The Board met at 7:15 P.M. and made a tour of the Li-
brary Building. -
The Board convened in Room 16, Municipal Building.
Present were Chairman Cochrane, Secretary Watt, Board
Members Florence, Kenney and Leonard .
Minutes of the previous meeting read and approved.
Sidewalk application was received from Dr. Robert
W. Wakeling, 60 Lowell Street, requesting installation of a
Bituminous Concrete sidewalk on the Linden Street side of his
property. The area lies between a Granolithic sidewalk on
Linden Street and a Bituminous Concrete sidewalk on Lowell Street,
and completes a block.
Mr. Leonard moved that the sidewalk as described be in-
stalled , Mr. Kenney seconded and it was voted.
Read letter from Rev. Willard C. Arnold, 115 Lowell
Street, outlining the advantage to the Town and to himself by
taking prompt action on his application for connection to the
sanitary sewer. Reference was made to letter received in
November 1964 from Rev. Arnold regarding possible blasting for
the large water main at Bancroft Avenue and Lowell Street and
the resultant damage to his property.
Mr. Florence moved, Mr. Kenney seconded and it was
voted that Rev. Arnold be requested to sign a Release from
Damages, after which his name will be placed on the list for
sewer installation.
The Board reviewed copy of Unit bids for Sanitary
Sewer construction.
Mr. Leonard moved that the Elm Construction Company,
Inc. , Dedham, be awarded the 196$ Sanitary Sewer Contract pro-
vided satisfactory financial arrangements are made in accordance
with the rules and regulations of the Board of Public Works;
Mr. Watt seconded and it was voted.
Read note from the Superintendent in regard to
Article for Special Town Meeting to be held April 26, 1965. Town
Counsel has been requested to prepare an Article for the acqui-
sition of the low land off Grove Street from Myron Wing which
was voted by the Board at a prior meeting. The data was ac-
cepted as a point of information.
Read note from the Superintendent with reference to
the holding of Board Meetings on April 19, a holiday, and April
26, Special Town Meeting. Mr. Florence moved, Mr. Kenney
seconded and it was voted that meetings will be omitted, but if
deemed necessary by the Chairman, will be held April 20 and/or
April 27.
Mr. Leonard requested that the Superintendent submit
information in regard to the installation of sewer and water on
property owned by John Putnam on North Main Street. Mr. Leonard
has been approached by the owner regarding the lard .
The Board opened sub-bids on the Municipal Garage Con-
struction at 8:00 P.M. (See attached list) Copies will be sent
to the General Bidders on the Municipal Garage.
Read list of Storm Drain Projects which it is sug-
gested be accomplished in 1965. The amount of $38,000.00 is
available: -

The Board will make a field trip to the suggested projects on
April 11, 1965 at 11:15 A.M.
Read letter from Town Counsel in regard to the right

to pay a Board Member for loss of a day's pay while said Member
is performing special duties for the Town, more particularly
with reference to visits by the Board to incinerators in various
communities. It is the Town Counsel's opinion that the expenses
of the Board are very properly an expense chargeable to the Town.
However, in view of the first sentence Chapter 118 of the Acts

of 1921, Section 1, as follows: "There shall be established in
the Town of Reading an unpaid Board of Public Works, hereinafter
called the Board, to consist of five members", it is the Town
j Counselts opinion that payment to any Board Member in lieu of a
dayfs pay or in lieu of loss of profits or other income which he
may have sustained as a result of his efforts in behalf of the
Town would be improper.
Mr. Leonard did not care for Mr. Killen's opinion and
requested that copy of the letter be sent him. He will consult
with State legal authorities.
The Board conferred at 6:30 P.M. with Members of the
Board of Health and Thomas Galvin, Sub-Finance Committee. Dr.
Charles R. Baisley, Chairman, outlined the history of garbage
collection over the years and the difficulties which may be en-
countered in obtaining disposal contractors in the near future.
Dr. Baisley informed the Board that the contract with V. Canelas
Company, Inc., of North Wilmington expires June 1966.
Mr. Leonard inquired of Dr. Baisley if the Board of
Health had instigated the meeting and if there were any talk
about collection of garbage. Dr. Baisley informed Mr. Leonard
that his first knowledge of the matter came in the form of an
invitation to confer with the Board of Public Works in regard
to the collection of garbage. Mr. Leonard expressed the opin-
ion that it was antout and out conspiracy' to hasten incinera-
tion and it was premature. Mr. Cochrane informed Mr. Leonard
that the Finance Committee had requested that garbage collec-
tion be handled by the Board of Public Works, hence the meet-
ing.
Dr. Baisley stated that it was the request of the
Board of Health that the Board of Public Works act as its
agents in the collection of garbage.
Mr. Watt moved that the Board of Public Works act as
agents for the Board of Health in this matter; Mr. Florence
seconded and it was voted. Mr. Leonard was opposed.
