HomeMy WebLinkAbout1965-03-01 Board of Public Works Minutes ' March 1, 1965 Meeting of the Board of Public Works opened at 7:40 P.M. in Room 16, Municipal Building. Present were Chairman Kenney, Secretary Cochrane, Board Member Watt and Superintendent Welch. Minutes of the previous meeting read and approved as amended. Read note from the Superintendent in regard to tak- ing over' by the Board of Public Works from the Board of Health the collection of garbage. It was suggested that the following be understood : - (1) that the Board of Public Works is acting as' Agen't for and under the authority of the Board of Health, and (2) as an Agent, the Board of Public Works• shell have full control. A discussion followed and it was suggested that a ,8.; ha,,, meeting be held with Messrs. Galvin/an d9 Locke -of the. Finance Committee and Members of the Board of Health. Mr: Watt moved, Mr. Cochrane seconded and it was voted that the Board of Health be notified of the meeting through the proper channels. Read note from the Superintendent in regard to motion made at a previous meeting in relation to Water Main Extension Betterment Assessments on a portion of Charles Street and a portion of Haverhill Street. The data was accepted as a point III of information. The Board discussed foramen's overtime. Mr. Watt moved, Mr. Cochrane seconded and it was voted to establish the following regulation: - Foremen shall be paid overtime if the hours actually worked exceed 48. They shall be paid for all hours worked in excess of 44 at their regular hourly rate. The regular hourly rate shall be determined by dividing the regu- lar weekly salary by 40. The above overtime shall apply only to emergencies which shall be defined as a set of circumstances wherein the work to be performed cannot be postponed. The Board received signed Agreement relating to the sewer easement through the Charles Harrow property, Main Street in a Southwesterly direction to Hopkins Street. Mr. Watt moved, Mr. Cochrane seconded and it was voted that signing the instrument be held in abeyance until after the Town Meeting, March -Z% 1965. Superintendent Welch presented to the Board copies of the proposed New Water and Sewer Regulations. The informa- tion was taken under advisement. Read note from the Superintendent in regard to final action taken by the Finance Committee. All items as proposed !I by the Board of Public Works have been approved except the item for Reconstruction of Roads ($4$,000.00). The present available balance of $20,000.00 will be transferred from the Aberjona River account to the Drain Construction account. Mr. Watt moved, Mr. Cochrane seconded and it was voted that the Board accept the findings of the Finance Com- i mittee for the 196$ budget. The Board signed the Payroll for the period Febru- ary 20 through February 26, and the Billroll dated February 26. Meeting adjourned at 8:40 P.M. Respectfully submitted, )"retary 1
