Meeting of the Board of Public Works opened at 7:30
P.M. in Room 16, Municipal Building.
Present were Chairman Cochrane, Secretary Watt,
Board Members Florence and Kenney, Superintendent Welch and
Mr. Galvin.
Minutes of the previous meeting read and approved.
Read letter from the Secretary of the Incinerator
Committee, Town of Lynnfield, stating their interest in the
Town of Reading's incinerator plans. It was agreed that the
Superintendent will acknowledge the letter and arrange a meet-
ing convenient to both parties.

Wakefield
the apartment of Public Works, confirming meeting to be held
December 13 at 7:00 P.M. to discuss incineration.
The Board adjourned temporarily at 7:40 P.M. to meet
as the Board of Survey.
The Board reconvened at 7:$0 P.M.
Read note .from the Superintendent suggesting that the
Department be closed at noon, December 24. In the event of in-
clement weather, the employees will work the normal hours.
Mr. Florence moved, Mr. Kenney seconded and the motion carried
to approve the above suggestion.
Read letter from Roderick E. Macdonald, Assistant to
' the Superintendent, in Charge of Maintenance, Reeding School
Department, and the action taken at the School Committee meeting
on November 22, 1965 regarding his proposals for finishing the ,
undeveloped area at the Barrows School, as follows: -
VOTED to request the Board of Public Works and the
finance Committee to consider a larger budget allot-
ment in their Special Parks Account, and also to
reconsider the priorities for all playground work
(along with the recommendations of the Recreation
Committee) or see what it will do in relation there-
to, so progress may be made at the Barrows area. -
A- discussion ensued. Mr. Kenney questioned the advisability
of checking the matter with the Recreation Committee to ascer-
tain the playground traffic in the area. The matter will be
discussed at a meeting to be held with the Recreation Committee
on December 8. The Board also requested that a letter be
written to the School Department requesting further informa-
tion before asking for increased park development funds; ,
particularly if the School Committee wishes the work done
primarily for school physical education purposes.
The Board conferred with members of the Personnel
Board regarding the petition received from and signed by 55
members of the Department. The petition had been presented
previously to the Board. Mr. Murphy, Chairman, stated that the
Personnel Board felt the Board of Public Works was better able
to bargain with the employees but would be pleased to assist
in any way possible. Information will be obtained and forwarded
to the Department on the prevailing practices in industry. The
Board of Public Works will confer with representatives of the
employees on December 20.
Mr. Packard joined the meeting. '
' The Board discussed the budget in detail. It was
agreed that the Parks and Playgrounds - Special and Birch
Meadow Development programs would remain as estimated for the
present. The estimated budget figure for the Town Dump would
be reduced to $45,000.00. Pages 13 through 27, which included
various Water, Sewer and Miscellaneous accounts were considered.
The Board also considered purchase of an automatic traffic
counter which will be included in the Engineering Division bud-
get.
The Board signed the Billroll dated December 3, 1965•
