HomeMy WebLinkAbout1965-09-13 Board of Public Works Minutes September 13, 1965 ' Meeting of the Board of Public Works opened at 7:40 P.M. in Room 16, Municipal Building. Present were Chairman Cochrane, Secretary Watt, Board Member Kenney and Superintendent Welch. Minutes of the previous meeting read and approved. Selectman Herbert Gent appeared before the Board and advised the Members that the Board of Selectmen had voted to accept the $15,000.00 contribution from Addison-Wesley Publishing Company to the Town of Reading and appropriate it for construction of sewers to be used in conjunction with funds voted by the Town and set up in an account entitled - Sewer Construction 1965 - Southwest Section. Read Notice of Public Hearing from County Commissioners regarding Chapter 90 Construction and Maintenance work. The Board was advised that funds will be requested to continue the construction of Haverhill Street from the end of the 1965 project toward North Reading. It was moved, seconded and voted to accept the data as a point of information. Figure will be included in the 1966 budget. Read petition from abettors on the east side of Elliott Street from Haven Street to Green Street, requesting installation of sidewalks, and in some instances, granite curbing. Mr. Kenney moved, Mr. Watt seconded and it was voted that the petition be considered in the sidewalk construction program. Read petition from the New England Telephone & Telegraph Company - Reading Municipal Light Department requesting joint pole relocation on Haverhill Street - westerly side - relocated pole 40/17 approximately seven (7) feet southerly. Mr. Kenney moved, Mr. Watt seconded and it was voted to approve the pe- tition. Read correspondence from Herbert P. Gleason of Hill & Barlow regarding abatement on Miss C. Mildred Tuttle 's sewer frontage betterment assessment. Mr. Kenney moved that the abate- ment be denied, Mr. Watt seconded and the motion carried. Read letter from Whitman & Howard relating to new Federal Laws covering grants for Public Works projects. The Superintendent was instructed to communicate with the Housing and Home Finance Agency requesting information, instructions and application forms when available for this program and con- sider the Town of Reading as an applicant. Read note from Superintendent regarding reduction in the proposed October 196$ water bill of Donald Fields, 243 Haverhill Street of $101.90. Mr. Fields bills vary from $20.00 to $45.00 and he knows of no reason for the large bill. The Superintendent will check for additional information and the reduction will be discussed at the meeting of September 20. Mr. Thomas Galvin, Sub-Finance Committee Member, joined the meeting. sewer Read list of three lowest/7=ers. Read status of sewer construction funds as of August 27, 1965, as follows: - r 1. Inspection salaries 1,000 Total 200,900 Balance Unencumbered $ 1,500 It was moved, seconded and voted that the contract for installa- tion of sewer pumping station at Sturges Park and sewer mains in South Street and Walnut Street be awarded to the low bidder, T. D. Sullivan & Sons Company in the amount of $132,573.00. ' Discussion of the Rubbish Disposal Report was postponed until the next meeting of September 20, 1965. The Board signed the Chapter 90 Construction Agreements for Haverhill Street and the Billroll dated September 10, 1965. Meeting adjourned at 8:30 P.M. Respectfully submitted, G+1 Secretary 1
