HomeMy WebLinkAbout1965-01-11 Board of Public Works Minutes . January 11, 1965 Meeting of the Board of Public Works opened at 7:45 P.M. in the Auditorium of the Community Center, 52 Sanborn Street. Present were Chairman Kenney, Secretary Cochrane,Board Members Leonard and Watt and Superintendent Welch. Public hearing was held on the laying out as Public Ways under the Betterment Act of the following: - ROBIN (Private ) ROAD which runs in an Easterly direction rom Summer Avenue, a distance of 380 feet more or less to a dead end. BALSAM (Private ) ROAD which runs in a Northeasterly di- rection from Map Se Ridge Road, a distance of 510 feet more or less to a dead end. MAPLE RIDGE (Private ) ROAD which runs in a Northeasterly, Northerly and Westerly d rection from Ash Hill Road, a distance of 1058 feet more or less to Ash Hill Road: LARCH (Private) IANE which runs in a Southeasterly di- rection from Franklin Street, a distance of 504 feet more or less to a dead end. Twenty-nine persons attended the hearing. A general discussion was held and questions were asked of and answered by Board Members and the Superintendent. A record of the vote follows: - Non- In Favor Opposed Committal Robin Road 6 1 1 Balsam Road 2 2 0 Maple Ridge Road 2 0 0 Larch Lane 10 2 0 Those attending the hearing were invited to view plans and ask technical questions of the Engineering staff. The Board convened in Room 16, Municipal Building. Minutes of the previous meeting read and approved as amended. Read note from the Superintendent with reference to paid holiday time. Mr. Watt moved, Mr. Leonard seconded and it was voted that the Superintendent draft a letter to the Per- sonnel Board which will include the three amendments to the By- Laws, as follows: - 1. When a holiday occurs on Saturday, all regular em- ployees shall be granted a paid holiday on the preceding Friday. 2. All Town employees shall be granted a paid half holiday on the afternoon of the day prior to Christmas Day whenever the day before Christmas falls on a workday - to wit: Monday through Friday. 3. No paid holidays shall be granted to Town employees ex- cept those specifically stipulated in the Town By-Laws. Read note from the Superintendent in regard to $28,778.54 appropriated under Chapter 782 of the Acts of 1962 for Road Construction purposes. An unexpended balance of $3,473.13 is available. Mr. Cochrane moved, Mr. Watt seconded and it was voted that an Article be inserted in the Warrant for the Special Town Meeting of February 15, 1965 proposing that this balance be transferred to the construction of Haverhill Street to be used in conjunction with Chapter 90 funds already voted for the same purpose. Public hearing was held at 9:00 P.M. for the purpose of taking an easement for drainage and sewerage purposes Northerly of Pleasant Street; also, hearing was held concur- i rently for the purpose of taking an easement for drainage and sewerage purposes Easterly of John Street. Edward Arsenault, 14 John Street, attended the hear- ing. The Superintendent answered technical questions. Mr. Arsenault voted in favor of taking of the easement. It was moved, seconded and voted to proceed with the preparatory work pertaining to the taking of an easement but to postpone action on the actual taking. The Board took up the Acceptance of Streets: Mr. Leonard moved that the Board recommend Acceptance of Robin (Private) Road as a Public Way under the Betterment Act at the Annual Town Meeting; Mr. Watt seconded and it was voted. Mr. Watt moved that the Board recommend Acceptance of Balsam (Private ) Road as a Public Way under the Bet- terment Act at the Annual Town Meeting; Mr.Cochrane seconded and it was voted. Mr. Leonard moved that the Board recommend Acceptance of Maple Ridge (Private ) Road as a Public Way 'under the Betterment Act at the Annual Town Meeting; Mr. Watt seconded and it was voted. Mr. Cochrane moved that the Board recommend Acceptance of Larch (Private ) Lane as a Public Way under the Bet- terment Act at the Annual Town Meeting; Mr. Watt seconded and it was voted. Read report from the Superintendent regarding esti- mated costs of various salary proposals as follows: - ESTIMATE No. 1 10.00 flat increase for regular employees $29,200 ' 8.00 flat increase for temporary employees 7,200 Allowance to cover cost of added vacation and supervisory overtime 1.000 ($31,600 from Tax Levy - $7,800 not) TOTAL $39,400 $39,400 is about 8.4 percent of $4$1,000. 15 changes in Class maximums would be necessary. ESTIMATE No, 2 , .00 flat increase for regular employees $14,600 - Merit increases ($1 to $3) for 13 employees 900 $4.00 flat increase for temporary employees 3,600 Allowance to cover coat of added vacation and supervisory overtime 3.000 ($17,700 from Tax Levy - $4,400 not) TOTAL $2y'70 $22,100 is about 4.9 percent of $4$1,000. 8 changes in Class maximums would be necessary. ESTIMATE.. 44.0b at increase Por reggular employees $11,700 Merit increases ($1 to ZI for 33 employees 2,$00 $4.00 flat increase for temporary employees 3,600 Allowance for cost of added vacation and supervisory overtime 3,000 ($16,600 from Tax Levy - $4,200 not) TOTAL $20,,000 $20,800 is about 4.6 percent of $1}51,000. 6 changes in Class maximums would be necessary. (a) $43,000 equals $1.00 on the tax levy, (b) 1961} total salary cost was $451,000. (c) $17,000 is included in budget as presented for salary increases. ' (d) About '20 percent of cost of salary increases would not come from the tax levy. Mr. Leonard favored Estimate #2 without any merit in- creases at the present time; Messrs. Cochrane and Kenney favored Estimate #3. A discussion ensued. Mr. Cochrane moved that the Board adopt Estimate #3 and present it to the Personnel Board; Mr. Watt seconded and it was voted. Mr. Leonard wished to be recorded as unalterably op- posed. Mr. Kenney wished to be recorded as in favor. The Board signed the Billroll dated January 8, 196$ and Payroll for the period January 2 through January 8, 1965. Meeting adjourned at 9:50 P.M. Respectfully submitted, ec tart'
