Meeting of the Board of Public Works opened at 7:30 P.M.
in Room 16, Municipal Building.
Present were Chairman Kenney, Secretary Cochrane, Board
Members Leonard and Watt and Superintendent Welch.
Minutes of the previous meeting read and approved.
Public hearing was held at 7:45 P.M. regarding the ex-
tension of a water main under the Betterment Act in Haverhill
Street from #176 to #197, approximately 440 feet; also in Charles
Street from #150 to #202, approximately 1020 feet.
Five persons attended the Hearing. The proposals were
explained in detail. Sheets showing normal assessments were pre-
sented to the abuttors.
! Mrs. Fitt stated that her well more than takes care of
60 her present needs; Mr. West stated that the Cemetery Department
had shown interest in 140 feet of his property which would reduce
his frontage. J. Warren Killam, Executor for the Estate of Edward
Parker, stated that the land owned by the Estate was low and ap-
parently had little value. The abuttors were polled as follows: -
In favor - 1; opposed - 3; non-committal - 0.
According to the Superintendent, considering the type
of land involved, the assessed value and related matters, it is
quite difficult to arrive at an equitable and reasonable assess-
ment for the water main. Mr. Leonard moved, Mr. Watt seconded
and it was voted to place the matter on file until such time as
information could be obtained from the Cemetery Department in re-
gard to the West property.
It was moved, seconded and voted that the Board go into
Executive Session to discuss proposed individual salary increases.
The meeting continued in open session.
The Board conferred with a Committee of employees,
namely, Frank Dalrymple, William Miller and Richard Dugan. The
Chairman outlined to the Committee the recommendations presented to
the Personnel Board for consideration. The Committee will be in-
formed of any developments.
The Board Members agreed to request a meeting with the
Personnel Board on Monday Evening, February 1; if not convenient,
any other night during the week with the exception of Wednesday.
The Board adjourned temporarily at 9:25 P.M. to meet
as the Board of Survey.
The Board reconvened at 9:35 P.M.
Read note from the Superintendent in regard to the pro-
posal of an Incinerator Planning Committee under the terms of
Chapter 40 - sections 4" to 441 as discussed at the meeting in
Wakefield. The Board Members will study the data and discuss it
at the February 1 meeting.
The Board discussed the preparation and submission of
the requests of the employees relating to (1) extended vacations,
and (2 ) change in overtime payment to foremen, for the regular
Town Meeting.
The Board signed the Billroll dated January 22 and Pay-
roll for the period January 16 through January 22, 1965.
