HomeMy WebLinkAbout1965-12-20 Board of Public Works Minutes December 20, 1965 Meeting of the Board of Public Works opened at 7:30 P. M. in Room 16, Municipal Building. Present were Chairman Cochrane, Secretary Watt,Board Members Kenney and Leonard and Superintendent Welch. Minutes of the previous meeting read and approved. Public hearing was held regarding the petition of the New England Telephone & Telegraph Company to install underground conduits and manholes as follows: - 1. Main Street and Salem Street: Easterly from existing manhole 74/16B, located Main Street easterly side, extending into the southerly side of Salem Street, approximately eighteen (18) feet of underground con- duit, also one (1) manhole Salem Street ' 2. Main Street: Easterly side, northeasterly from man- hole 7F/73-, approximately twelve (12) feet of under- ground conduit, also one (1) manhole 3. Main Street: Easterly side, southeasterly from man- Mo-17-747T57 approximately twelve (12 ) feet of under- ground conduit, also one (1) manhole Mr. George Cooley, representing the New England Tele- phone & Telegraph Company, attended the hearing. It was moved, seconded and voted to approve the pe- tition. Mr. Galvin ,joined the meeting. The Board conferred with William P. Stiokney, Chairman, and Carl G. Bardh, Secretary of the Incinerator Committee of the Town of Lynnfield. Mr. Cochrane explained that the talks were ' exploratory to see to what extent the Towns were interested. Mr. Stickney stated that the Town of Lynnfield was not interested in excess capacity and would like to be in on a perma- nent basis. He stated that it seemed short-range thinking to have a contract for a period of ten to twelve years. The Board discussed growth projection, Regional Incineration, disposition of residue and unburnable items, and collection of rubbish and garbage. No agreements were reached. The Board conferred with Messrs. Hutchinson, Robert Nickerson, Tilton and Laetsch who represented employees of the Department of Public Works. Discussed were: Overtime pay - daily basis instead of weekly; holiday pay - in the event the holiday falls on Saturday, a day' s pay or Friday off; vacation - three weeks after five years, four weeks after ten years, to become effective on the anniversary date of employment; and a flat 10,% pay increase for all employees. All matters were taken , under advisement. Hearing was held at 8:30 P.M. regarding taking of an easement through private property southerly of Cross Street for drainage and sewerage purposes. The owners of the land affected by the proposed sewer easement - Lila and Clifton Merrill - had signed a Release from Damages in favor of the Town and did not appear at the Hearing. Mr. Watt moved, Mr. Kenney seconded and it was voted to sign the Order of Taking. Copies of Chapter 763 - Acts of 1965 - Collective Bar- gaining, were presented to the Board for further study. The ma- terial was accepted as a point of information. The Superintendent presented Board Members with a , graph showing a comparison of the cost of sewer bond issues ver- / sus annual sewer appropriations. The matter was accepted as in- formation. The question was raised regarding the depth of the test well at 100 Acres. Mr. Welch reported that the test well still had not recovered to previous levels but was holding about level. A general discussion ensued with reference to the avail- ability of water in the area and the future needs of the Town. Read letter from Roderick Macdonald, Assistant to the Superintendent of Schools, in Charge of Maintenance, stating that it was the consensus of the School Committee that the area abut- ting the Barrows School should be developed primarily for general recreational purposes while at the same time providing additional ' facilities for school physical education and playground. It was agreed that the School and Recreation Committees will be requested to send representatives to confer with the Board of Public Works on January 10, 1966 regarding this area and other proposed park and playground projects. Read note from the Superintendent in regard to agree- ment with the State of Massachusetts covering maintenance of Town Public utilities crossing over and under portions of Inter- state highways in Reading. The Board moved, seconded and voted to approve the signing of the Agreement, authorize Mr. Cochrane to sign the Agreement and write a letter to the State Department of Public ' Works certifying the endorsement. The Board approved a tentative budget for 1966. To- talizing sheets are to be forwarded to Mr. Galvin of the Finance , Committee.
