Meeting of the Board of Public Works opened at 7rkO
P.M. in Room 16, Municipal Building.
Present were Messrs. Kenney, Cochrane, Florence,
Leonard and Watt and Superintendent Welch.
Minutes of the previous meeting read and approved as
amended.
Mr. Leonard objected to Foremen's Overtime being taken
care of at the Department level as suggested by the Personnel
Board and voted at a previous meeting by the Board of Public
Works, and stated that the present method is set up in the Torn
By-laws. The present By-law should be amended to effect the
change. It was suggested that a letter be sent to the Personnel
Board advising that the Board of Public Works feels the matter
should be presented to a Town Meeting and request the change be
sponsored by the Personnel Board. The Superintendent will pur-
sue the matter and report to theBoard.
Read note from the Superintendent in regard to the
dates for opening of bids, as follows: -
Sewer Construction March 29,1965 8:00 P.M.
Garage Construction -
Sub-bids April 5, 1965 8:00 P.M.
General bids April 12, 1965 7:30 P.M.
The data was accepted as a point of information.
Mr. Florence moved, Mr. Cochrane seconded and it was
voted that the Superintendent be elected Chairman Pro Tem for
Board organization.
It was moved, seconded and voted to elect the Chairman
by ballot. Ballots were submitted and counted by the Superinten-
dent. Mr. Cochrane received four votes and Mr. Florence one vote;
Mr. Cochrane was elected Chairman.
It was moved, seconded and voted to elect the Secretary
by ballot. Ballots were submitted and counted by the Superinten-
dent. Mr. Watt received four votes and Mr. Leonard one vote; Mr.
Watt was elected Secretary.
Read note from the Superintendent with reference to the
possible purchase of a piece of land abutting the South side of
the Little League Field (Hunt Park) which has a frontage of 273.03
feet on Eaton Street and contains 1.89 acres. The property is
assessed for $375.00.
An offering price of $500.00 was suggested. Mr.
Leonard questioned the authority of the Board of Public Works to
dicker for the land and felt that the Board of Selectmen should
take the necessary steps to purchase the land. A discussion
followed.
Mr. Florence moved that the Board of Public Works pur-
sue the matter of obtaining the land on Eaton Street, Mr.Leonard
seconded and it was voted. It was agreed that the Superintendent
will prepare a letter to the Selectmen, signed by the Chairman,
advising that the land will be incorporated in Parks and Play-
grounds.
Mr. Florence moved and Mr. Kenney seconded that the
Board appoint Philip Welch Superintendent of -the Board of Public
Works for a period of one year. Mr. Leonard requested that the
Superintendent and Hearing Reporter be requested to leave the meet-
ing. The Board voted by ballot. The recorded vote was as follows:
In favor - 4, blank - 1.
Read note from the Superintendent with reference to
meeting to be held April 12 at 8:00 P.M. with Members of the Board
of Health and Messrs. Brigham, Galvin and Locke of the Finance Com-
mittee. It was moved, seconded and voted to accept the data as a
point of information.
The Board discussed copy of Proposed Refuse Disposal
Report to be presented to the Town Meeting. Messrs. Florence,
Kenney and Cochrane stated that the report was acceptable; Mr.
Leonard expressed his opinion that more information should be
available and it was not acceptable to him.
` Mr. Florence moved, Mr. Kenney seconded and it wee
voted to accept the report on Refuse Disposal as a point of in-
formation and it is to be presented at the Town Meeting as a re-
port of progress.
Read letter from Elger Corporation (Finance Company)
requesting that the proceeds received from the painting contract
J between the Town of Reading and George F. Burgess of 104 South
Pleasant Street, Hingham, be assigned to the aforementioned corpo-
ration as security for various anticipated advances to Mr.Burgess.
The Board, having no proof of such an agreement with Mr.
Burgess, moved, seconded and voted to deny the request.
Read note from the Superintendent in regard to the Snow
and Ice Budget. The amount carried in the Budget for comparison
purposes was $90,000.00. To date the amount spent is $41,000.00.
Mr. Florence moved, Mr. Kenney seconded and it was voted that
the Budget figure be out to $65,000.00.
The Board conferred with Edmund M. Collins of the Con-
servation Committee and Mrs. Linnaea Thelin of the Conservation
Committee and Reading Garden Club in regard to a plan to beautify
the site of the old Pumping Station on Mill Street. The area,
according to Mrs. Thelin, could be used for recreation. The
Superintendent will check to ascertain who has jurisdiction over
the property. The Board, Mr. Collins and Mrs. Thelin will travel
to the site on Sunday, March 14, at 11:00 A.M.

BROWNING TERRACE
The Board of Public Works of the Town of Reading having
determined and adjudged that common convenience and necessity re-
quire the laying out of a town way under the provisions of law
authorizing the assessment of betterments, substantially in the
location hereinafter described, having complied with all require-
ments of law relating to notice to the owners of land thereof and
of a hearing thereon, and having met at the time and place appointed
for such hearing and then and there heard all persons present who
desired to be heard, have laid out as a town way for the use of the
town running Southeasterly from a public way known as Tennyson Road,
substantially as and in the location of a private way known as
Browning (Private ) Terrace . The boundaries and measurements of said
way as so laid out are as follows :
Beginning at a point on the Easterly side line of
Tennyson (Public) Road, said point being S.15e-40'-30"W. ,
a distance of 105.00 feet from a stone bound;
Thence by a curved line to the left, having a radius
of 25.00 feet, by lands of Donald C. Mitchell and Edith E.
Mitchell, a distance of 39.27 feet to a point;

We determine that no damages will be sustained by any
person or persons in their property by reason of the taking to be
made for this improvement. All acts in connection with said lay-
ing out are done under the provision of law authorizing the assess-
ment of betterments, and betterments are to be assessed therefor.
This laying out so made by us we hereby report to the
Town for acceptance and recommend that said way shall thereafter
be known as a public town way and named Browning Terrace, and that
the sum of Seventeen Hundred ($1,700.00) Dollars be tran Warred

The Board of Public Works of the Town of Reading having
determined and adjudged that common convenience and necessity re-
quire the laying out of a town way under the provisions of law
authorizing the assessment of betterments, substantially in the
location hereinafter described, having complied with all require-
ments of law relating to notice to the owners of land thereof and
of a hearing thereon, and having met at the time and place appointed
for such hearing and then and there heard all persons present who
desired to be heard, have laid out as a town way for the use of the
town running Southeasterly from a public way known as Summer Avenue,
substantially as and in the location of a private way known as Robin
Road. The boundaries and measurements of said way as so laid out are
as follows :
Beginning at a point on the Easterly side line of
Summer (Public) Avenue, said point being 3.320-351 -00"E.,
a distance of 63.41 feet from the division property line
of Lot 1, owned by Albert H. Bosbach Jr. and Jessie L.

We determine that no damages will be sustained by any
person or persons in their property by reason of the taking to be
made for this improvement. All acts in connection with said lay-
ing out are done under the provision of law authorizing the assess-
ment of betterments, and betterments are to be assessed therefor.
This laying out so made by us we hereby report to the
Town for acceptance and recommend that said way shall thereafter
be known as a public town way and named Robin Road and that the
sum of Five Hundred ($500.00) Dollars be transferred from Surplus
Revenue and appropriated for structioOf aid _way.

REPORT OF THE BOARD OF PUBLIC WORKS ON THE LAYING OUT OF
BALSAM ROAD
The Board of Public Works of the Town of Reading having
determined and adjudged that common convenience and necessity re-
quire the laying out of a town way under the provisions of law
authorizing the assessment of betterments, substantially in the
location hereinafter described, having complied with all require-
ments of law relating to notice to the owners of land thereof and
of a hearing thereon, and having met at th. Lime ana place appointed
for such hearing and then and there heard all persons present who
Ldesired to be heard, have laid out as a town way for the use of the
town running Northeasterly from Maple Ridge Road, substantially as
and in the location of a private way known as Balsam (Private) Road.
The boundaries and measurements of said way as so laid out are as
follows :
Beginning at a point at the Southeast corner of
Lot 107, owned by Herbert Higginbotham and Doris M.
Higginbotham;
Thence by a curved line to the left, having a radius
of 25.00 feet, by lands of said Herbert Higginbotham at ux,
a distance of 37.04 feet to a point;
