception of the assessment in the amount of $953.85 on Lot 4 Clayton R. Nash and Ruth S. Nash and estimated assessment in the amount of $521.92 on Lot 4d in the name of Edith M. Swett, which two assessments shall remain in full force and ef- fect. Read notice from the Board of Selectmen that Articles for the k'arrant for a Special Town Meeting to be held on Monday, February 17, 1964 must be filed in the Selectmen's Office not later than 9:00 P.M. , Monday, January 27, 1964. Read letter from the Board of Selectmen which stated that a complaint had been registered by a Mr. King of the Massa- chusetts Department of Public Works, District 4, to the effect that paper, rubbish and cartons were blowing up onto Route 128. The Department intends to extend the wire fence in the early Spring. This will help to eliminate the complaint of Mr. King. The Board signed the Billroll dated January 17 and Payroll for the period January 11 through January 17, 1964. Meeting adjourned at 9:50 P.M. Respectfully submitted, Secretary
