HomeMy WebLinkAbout1965-11-15 Board of Public Works Minutes November 15, 1965 LMeeting of the Board of Public Works opened at 7:30 P.M. in Room 16, Municipal Building. Present were Chairman Cochrane, Board Members Florence, Kenney and Leonard and Superintendent Welch. Minutes of the pre vious meeting read and approved . Public hearing was held at 7:45 P.M. regarding the pro- posal of the Mystic Valley Gas Company to install a six-inch main in FOREST STREET: Spruce Road to Martin Road, approximately 330 feet MARTIN ROAD: Forest Street to Colburn Road Extension, approximately 1530 feet L Mr. and Mrs. Robert Bennett, 34 Martin Road attended the Hearing. Mr. A. J. DSGiovanni represented the Mystic Valley Gas Company. Mrs. Bennett questioned the assessment of betterments if the gas were installed . Mr. Kenney moved the petition be approved, Mr. Florence seconded and it was voted. The Board signed the gas main location plan. The Board adjourned temporarily at 7:50 P.M. to meet as the Board of Survey. The Board reconvened at 9:00 P.M. Read petition signed by 17 abuttors regarding the con- dition of the sidewalks and sides of Forest Street. The condi- tion became apparent after the installation of a gas main by the ' Mystic Valley Gas Company. The Superintendent informed the Board that the Mystic Valley Gas Company had been contacted in re- gard to the situation. Copies of the Leakage Survey made by Associated Water Services were presented to the Board Members for study and future discussion. Read petition under date of November 2, 1965 from property owners of Bradford Road and Fielding Road requesting that the boulders placed on the unfinished Bradford Road Ex- tension connecting Bradford and Fielding Roads be removed im- mediately and the reasons therefor; also petition under date of August 27, 1965 from residents of Fielding Road requesting erection of barrier or barriers across the "dead end" of Field- ing Road so that it becomes in effect a dead end and not in name only. A discussion ensued. Mr. Kenney moved no action be taken, Mr. Leonard seconded and it was voted. Read notice from the Selectmen stating that a Special Town Meeting will be held December 6, 1965• Transfers will be needed to the following accounts: - 1. Water Const, and Maint. - Salaries $5,000.00 2. Dump - Materials 2,000.00 Item #1 would be transferred from Water Available Surplus; $1, 600.00 remains in the Consulting Engineers Appropriation for 100-Acre Water Supply. This amount could be transferred to the Dump-Materials Account. Mr. Kenney moved, Mr. Leonard seconded and it was r voted that Articles be inserted in the Warrant for the Special LTown Meeting requesting the funds. It was moved, seconded and voted to sign the follow- ing: - Order of Taking - Drain and Sewer Easement Northerlycf Victoria Avenue. Release from Damages had been signed previously. 1965 Memorandum of Understanding - State Department of Public Works - Haverhill Street - Chapter 90 Betterment Commitment Sheets - Sidewalk and Sloped Curb- ing - 15 Hillcrest Road `r The articles were signed . f The Board was informed by the Superintendent that ar- rangements for conferences on Incineration have been made as follows: - With the Town of Stoneham 11/29/65 8:00 P.M. With the Town of Wakefield 12/13/65 8:00 P.M. The date was accepted as a point of information. The Board discussed easements which will be necessary for drainage of the Sturges Road area. The date was accepted as a point of information. The Board discussed the Sewer Construction Program 1966 through 1971 as prepared by the Superintendent. Program is based on the assumption that the annual appropriation will be at least ' $150,000.00. The Board debated the raising of funds by tax levy versus bond issue. Mr. Florence moved that the program as outlined, based on the assumption that the annual appropriation be at least $1$0,000.00, be accepted; Mr. Leonard seconded and it was voted. The Board signed the Billroll dated November 12 and Payroll for the period November 6 through November 12. Meeting adjourned at 10:00 P.M. Respectfully submitted, Secretary
