Meeting of the Board of Public Works opened at 7:40
P. M. in Room 16, Municipal Building.
Present were Secretary Watt, Board Member Leonard and
Superintendent Welch. In the absence of Mr. Cochrane, Mr. Watt
acted as Chairman.
Minutes read and approved .
Public hearing was held at 7 :45 P. M. regarding the
proposed extension of the Mystic Valley Gas Company main in
South Street from West Street Southerly about 430 feet to be-
yond Whitehall Lane.
Mr. Lewis Stockwell, representing Mystic Valley Gas
' Company, attended the hearing.
The petition was taken under advisement due to lack
of a quorum.
Public hearing was held at 8:00 P. M. regarding the
petition of the New England Telephone & Telegraph Company to
install underground conduit and one manhole, as follows: -
WEST STREET AND Northeasterly from manhole 74/47 located in
WOBURN STREET West Street extending Northeasterly into and
along the Northwesterly aide of Woburn Street
to manhole 74/66, approximately thirteen hun-
dred fifty ( 1350) feet of underground con-
duit; also, one (1) manhole in Woburn Street.
Mr. George Cooley, representing the New England Tele-
phone and Telegraph Company, attended the hearing.
The petition was taken under advisement due to lack
of a quorum.
Read request from William A. Sorenson, 55-57 Bancroft
Avenue for installation of sloped granite curb in front of his
premises. The Superintendent explained that there was a some-
what severe gutter washout at this location.
Mr. Watt moved, Mr. Leonard seconded and it was voted
subject to confirmation by at least one more Board Member.
Read note from the Superintendent in regard to the
extension of the sanitary sewer in South Street and Walnut
Street.
Mr. Leonard moved, Mr. Watt seconded and it was voted
subject to confirmation by at least one more Board Member that
the Department proceed with the installation of the pumping sta-
tion and sewers - advertise for bids in late July, take bids
in late August and award the contract in early September; also,
proceed with sewer betterment hearing on July 19, 1965. A let-
ter will be written to the President of Addison-Wesley Publishing
Company requesting information on the construction of the new
building and confirmation of the agreement previously made in re-
gard to the participation in the cost of the sewer installation.
Read note from the Superintendent in regard to drain
work in the Sturges Road area tentatively planned for 1965-66.
Due to the fact that the plans and instruments necessary were
not recorded several years ago, the Department does not have
easements in the area. It was suggested that work be postponed
until 1966 in order to do the necessary work and letters sent to
Sturges Road abuttors advising them of the situation.
' Mr. Leonard moved, Mr. Watt seconded and it was
voted subject to confirmation by a third member that the above
program be followed.
Read list of bidders for the #15 Pumping Station
Equipment. Mr. Leonard moved, Mr. Watt seconded and it was
voted subject to confirmation by a third member that the con-
tract be awarded to R. H. White Construction Company, Auburn,
in the amount of $11, 106.00.
Read list of bidders for One (1 ) New Track Laying
Tractor with Cab and Front End Multi-Purpose Bucket.
Mr. Leonard moved, Mr. Watt seconded and it was voted
subject to confirmation by a third member that the Department
' purchase One New Caterpillar 955 from Perkins Machinery Company,
Inc. at a net bid price of $21,000.00.
Read note from the Superintendent in relation to re-
cently enacted legislation making it allowable for municipali-
ties to pay tuition fees for engineers to attend night school
for a period of one to five years and obtain so-called associate
degrees or individual certificates. In this area classes will
be held at Lowell Institute. The law provides that the State
will pay one-half the tuition cost of $150.00 providing the Town
contracts to pay the other half. The Selectmen shall make the
Agreement for the Town with the State Director of Personnel and
Standardization at the request of the Board of Public Works.
' Mr. Leonard moved that the Selectmen be requested to
make the Agreement with the stipulation that the men stay with
the Department at least six months after the completion of
the course as an obligation or pay the tuition fees; Mr. Watt
seconded and it was voted subject to confirmation by a third
Board Member.
Received petition for extension of the common sewer
signed by Clarence W. Enos, Robert Reppucci and Catherine E.
Roche to service their properties at 147, 144 and 148 Lowell
Street respectively.
Mr. Leonard moved, Mr. Watt seconded and it was
voted subject to confirmation by at least a third Board Member
that the petition be placed on file for installation when funds
become available.
The Board adjourned temporarily at 8:30 P. M. to
meet as the Board of Survey.
The Board reconvened at 8:45 P. M.
The Board signed the Billroll dated June 25 and Pay-
roll for the period June 19-25, 1965•
Mr. Cochrane came to the meeting and agreed to all
the items which had been voted previously.
Meeting adjourned at 9:00 P. M.
